This article suggests that feminist theoretical turns are illuminating to study, as they make explicit how Western feminist theory is interested not only in the content of different theoretical turns, but also, relatedly, in how these turns move feminist theory in particular directions. Exploring some of the current and historical debates about turns in feminist theory, I pay particular attention to how they might be understood in terms of a wide range of work on the non-linear temporalities of feminist theory. I suggest that one way to understand the non-linear temporalities evident in debates over feminist theoretical turns is through a ‘turn to the surface’. To explicate this suggestion, I offer a series of five indicative issues, terms and ideas, which emerge both from recent work on the surface and feminist theory, and from my attempts to think conceptually about turns, surfaces and the relations between them. These are: (i) reflexivity, (ii) possibility, (iii) lines, (iv) knots, and (v) diagrams. Despite claims of ‘evidence based policy’, the place of empirical evidence in family law reform is ambiguous. There is ongoing socio-legal analysis of the differential value and uses of quantitative data and anecdote in detailing women’s experiences and advocating for change. In this paper, we engage with these issues through a focus on how data were constructed in a key government report, Every Picture Tells a Story, which was used to officially define the problem and outline recommendations in the controversial 2006-08 reform of the Australian Child Support Scheme. Our discussion focuses on two questions: what legitimacy is accorded to different kinds of evidence in family law reform processes?; and, how is this legitimacy gendered? We applied feminist critical discourse analysis to the type, source and claims of the data included in the child support chapter of the report. Our findings indicate that both quantitative data and anecdote were used to privilege fathers’ financial interests and autonomy; in contrast, women’s voices and interests were marginalised. Thus, we argue the legitimacy of data is ascribed through its relationship to the gendered definition of the ‘problems’ of child support, rather than the type of data per se. 相似文献

This is a comparative study of the rationale and effects of management accounting innovations in Greek and Italian municipalities, as part of the NPM reform in the public sector. This article aims to understand the extent of adoption of accounting innovations in Greek and Italian municipalities, and the factors affecting the specific techniques in use. The study reports on a survey based on medium-sized and large Italian and Greek municipalities, targeted at public municipalities’ accountants, the users of accounting techniques. The study identifies the intended purposes of NPM reform and, particularly, management accounting innovations, analyzes a set of factors that affect the implementation of management accounting technologies, and discusses determinants and features of such innovation on a comparative perspective. 相似文献

This contribution explores the strategies used by popular movements seeking to advance social reforms, and the challenges once they succeed. It analyzes how a strategic alliance between the Brazilian Landless Workers Movement (MST) and the National Confederation of Agricultural Workers (CONTAG) transformed the Ministry of Education's official approach to rural schooling. This success illustrates the critical role of international allies, political openings, framing, coalitions and state–society alliances in national policy reforms. The paper also shows that once movements succeed in advancing social reforms, bureaucratic tendencies such as internal hierarchy, rapid expansion and ‘best practices’ – in addition to the constant threat of cooptation – can prevent their implementation. 相似文献

Contemporary urbanization in the Global South merits greater attention from scholars of comparative politics. Governance, associational life, and political behavior take distinctive forms in the social and institutional environments created by rapid urbanization, particularly within informal settlements and labor markets. In this special issue, we examine forms of collective action and claims-making in these spaces. We also consider how the state assesses, maps, and responds to the demands of informal sector actors. Tackling questions of citizen and state behavior in these informal urban contexts requires innovative research strategies due to data scarcity and social and institutional complexity. Contributors to this symposium offer novel strategies for addressing these challenges, including the use of informal archives, worksite-based sampling, ethnographic survey design, enforcement process-tracing, and crowd-sourced data. 相似文献

The research described in this article investigates the extentto which witnesses who testified in the Special Court for SierraLeone (SCSL) report the experience as positive or negative.It also seeks to identify the factors that contribute to theseevaluations. It reports the results of structured interviewsconducted with 171 witnesses who testified in the SCSL. Thefinding that emerges most strongly is that the experience oftestifying was positive for the majority of witnesses. The courtroomenvironment was experienced as supportive, and witnesses ratedthe experiences of both examination-in-chief and cross-examinationas being more positive than negative, with examination-in-chiefbeing the more positive of the two. The findings suggest thata positive testimony experience can be predicted when a witnessdoes not feel worried at the prospect of testifying, feels respectedby court staff and, to a lesser extent, has a positive experienceof cross-examination. 相似文献

This article examines the structure of nonprofit voluntary accountability and standard-setting programs, arguing that these
programs can be understood as collective action institutions designed to address information asymmetries between nonprofits
and their stakeholders. Club theory and the economics of certification suggest that such programs have the potential to provide
a signal of quality by setting high standards and fees and rigorously verifying compliance. Such mechanisms can signal quality
because higher participation costs may allow only high-quality organizations to join. The article examines the implications
of signaling theory using an original dataset on the structure of 32 nonprofit accountability programs across the globe. While
many programs set high standards for compliance, the key distinction between strong and weak programs is the use of disclosure
or verification mechanisms to enforce compliance. Contrary to theoretical expectations, compliance standards and verification
do not appear to be substitutes in creating stronger voluntary programs.

The transatlantic alliance is widely viewed as being in a state of decline. Conflict over the war in Iraq highlighted a growing divergence between the Bush administration and European Union governments in their attitudes towards multilateralism. The rift severely tested institutions created to manage bilateral EU–US relations in the aftermath of the cold war. This article examines how well this institutional architecture has held up. It scrutinises the limitations of networked governance in transatlantic relations and acknowledges the quandary of trying to manufacture partnership using imperfect institutions. The Brussels–Washington channel is only one among many through which transatlantic relations flow, but we argue that it continues to gain in importance. Despite the limits of institutional engineering, we conclude that the US and the EU remain each other's most important ally. 相似文献
