Tremendous changes in technology, political and social frameworks, as well as the impacts of globalization, have put pressure on countries to become competitive. One strategy for creating an engine of economic growth is the creation of clusters. These clusters, be they naturally or artificially conceived, hold the promise of becoming the economic weapons of a country. Many studies have been done to understand the factors behind the successes and failures of clusters. One of the reasons behind the inconsistent success of existing cluster policy frameworks in managing cluster performance is the fact that clusters often are at different levels of development, and it will require different strategies to create, enhance, and sustain their competitive advantage. This paper aims to propose and demonstrate a more holistic framework designed to understand key cluster dynamics that drives cluster performance, which then will enable policy makers to work toward ensuring sustainable cluster development.  相似文献

Abstract

This article examines critically one of the most active regional dynamics of European security, centred on the Black Sea. Recently, the Black Sea region has received increased attention from a variety of political actors, who seek to increase the profile of the region in order to develop a common regional identity and an integrated approach to the security problems of the Black Sea region. This resurgence of the Black Sea region can be understood as the combined product of local interests, European integration and the ‘global war on terror’. The main argument of the article is that Black Sea security integration is characterised by a fundamental contradiction between two different logics of security—geopolitical and institutional. Three other problems—transposition, fragmentation, and duplication—are also discussed. In the conclusion, the article examines the significance of the efforts to build the Black Sea region for the future of regional integration in European security.  相似文献

Macro-level policies frequently transform and reconfigure local livelihood options. While there is a small but growing body of ethnographic work regarding ethnic minority livelihoods in Vietnam’s mountainous borderlands, there is far less research examining the state decrees and policies implemented there and the opinions of state workers who have to apply them. This article starts to address this gap. First, we examine contemporary Vietnamese state legislation regarding upland livelihoods. We focus on the directions found in 82 livelihood-related state decrees, examining their scope and edicts while critiquing what they overlook regarding upland livelihood needs and approaches. Then, from in-depth interviews with state officials in Hà Giang Province, a mountainous upland region with a proportionately large ethnic minority population, we explore the opinions of those charged with the implementation of these decrees. Building on O’Brien’s earlier work on rightful resistance in China, we suggest that a form of “rightful criticism” has emerged among upland state officials, allowing us to reveal the contours of political power in Vietnam’s borderlands. Moreover, we draw attention to the lack of acknowledgement of ethnic diversity in these uplands within policy and official practice.  相似文献

In September 2008 the Governor of Pennsylvania, USA, imposed a moratorium on all parole (early conditional) releases from the state prisons, which lasted until March 2009. As a political measure, the moratorium was triggered by a series of violent incidents involving recently released parolees culminating with the killings of several police officers. This paper documents the impact of the moratorium on the parole and correctional processes in the state and discusses its implications for the legitimacy of the two justice agencies affected, the Board of Parole and the Department of Corrections. The paper also describes the research undertaking of the team tasked with conducting the comprehensive review of parole and corrections at the Governor’s request, which circumscribed the lifting of the moratorium on the results of the investigation. In addition to qualitative data, the study employed quantitative methods to investigate through predictive analyses both parole decisions and parolee performance upon release. The challenges of conducting action research in the “spotlight” are also highlighted. The nature of the study and its setting in a large state in the United States should provide a useful illustration of problems and potential approaches to dealing with them that similar crime prevention tasks may face in other jurisdictions around the world relying on conditional release as a means of prison release.  相似文献

The present study focused on age at first marriage in Transylvania between 1850 and 1914, a time of both social-economic change and resilient historically entrenched particularities. Based on data extracted from the Historical Population Database of Transylvania we constructed an extensive sample from settlements with a broad range of social-economic characteristics, which allowed for a comparative view into the influence of various factors on marriage timing. We examined in this sense both individual-level co-variates, such as denominational affiliation, migration background, and social-occupational status, as well as broader factors, such as the development level attained by certain settlements and the time frame. We found that the area level of development measured according to a heuristic index was in many cases more decisive than individual characteristics in shaping individuals’ constraints and opportunities on the marriage market. More significantly, the analysis showed that the ways in which the development level worked to transform marriage timing for both men and women could be explained by historically entrenched differences and specificities. At the same time, these patterns in age at first marriage, given by factors such as denomination, might be the result of other largely still invisible factors, for which the variables used are merely imperfect proxies.  相似文献

Using a historical and comparative perspective, the present article argues that the politically most effective and strategically most enduring boundaries of modernity were not those between nation-states, but rather those whose orienting and identity building function were based on the maintenance of a power imbalance essentializing cultural, religious or economic differences. The main argument is that the historically unique power of definition, which has conferred validity to the different versions of the West/Rest or North/South explanatory models up to this day, can be traced back to two elements: on the one hand, to the constitutive relationship between Western notions of cultural difference and the global Western power (“Occidentalism”), on the other hand, to the universalizing perspective which in this power context was declared as the only valid scientific representation of space (“hubris of the zero point”). The historical and current impact of this discursive strategy for constructing essentialized spaces are shown using the examples of Latin America and Eastern Europe as typical products of asymmetric boundaries.  相似文献

ABSTRACT

The existing literature on the EU’s transformative role in the Balkans looks at EU conditionality as a unidirectional system of rewards that is expected to motivate local elites to comply with EU rules. This article raises a different question: how do local actors bypass the implementation phase of EU conditionality and what kind of political resistance narratives do they use for this purpose? The analysis attempts to tackle these inter-related questions by focusing on the delayed implementation of the Brussels Agreement between Belgrade and Pristina as a case study, using the interpretive method of narrative analysis. The article aims to link fieldwork empirics with theoretical discussions in the field of EU compliance literature by stressing the importance of local actors’ resistance to EU incentives. Three levels of analysis will be conducted in order to address the research question: (1) mapping different types of actors at the local level and stressing their heterogeneity; (2) understanding how local resistance to EU pressure evolved in the period 2013–2016; and (3) showing how their policy narratives influenced the implementation phase and the maintenance of the status quo. In conclusion, the analysis shows that the EU’s mediation strategy of ‘constructive ambiguity’ favours local actors’ political resistance, particularly in the implementation phase. The main findings show that ‘dividers’ outnumber ‘connectors’ in local actors’ narratives, thus strengthening political resistance to EU pressure.  相似文献
