“Spin-In” Technology Transfer for Small R&D Bio-Technology Firms: The Case of Bio-Defense

This study investigates the types of factors which can lead to government acquisition, or the “spin-in” of bio-defense technologies from small bio-technology firms. Empirical findings suggest that for small biotechnology R&D firms desiring to increase “spin-in” technology transfer, there appears to be two distinct and important influence groups—the scientific community within federal agencies, institutes, and centers, and the more managerial, policy-oriented decisions makers. We found that personal communication and networking appear to be the primary factor that leads to a successful technology transfer, however, the form and substance of personal communication and networking will differ between the two influence groups.     

Political Party Trends in 1985: The continuing But Constrained Advance of the National Party

In 1985 the national party organizations continued to expandtheir spheres of activity into state and local politics. Bothparties made preparations for extensive involvement in the 1986state legislative elections. The Republican National Committeeinitiated programs to aid county party organizations, to induceDemocratic state legislators to join the GOP, and to encourageDemocratic voters to switch their party registration. The nationalDemocratic party continued to assert authority over state partiesas it engaged in the quadrennial practice of rules reform. Incontrast to the past, the 1985 reform process resulted in nosignificant rules changes and in little intra-party skirmishing.Both parties, however, were forced to recognize the limits ofnational party influence in state and local politics.

Erik Craft's comment on our 2000 article takes up a minor point,the impact of no-fault divorce on the gender of the spouse filingfor divorce. In the original article, we related the genderof the filing to rent exploitation during marriage, rent appropriationthrough divorce, and particularly child custody. We tested thehypotheses we generated using a sample of more than 46,000 divorcedecrees from the only four states collecting all the informationwe needed. The type of divorce ground was only a control variable,and not a strong one. We argue that Craft's comment misses ouressential point.     

Whither Power in Public Administration? Attainment,Dissipation, and Loss

Norton Long's 1949 essay, “Power and Administration,” has a complicated legacy. First, analysis reveals both support for and important refinements of Long's arguments since the article's publication. Second, Long's claim has proven problematic that competition among agencies for power would bring more coordination and a cross‐agency sense of purpose to the federal government. Third, the bureaucratic pluralism that he explained and defended produced special interest biases that were off‐putting to large segments of citizens and thus helped create an unsupportive political environment for needed capacity building in the federal government. Fourth, by not considering how institutions “coevolve,” Long failed to warn that “horizontal power” building by individual agencies would provoke efforts by elected officials to enhance their control over bureaucracy in ways that, over time, diminished their collective sources of power. Finally, much remains to be done before what Long called a “realistic science of administration” incorporating the “budgeting of power” exists in public administration.
