How do policies in international organizations reflect the preferences of powerful institutional stakeholders? Using an underutilized data set on the conditions associated with World Bank loans, we find that borrower countries that vote with the United States at the United Nations are required to enact fewer domestic policy reforms, and on fewer and softer issue areas. Though U.S. preferences permeate World Bank decision making, we do not find evidence that borrower countries trade favors in exchange for active U.S. intervention on their behalf. Instead, we propose that U.S. influence operates indirectly when World Bank staff—consciously or unconsciously—design programs that are compatible with U.S. preferences. Our study provides novel evidence of World Bank conditionality and shows that politicized policies can result even from autonomous bureaucracies.  相似文献

Human terrain is a complicated term. It has been plagued with controversy in recent years stemming from US Army implementations in the Middle East. This paper reviews the history of human terrain in three forms: as a human behavioral concept, a conflict based application, and a multidisciplinary area of research. It investigates the history of the term and its evolution from anthropological foundations to human geography and geospatial intelligence. Recommendations are given and practices are suggested to gain knowledge and understanding of people that can assist in helping in hazardous situations and avoiding conflict.  相似文献

The US Intelligence Community (IC) has been heavily criticized for making inaccurate estimates. Many scholars and officials believe that these criticisms reflect inappropriate generalizations from a handful of cases, thus producing undue cynicism about the IC's capabilities. Yet there is currently no way to evaluate this claim, because the IC does not systematically assess the accuracy of its estimates. Many scholars and practitioners justify this state of affairs by claiming that assessing estimative accuracy would be impossible, unwise, or both. This article shows how those arguments are generally unfounded. Assessing estimative accuracy is feasible and desirable. This would not require altering existing tradecraft and it would address several political and institutional problems that the IC faces today.  相似文献

Police officers are afforded a high degree of discretion in the exercise of their authority, and the control of this discretion is an important issue. While it is assumed that individual officer attitudes and preferences shape their discretionary activity, these officers are also members of a paramilitary organization with leaders over them. The present study explored the influence of both officer attitudes and management influences to explain variation in officer domestic violence arrest rates. Hierarchical linear modeling was used with a sample of 311 patrol officers and 61 supervisors from 23 municipal police agencies across multiple states. Unlike much of the previous literature, the results revealed that officer occupational attitudes had no effect on this particular officer work behavior. Management influences (such as rewards and written policies) significantly influenced officers’ domestic violence arrest behavior. The findings emphasize the complexity involved in the control of officer discretion.  相似文献

In recent years, juvenile justice systems have shown renewed interest in ensuring effective programming and support for young offenders as they reenter the community. These services often focus on suitable accommodations, education, work-based employment, and engagement in conventional activities. Recent studies also suggest, however, that these services may not have the desired impact in the community (i.e. desistance) if underlying community-level risk factors are not attended to. This may especially be the case for young offenders. Given the developmental literature underscoring the heightened sensitivity of youth to external conditions, this study focuses attention on the recidivism of young offenders in the United Kingdom. Data from 2005 through 2009 show that changes in appropriate accommodation and engagement offered to ex-offenders in a community are both related to a community’s rate of youth reoffending; however, the strength of this relationship differs across level of community disadvantage.  相似文献
