Violations of human rights in the context of a conflict have in recent years received an increasing amount of attention from the international media. Yet how such media attention influences conflict remains understudied and, a priori, uncertain. On the one hand, media coverage of human rights abuses may constitute “naming and shaming” that might temper hostilities. On the other hand, such coverage might spark intransigence and complicate negotiations among conflicting parties, thereby hindering rather than hastening peace. This article tries to adjudicate among these and other possibilities by exploring how media reporting on human rights abuses influences the development of conflicts. The analysis reveals that such reporting is associated with shorter conflicts and negotiated agreements between fighting parties.  相似文献

Modern scholarship has often wondered whether Indian Buddhist idealism is primarily epistemic or metaphysical: does this idealism amount to a kind of transcendental scepticism according to which we cannot decide whether objects exist or not outside of consciousness because we can have no epistemic access whatsoever to these objects? Or is it rather ontologically committed, i.e., does it consist in denying the very existence of the external world? One could deem the question anachronistic and suspect that with such an inquiry we project onto Ancient and Medieval India a distinction that remains profoundly alien to it, were it not for a few preserved texts where Indian authors themselves distinguish between two such kinds of idealism within the Buddhist philosophical tradition. As already pointed out by Dan Arnold, this is the case in the commentary by Manorathanandin on Dharmakīrti’s Pramā?avārttika; but the difference between two varieties of Buddhist idealism is also alluded to in Hindu sources, both Mīmā?saka and ?aiva. The present article offers a new analysis of Manorathanandin’s short and somewhat ambiguous distinction, and it examines in this connection some important remarks found in the works of the ?aiva nondualists Utpaladeva (c. 925–975) and Abhinavagupta (c. 975–1025). It shows that according to these authors, in fact the epistemic version of the Buddhist argument in favour of idealism is already metaphysical insofar as it necessarily involves a denial of the existence of the external world, and it attempts to assess the faithfulness of this ?aiva interpretation to its Buddhist sources.  相似文献

This note re‐examines the economic model of optimal international borrowing for LDCs proposed by Gemmell [1988]. Pursuing a rigorous methodology, this note derives alternative optimal debt functions, and discusses the sufficient conditions under which the optimal debt level is positive. Interesting implications of the analysis in this note, inter alia, rest in identifying the appropriate role of social inter‐temporal consumption preferences in a more realistic setting, and in perceiving, unambiguously, the tendency of ‘overborrowing’ by LDCs that only service their debts over long periods.  相似文献

Previous studies of the electoral consequences of corruption in Spanish local elections (Jiménez Revista de Investigaciones Políticas y Sociológicas, 6(2):43–76, 2007; Fernández-Vázquez and Rivero 2011, Consecuencias electorales de la corrupción, 20032007. Estudios de Progreso, Fundación Alternativas; Costas et al. European Journal of Political Economy: 28(4):469-484, 2012) have found that voters do not necessarily punish corrupt mayors. As has been pointed out in the comparative literature, the average loss of electoral support by corrupt incumbents is small and does not prevent their reelection most of the times (Jiménez and Caínzos 2006, How far and why do corruption scandals cost votes? In Garrard, J. and Newell, J. (eds.) Scandals in past and contemporary politics. Manchester: Manchester University Press). What remains unsolved, however, is the remarkable variability in this pattern. This article explores some of the micro-level variables that may mediate the effect of corruption scandal on the votes. We focus on three factors: ideological closeness to the incumbent party, political sophistication, and employment status. Our results provide only partial support for our hypotheses, suggesting that the effects of corruption are much more complex than what may seem at first sight.  相似文献

This research seeks to understand which essential characteristics are necessary to drive municipal governments to adopt smart growth measures. By testing previously expected outcomes for why a local government would adopt a particular policy, we find an inherent need to create strong needs-based policies promoted by interest groups. We conducted a principal component analysis and a linear regression model to test several hypotheses. A discussion of this analysis is provided along with policy recommendations to explain why and when metropolitan areas use sustainability plans and how to encourage more to do so.  相似文献
