Recent initiatives from the OECD, the World Bank, and others on the subject of corruption have received widespread attention. However, the author argues that the incidence of corruption is closely connected with contracting-out, concessions, and privatisation, where multinationals based in OECD countries stand to gain profitable business. The encouragement of privatisation by the World Bank, and the economic benefit to OECD multinationals from this business, mean that action against corruption needs to involve effective sanctions by developing countries against multinationals which engage in corrupt practices; greater political transparency to remove the secrecy under which corruption flourishes; and resistance to the uncritical extension of privatisation. Public policy is the overt activity of governing and what governmentshave as their primary purpose. This is so whether the politicalsystem is unitary or federal. There are many more elements thatcomplicate policymaking in a federal system. In particular,constitutional, financial, and political issues intrude becauseof the necessary interdependence of otherwise independent andautonomous national and subnational components. This articleaddresses this complexity of joint action through use of theideas about federalism, the structure of governing institutions,and the processes of policymaking. The extent to which an outcomedepends on the mixture of independence and interdependence isconceptualized as degrees of the federal factor. This article identifies and describes the development of three parallel streams of literature about network theory and research: social network analysis, policy change and political science networks, and public management networks. Noting that these traditions have sometimes been inattentive to each other's work, the authors illustrate the similarities and differences in the underlying theoretical assumptions, types of research questions addressed, and research methods typically employed by the three traditions. The authors draw especially on the social network analysis (sociological) tradition to provide theoretical and research insights for those who focus primarily on public management networks. Farmers in Canada are older and more capitalized than ever before. Meanwhile, farmland values continue to rise. These forces together are generating unprecedented shifts in farmland relations, marked by increasing reliance on rental tenure and the rise of hybrid owner–renter consolidating farmers. This paper explores these dynamics in Ontario and asks how they are impacting on-farm agroecological stewardship. To do so, we begin with a review of the land and property relations literature as well as farmland and agricultural change in Ontario. We then briefly review agroecological issues and concepts that are important for linking on-farm agroecological health to aformentioned farmland and agricultural changes. From here, we use survey, interview and soil sample data collected from grain farmers across Ontario to elucidate relatively new shifts in land tenure and use dynamics. We argue that this complex set of forces is interacting to produce an appealing set of conditions for financial investors, while restricting access to farmland for less-capitalized farmers. We then show how these shifts are divesting capital and attention from agroecological health. We conclude with a reflection on how the state has been mediating and contributing to these dynamics, and urgently call for land policy that prioritizes social and ecological principals. 相似文献
