Last year offered a unique opportunity to compare the ideas of experts and politicians. The 1990 Budget Enforcement Act changed the federal budget process. Allen Schick's 1990 book, The Capacity to Budget, included ideas on how to improve budgeting at the federal level. American political culture is both seduced and repulsed by legal power, and this essay reviews Gordon Silverstein's contribution to understanding the causes and consequences of “law's allure.” Using interbranch analysis, Silverstein argues that law is dangerously alluring as a political shortcut, but ultimately he concludes that law offers no exit from “normal politics” and the hard work of “changing minds.” This essay suggests that Silverstein's framework—his dyadic focus on courts and Congress, constructive and deconstructive patterns, legal formality and normal politics—strips law from its animating context of interests, inequality, and ideology. Without consideration of these larger forces of power, Silverstein's framework misplaces law's ability to “change minds” in perverse and unexpected ways. 相似文献

As part of the formulation of a biological profile, the estimation of stature is an important element that provides useful data towards narrowing the pool of potentially matching identities. Recent literature has demonstrated that anthropometry of the hand has considerable promise for the accurate estimation of stature; although the technique has only been tested in a relatively limited range of populations. The aim of the present study, therefore, is to assess the reliability and accuracy of using anthropometric hand measurements for the estimation of stature in a contemporary Western Australian population; we also evaluate whether stature can be accurately estimated from the measurement of handprints. The study sample comprises 91 male and 110 female adult individuals. Following the measurement of stature, seven measurements are taken on each hand and its corresponding print. To establish the reliability of acquiring these measurements, a precision study was performed prior to primary data collection. Measurements data are analysed using basic univariate statistics and simple and multiple regression analyses. Our results show that the degree of measurement error and reliability are well within accepted standards. Stature prediction accuracy using hand and handprint measurements ranges from ±4.74 to 6.53cm, which is comparable to established skeletal standards for the hand. This study provides new forensic standards for the estimation of stature in a Western Australian population and also demonstrates that the measurement and analysis of handprints affords a novel source of profiling data that is statistically quantified. 相似文献

Several synthetic cannabinoids have recently been distributed as psychoactive adulterants in many herbal products on the illegal drug market around the world. However, there is little information on pharmacology and toxicology of such compounds. Although Δ(9)-tetrahydrocannabinol (Δ(9)-THC), a psychoactive cannabinoid of marijuana, was reported to affect electroencephalograms (EEG) of rats, the effects of synthetic cannabinoids are unknown. We examined the pharmacological activities of three synthetic cannabinoids; cannabicyclohexanol (CCH), CP-47,497 and JWH-018; by analyzing EEG power spectra and locomotor activity after intraperitoneal administration to rats and compared them with those of Δ(9)-THC. The three compounds significantly increased the EEG power in the frequency range of 5.0-6.0 Hz for the first 3h, while Δ(9)-THC decreased the power spectra in the wide range of 7.0-20.0 Hz during the first hour. These results indicate that the effect of the three compounds on EEG is different from that of Δ(9)-THC. Additionally, CCH, CP-47,497 and JWH-018 significantly decreased the locomotor activity for 11.5h, 11h and 4.5h, respectively, after administration which was longer than that of Δ(9)-THC (3.5h). Furthermore, all three compounds significantly reduced the total amounts of locomotor activity during a 3-h, 6-h and 12-h period after injection, whereas no statistical difference was observed for the Δ(9)-THC injection. Among the three compounds, CCH and CP-47,497 exerted a longer duration of the change in the EEG power spectra and suppression of the locomotor activity than JWH-018. 相似文献

Supervisory bodies can intervene in organizational practices that may harm society, but their effectiveness to do so depends on their ability to make decisions reflectively and decisively. Are these tendencies incompatible with each other or can they go together? Can empowering leadership (i.e. participative, coaching, informing behaviors) stimulate reflectiveness and decisiveness? A 10-item Joint Decision-Making Questionnaire was developed and tested among supervisory officers (N = 87) and supervisory board members (N = 158). Reflectiveness and decisiveness were positively correlated, indicating that these tendencies can be reconciled in joint decision-making (Study 1). An examination of 44 supervisory teams further revealed that participative leadership relates to more reflectiveness and decisiveness, via cooperative trust and goal commitment (Study 2). Moreover, teams that experienced this team climate prior to COVID-19 reported that they acted more reflectively and decisively during this crisis (Study 3). The purpose of the study was to assess the economic impact of the Denver Broncos Football Club on the Denver Metropolitan Area economy. Primary data required to determine the economic impact was collected from three main sources. First, a two page survey questionnaire was mailed to 9,519 randomly selected season ticket holders with 4,810 returned questionnaires. The City and County of Denver provided financial management information reports for all home games as the second source of primary data. Finally, the Denver Broncos administration provided financial information pertaining to operational expenditures. The total industrial output or economic impact was calculated at $ll7,80l,500 for the economic activity associated with the Denver Broncos Football Club for the 1989-1990 season. Direct economic impact was shown to be $64,282,200 and indirect and induced effects corresponding to the multipliers generated by the model was an additional $53,519,300. Employee compensation was $47,213,300 and property income provided $16,732,000 to the Denver metropolitan economy. Indirect business taxes totaling $7,118,300 went to local, county, state and federal government. The economic activity produced 1,828 jobs directly and indirectly resulting from Broncos activity in the metropolitan area. 相似文献
