Tuberculosis and sudden death in Baghdad

Tuberculosis deaths represent a recognizable proportion of all medicolegal statistics in and around Baghdad. Out of the total number of autopsies performed at the Medicolegal Institute at Baghdad, Iraq, in the years, 1948, 1953, 1958, 1963, 1968, 1973, and 1978, 168 sudden deaths were attributed to tuberculosis. Bilateral pulmonary tuberculosis was the principle lesion in the majority of the victims. Tuberculosis cavitation was the major finding in 126 cases, followed by advanced pulmonary TB without cavitation in 25. There was no gross abnormality, except for a histological basis of pulmonary TB associated with miliary TB involving hepatic, renal, meningeal, and mesenteric organs in the remaining 17 autopsies. The abrupt and suspicious deaths in older people, especially during cold months, is more likely due to TB. Autopsy should be performed in all cases of sudden and suspicious deaths. Histological study of different body organs, whether death is attributed by the investigative authority or not related to TB, should be required in all medicolegal autopsies, in order to obtain a true picture of TB as a natural cause of death.     

Injuries caused by home-made explosives

Eighty-six cases of injuries caused by home-made unconventional explosives were studied. The use of this type of explosive is common in India, Sri Lanka and other Eastern countries. Injuries are due to the blast effect, shrapnel and flash. The blast effect is seen only when the explosion occurs at close range. Accidental injuries to handlers and manufacturers conform to a particular pattern.     

Action oriented strategic planning: The concepts of infrastructure and functional domains

The problem is how to translate limited and uncertain knowledge about the future environment into operational strategic policy decisions. Because the strategic policy decisions must be made with a long time perspective in mind (10 to 10 years), planners tend to formulate strategies which are overly broad. A solution to the broad and uncertain approach is to employ a system that relys upon the use of the infrastructure. When the infrastructure is divided into permanent and complete societal functions, then specific opportunities can be presented to the organization. Examples of functional domains that may be relevant to strategic long-range planning are: industrial capabilities, pieces of legislation, regulation and training. Our knowledge about evolving world trends is usually available in functional terminology (i.e., the evolving “information society”, the “leisure society”, the “energy crisis”, and the “food crisis”, etc.) Knowledge about the future behavior of the Functional Domains may enable organizations such as governments and/or corporations, to create the required infrastructure for capitalizing on possible opportunities.
