Can the nation's social programs survive the push toward leaner appropriations, a greater use of the market, and a narrower definition of the needy? A program to provide housing assistance for the poor is proposed that fills all these requirements. Housing vouchers are found to be cheaper than other housing programs and more satisfactory for participants. Moreover, the political climate augers well for the new approach.  相似文献

This paper addresses the problem of democratic elitism within the context of Western European politics. An entrenched assertion of the so-calledelitist theory of democracy is that elites are more strongly committed to democratic values such as political tolerance than are ordinary citizens. The processes through which elites become more tolerant include political socialization, resocialization, political practice, and experience. Some have even argued that elites are the primary carriers of thedemocratic creed. Our purpose here is to test several hypothese drawn from elitist theory. Relying on opinion surveys conducted in each of the twelve nations of the European Community in 1988, we focus on political tolerance. Our basic hypothesis is that political activism contributes to greater political tolerance. Special attention is given to a sample of opinion leaders as a test of the elitist theory. The analysis is conducted both at the level of the individual citizen and the level of the nation state. This is one of very few efforts to test elitist theory from a broad, cross-national perspective. Consequently, the analysis will be crucial in recasting elitist theory to comport more closely with empirical evidence.  相似文献

We predicted that people who are excluded from serving on juries in capital cases due to their opposition to the death penalty (excludable subjects) tend to place a greater value on the preservation of due process guarantees than on efficient crime control, and therefore are more likely to accept an insanity defense in criminal cases than are people who are permitted to serve on capital juries (death-qualified subjects). Subjects who had previously been classified as death-qualified or excludable read four summaries of cases in which the defendant entered a plea of insanity, and made judgments of guilt or innocence. In the two cases involving nonorganic disorders (schizophrenia), death-qualified subjects were significantly more likely than excludable subjects to vote guilty; in the two cases involving organic disorders (mental retardation and psychomotor epilepsy), there were no differences between the two groups. In addition, excludable subjects gave significantly higher estimates than death-qualified subjects of the proportion of defendants pleading insanity who really are insane.  相似文献

Russian local governments now have primary responsibility for the administration of social assistance programmes thanks to a combination of decentralization of some responsibilities from higher levels of government and the transfer of certain administrative functions from state enterprises to municipalities. Over the past few years, there has also been a distinct shift to means‐testing of social assistance. This article reports on the results of a pilot project undertaken to improve the efficiency of programme administration conducted in the city of Arzamas (pop. 110,000). The municipal administration promotes it as a programme to ease client burden and improve access to benefits. Specifically, the pilot introduced a unified application form for all the major social assistance programmes in the city and required, regardless of how many programmes are applied for, that applicants visit only one office and supply one set of documents verifying their eligibility for assistance. Benefit processing is also consolidated. Staff efficiency improvements are substantial: under the one‐window system, 127 benefits are processed per month per staff member, while 85 benefits were processed per month per staff member under the old administrative system. Impressive time savings for clients were also observed: the statistically average client saves between 1.3 and 2.4 hours, depending on the degree to which a client was able to coordinate documentation collection and trips to the benefit agencies under the old system. The total potential time saved by clients as a result of the one‐window reforms is between 4100 and 7600 person hours per month. Copyright © 2002 John Wiley & Sons, Ltd.  相似文献

A July 1990 cable from the US Embassy in Moscow that anticipated the collapse of the Soviet Union is a case study for an analysis in this article that seeks to make three points: 1) major failures in intelligence analysis are more likely to result when all elements of the intelligence community speak with one voice than when they disagree; 2) embassy reporting can play an essential role independent of that of the intelligence community in shaping Washington thinking about international events, but a variety of developments have made this increasingly difficult; 3) probability analysis plays too great a role in intelligence products and risk management too little.  相似文献

Abstract

This paper urges environmental psychologists to adopt an “empiricist stance” as they focus their field's expertise on issues related to prevention in mental health. Criteria for such a stance are presented which presume that preventive interventions evolve sequentially from a program of research which clarifies the nature, epidemiology, etiological mechanisms and natural history of the mental illness or psychological dysfunction to be prevented. The rationale for this stance is based on empirical, political and ethical grounds. The applicability of this stance to the current status of the emerging field of environmental approaches to prevention in mental health is reviewed specifically in relation to the contributions to the special issue of Prevention in Human Services.  相似文献

Criminological research has consistently uncovered a positive correlationbetween past and current criminal behavior. Continuity in offending overtime can be attributed to at least two processes—populationheterogeneity and state dependence. A population heterogeneity processattributes stability in offending over time to differences in ananti-social characteristic (self-control, impulsivity, psychopathicpersonality) across persons that is established early in life andtime-stable thereafter. An implication of a population heterogeneityexplanation for continuity in offending over time is that the anti-socialcharacteristic is likely to have reverberations throughout life, takingmany manifestations later in life (unemployment, drug addiction, maritalinstability). Any observed correlation between these later life events andcriminality, therefore, is spurious rather than causal, due to the factthat they are all the effects of a common cause. A state dependenceexplanation, in contrast, attributes observed stability in criminaloffending to a process of contagion. That is, criminal behavior has agenuine causal effect on subsequent criminality by eroding constraintsand strengthening incentives to crime. The implication of a statedependence process is that criminal conduct may be influenced by laterlife events. In this paper, we draw a connection between populationheterogeneity and state dependence processes and extant criminologicaltheory. We also review the literature that has investigated theplausibility of these two processes. Finally, concluding that weknow very little about them we make recommendations for future researchon population heterogeneity and state dependence.  相似文献
