The paper looks at the relationship between institutions and vote unity in national parliaments with the help of a large data set of votes from 33 national parliaments. The tests run are the first to confirm empirically the relationship between vote of confidence procedure and vote unity. The paper also provides a theoretical explanation for why the existence of the confidence procedure influences vote unity despite being used only rarely. The vote of confidence influences votes through the development of control mechanisms as well as the selection of party members who are more ideologically united. This study also challenges the view that electoral rules which make candidates individually accountable to voters necessarily lead to more vote defections. The findings suggest that higher personal accountability decreases vote unity only if party leaders do not control candidate nomination. Parties that rely on government finance for campaigns are also more united. 相似文献

The paper tests the effects of the 2008 Romanian electoral reform on the behaviour of MPs with the help of personal interviews conducted post reform. The reform was meant to make MPs more responsive to the needs of constituents, which in turn should lead to more constituency input in the legislative process, while at the same time yielding proportional results. The paper finds that there are few channels for the transmission of constituents' needs to MPs, and the existing channels are used for petty requests that have little to do with the legislative procedure. This in turn encourages the development of clientelistic ties between representatives and voters, which benefit wealthier candidates. The study also finds that although the new system translates votes into seats closely, small parties may still be disadvantaged because of what Duverger (1954. Political parties: Their organization and activity in the modern state. New York: John Wiley) calls the psychological aspects of the wasted vote problem. 相似文献

We investigated the influence of information legitimizing the means—or decision procedures—versus information legitimizing the ends—or the decision outcome—on observers' reactions to an undesirable organizational decision. One hundred and sixty-one employees read an account of a company layoff occurring in a nearby city. The content was experimentally manipulated, such that participants either (i) did or did not receive information legitimizing the layoff procedures, and (ii) did or did not receive information legitimizing the layoff itself. Furthermore, participants received one of two versions of the manipulations, to assess the generalizability of the results across two operationalizations of the primary independent variables. Whereas both information legitimizing the means and information legitimizing the ends were necessary (and neither sufficient) to mitigate observers' judgments of outcome unfairness, procedural information was necessary and sufficient to influence evaluations of the organization. Overall, the data are consistent with the notion that the effectiveness of managerial accounts might be determined not only by information explaining why but also information explaining how decisions are made. 相似文献

Many victims of sexual assault and sexual abuse seek justice through the courts. This study explored disjunctures in the perceptions of two key groups of professionals, agents of the court and victim therapists/advocates, regarding the role, experiences and outcomes for victims of sexual violence in the criminal justice system. Why are people with a stronger independent self-construal more opposed to affirmative action than those with a weaker independent self-construal? Drawing on prior research, we predicted that this is because the former endorse microjustice principles—which are perceived to be violated by affirmative action—and disregard macrojustice principles—which affirmative action seeks to ensure. In contrast, people with a weak independent self-construal endorse both microjustice and macrojustice. The results from three studies support our reasoning. Our research contributes to theorizing on affirmative action by illuminating the important role of both microjustice and macrojustice concerns in predicting opposition to affirmative action. We discuss the implications of our research within the North American context for increasing people’s endorsement of macrojustice in an effort to mitigate opposition to social policies aimed at redressing societal injustice. 相似文献

Drawing on social resource theory, we investigated the evaluation of distributive justice principles in relation to material
benefits (monetary rewards in working life) and symbolic benefits (praise at university) in a cross-cultural study. We predicted
that the equity principle would be perceived as more just for distributing culturally valued resources, whereas the equality
principle would be perceived as more just for resources that are less valued within culture. Moreover, applying uncertainty
management theory, we predicted that cross-cultural fairness evaluations would be more pronounced for individuals with higher
(vs. lower) uncertainty avoidance or lower (vs. higher) uncertainty tolerance. Data of 608 Canadian and German students were
collected in a two-wave survey. As expected, when allocating material benefits Canadians found the equity principle to be
more just than did Germans, whereas Germans perceived the equality principle as more just than did Canadians. When allocating
symbolic benefits, by contrast, Canadians perceived equality as more just than did Germans, though unexpectedly culture did
not influence evaluations of the equity principle. Finally, consistent with uncertainty management theory, some of the cultural
differences in the evaluation of distributive principles were more pronounced among people with higher uncertainty avoidance
and lower uncertainty tolerance. Implications for cross-cultural research on distributive justice are discussed. 相似文献
