Creating a sustainable U.S. electricity sector: the question of scale

The U.S. electricity market, like electricity markets in most countries, is heavily dependent on fossil-fuel generation from centralized power applications. This paper reviews the factors that led to the sector??s reliance on fossil fuels and presents a future vision of the U.S. electricity sector based on a varied spectrum of sustainable energy resources ranging in scale from large, centralized facilities to small, localized energy systems. This spectrum includes low-emissions energy and energy efficiency, as well as macro-generation, micro-grids, distributed generation, micro-generation and end-user conservation. We discuss the evidence that each element of this spectrum is a viable and proven technology, the balanced integration of which could shape an electricity sector that adheres to sustainability principles. This paper concludes with a discussion of the institutional barriers that need to be addressed to successfully achieve a transition toward a more future sustainable electricity sector based on the variations in scale.

This interim final rule with comment period implements parts of section 1104 of the Affordable Care Act which requires the adoption of a standard for electronic funds transfers (EFT). It defines EFT and explains how the adopted standards support and facilitate health care EFT transmissions.

Implications for Criminal Justice from the 2002 and 2006 Department of Defense Gender Relations and Sexual Harrasment Surveys

Sexual misconduct has emerged as a widespread problem throughout the criminal justice system as indicated by law enforcement officer sexual assault incidents in various cities and the findings of the recent National Prison Rape Elimination Act Research Commission. Through multivariate statistical analysis of data from two Department of Defense-wide surveys (2002 and 2006), this paper examines the indicators and cofounders of sexism, sexual harassment, and sexual assault with attention to change during the study period. Findings inform a suggested anticipatory model for prevention and intervention in military settings that, based on shared characteristics such as male dominance and authoritarian culture, provide an approximate reference context for criminal justice sexual misconduct best practices consideration.     

The balanced scorecard: Sustainable performance assessment for forensic laboratories

The purpose of this article is to introduce the concept of the balanced scorecard into the laboratory management environment. The balanced scorecard is a performance measurement matrix designed to capture financial and non-financial metrics that provide insight into the critical success factors for an organization, effectively aligning organization strategy to key performance objectives. The scorecard helps organizational leaders by providing balance from two perspectives. First, it ensures an appropriate mix of performance metrics from across the organization to achieve operational excellence; thereby the balanced scorecard ensures that no single or limited group of metrics dominates the assessment process, possibly leading to long-term inferior performance. Second, the balanced scorecard helps leaders offset short term performance pressures by giving recognition and weight to long-term laboratory needs that, if not properly addressed, might jeopardize future laboratory performance.
