Normally, the identification of the LSD drug is performed by forensic laboratories, using the Ehrlich spot test. However, this is a nonspecific analysis. Additionally, the Brazilian Federal Police has identified the presence of a new compound in seized blotters: 9,10-dihydro-LSD, an uncontrolled substance. In this work, easy ambient sonic-spray ionization mass spectrometry in the positive ion mode, EASI(+)-MS, was used to characterize LSD and 9,10-dihydro-LSD compositions directly from the surface of blotters. The presence of LSD in the seized blotter samples were also confirmed via high-performance liquid chromatography with ultraviolet detector. In a set of 41 blotters analyzed by EASI(+)-MS, 28 showed positive results for LSD, seven for 9,10-dihydro-LSD, and another six samples showed negative results for both LSD and 9,10-dihydro-LSD. The combination of thin layer chromatography with EASI-MS also demonstrated to be a relatively simple and powerful screening tool for forensic analysis of street drugs.  相似文献

The floods in Bosnia and Herzegovina in May 2014 caused landslides all over the country. In the small village of ?eri?i, near the town of Zenica, a landslide destroyed the local cemetery, relocated graves, and commingled skeletal remains. As the use of other physical methods of identification (facial recognition, fingerprint analysis, dental analysis, etc.) was not possible, DNA analysis was applied. DNA was isolated from 20 skeletal remains (bone and tooth samples) and six reference samples (blood from living relatives) and amplified using PowerPlex® Fusion and PowerPlex®Y23 kits. DNA profiles were generated for all reference samples and 17 skeletal remains. A statistical analysis (calculation of paternity, maternity, and sibling indexes and matching probabilities) resulted in 10 positive identifications. In this study, 5 individuals were identified based on one reference sample. This has once again demonstrated the significance of DNA analysis in resolving the most complicated cases, such as the identification of commingled human skeletal remains.  相似文献

In 1991, the Centers for Disease Control (CDC) announced thata health-care worker (HCW) had apparently transmitted the virusthat causes the Acquired Immune Deficiency Syndrome (AIDS) topatients while providing them routine medical treatment. Thisarticle examines the policy choices made based on this case.It begins by reviewing the federal system for making these policies.The conflicting public and professional policy recommendationsare then summarized. Next, a framework for policy choice ina federal system is outlined and federal and state choices aredescribed. The aim of this diagnostic analysis is to identify the weaknesses in the process of reforming policy in Jordan. This study will first present a diagnostic analysis of the characteristics of administrative reform in Jordan. Following this, weaknesses will be identified with a focus on policy roles in the policy‐making process. Administrative reform has long been an area of interest and development in Jordan since the early 1980s. Conferences were held, political and technical committees formed, and expertise and resources invested. The outcomes of these programs have been below expectations, with inadequate impact. This investigation paid attention on how Jordan can best invest its resources to maximize efficiency in the public sector, specifically the process of reforming policy. This study concludes that the primary factor impacting efficiency, accountability, and responsiveness is the degree of authority at both national and organizational level. Recent efforts in Jordan to tackle these issues could create more conflicts that threaten the Jordanian government's stability. Other resources have been dedicated to reviewing the rules and values that govern the relationship between state and society.  相似文献

Organized communism had already emerged in Egypt shortly after the Bolshevik revolution in Russia. Afterwards, it was characterized by internal splits and rivalries, which were followed by constant persecutions by the authorities. Nevertheless, revolutionary platforms presented by communists gradually seeped into government policy and thinking, noticeably after the July 1952 revolution. This study sheds new light on the causes for the formation of the complex relations between Egypt’s military regime and the communist movement. The intimate working relations and clandestine cooperation between the Free Officers and the largest communist organization, the Democratic Movement for National Liberation, proved to be constructive and, more importantly, successful, following the military takeover of 23 July. However, the Officers–Communists honeymoon was ephemeral and the ad-hoc alliance disintegrated shortly thereafter. Based on untapped exclusive first-hand sources drawn from a variety of archives, including Egyptian and Russian, this article provides a new narrative to the origins of one of the most studied subjects in the modern history of the Middle East—the Egyptian July 1952 revolution.  相似文献

This article analyzes the adaptation of the Revolutionary Armed Forces of Colombia (FARC) to the post-Cold War strategic scene. In this process of change the Colombian guerrilla organization has broken away from the traditional behavior patterns of Latin American armed groups in four key ways. First, the FARC has reduced the rigidity of its ideology in order to make its political message more attractive. Second, it has made a great effort to boost its military potential. Third, it has established independent channels of funding and arms supply. Finally, the Colombian rebels have developed a very decentralized organic structure that nevertheless maintains a sufficient degree of cohesion. These innovations have made the FARC a new model of insurgency that has managed to corner the Bogota government and destabilize a significant part of the Andean region.  相似文献

The credit rating agencies (CRAs) were an important component of the subprime mess. This article describes what the CRAs are, what they do, what roles they play, and how they fit into the regulatory system. It outlines the types of mortgage securities that the CRAs rate and outlines the evolution of the subprime mess. It then assesses three prime suspects in the CRAs' problems: incentives, ignorance, and stress. The author concludes that all three factors were important, that public officials were slow to react, and that additional safeguards have been put into place to prevent such problems in the future.
