World politics has never been a democratic realm. Now, with interdependence and globalization prompting demands for global governance, the lack of global democracy has become an important public issue. Yet the domestic analogy is unhelpful since the conditions for electoral democracy, much less participatory democracy, do not exist on a global level. Rather than abandoning democratic principles, we should rethink our ambitions. First, we should emphasize, in our normative as well as our positive work, the role played by information in facilitating international cooperation and democratic discourse. Second, we should define feasible objectives such as limiting potential abuses of power, rather than aspiring to participatory democracy and then despairing of its impossibility. Third, we should focus as much on the powerful entities that are the core of the problem, including multinational firms and states, as on multilateral organizations, which often are the focus of criticism. Finally, we need to think about how to design a pluralistic accountability system for world politics that relies on a variety of types of accountability: supervisory, fiscal, legal, market, peer and reputational. A challenge for contemporary political science is to design such a system, which could promote both democratic values and effective international cooperation. 相似文献

We examined the role of counsel as a source of arbitrary and capricious sentencing in cases of capital murder. The method is a reanalysis of the data of Baldus, Woodworth, & Pulaski (1990) on 606 cases of capital murder in Georgia in the 1970s. Controlling for variables describing the character of the defendant and the circumstances of the crime, a death sentence was more likely when defense counsel was appointed rather than retained privately. This was a consequence primarily of the prosecutor's decision to seek a death sentence rather than jury bias in sentencing. The MMPI has been used extensively in the selection of law enforcement personnel. Because police officer candidates have been
preselected, however, individuals with obvious mental disturbance have been screened out of the candidate pool before evaluation.
It is necessary to search for more subtle variables to serve as predictors of unsatisfactory future performance. The L scale
is a subtle variable which can suggest potential for problematic behavior. The value of the L scale in the selection process
is discussed.

Our inquiry is the first phase of a project designed to explore systematically whether individuals are becoming more equipped to play a central role in world affairs. It hypothesizes that individuals have undergone a skill revolution, leading them to be more analytically competent, emotionally capable, and politically effective in assessing events, developing alternatives, and executing effective political action. The first phase is confined to the skills of elites: we tested the predicted generational changes by analyzing the skills of three types of individuals—elected officials in the U.S. Congress, witnesses at congressional hearings, and contributors to the daily press in three countries—in two widely separated epochs as they evaluated events across three issue areas—foreign affairs, international trade, and human rights. In doing so we randomly selected nearly one thousand paragraph-sized statements and coded them according to the methodology prescribed by the Integrative Complexity Coding Manual. All in all, our findings supported the hypothesis: the skill level of the sampled individuals was found to have increased over several generations by a statistically significant (P < .001) average greater than 10 percent. Each issue area also showed gains in the same direction between the two epochs and across all types of elites; and all of these results also met the 95 percent confidence level for statistical significance. Inasmuch as this finding does not negate the possibility of a long-term trend toward more capable publics, it points to the need for further research into the dynamics whereby world politics may become increasingly sensitive to demands at the micro level. 相似文献
