We exploit a discontinuity in the rules of Brazilian mayoral elections to investigate whether political competition has a causal impact on fiscal policy choices. In municipalities with fewer than 200,000 voters, mayors are elected under a plurality voting system. In all other municipalities, a runoff election takes place between the top two candidates if neither achieves the majority of votes. Our results suggest that political competition induces more investment and less current expenditures, particularly personnel expenditures. The impact is larger when incumbents can run for re-election, suggesting incentives matter insofar as incumbents can themselves remain in office.  相似文献

There is some evidence that mindful parenting, a parenting approach that involves the practice of bringing mindful awareness to the parent-child relationship, is associated with several positive psychosocial outcomes in adolescents. However, only a few studies have investigated the mechanisms that may underlie that association. This study explores whether the link between mindful parenting and adolescents’ well-being is mediated by adolescents’ attachment representations, self-compassion and mindfulness skills. The sample comprised 563 parent-child dyads (95.6% mothers). Adolescents (61.5% girls) had a mean age of 14.26 years (SD?=?1.66, range?=?12–20). Parents completed a measure of mindful parenting, and adolescents completed measures of attachment representations, self-compassion, mindfulness, and well-being. Mindful parenting was indirectly associated with adolescents’ self-compassion and mindfulness through a more secure perception of the relationship with the parents, and was indirectly associated with adolescents’ well-being through perceived attachment security, self-compassion and mindfulness. The path model was invariant across stages of adolescence but some relations in the model varied across gender. Self-compassion and mindfulness seem to develop within a parent-child relationship characterized by affection, self-regulation, and mindful awareness. These two resources, along with mindful parenting and positive representations of the parent-child relationship, are associated with adolescents’ well-being.  相似文献

ABSTRACT

Following the definition presented by Paige, nonkilling refers to the absence of killing, threats to kill, and conditions conducive to killing in human society. How can education contribute to bringing about such societies? As the UN Sustainable Development Goals (SDGs) called upon the global community to ‘significantly reduce all forms of violence and related death rates everywhere’ by 2030, a growing need exists to understand the educational measures and transformations relevant to building societies where human killing is greatly reduced and eventually absent. Just as scholars, practitioners and policy-makers in other areas have had to rethink their impact in contributing to this global goal, in 2015 the “Vasa Statement on Education for Killing-Free Societies” was adopted, proposing concrete recommendations. The articles put together in this special issue of the Journal of Peace Education provide grounds to sustain the crucial role of education in curving the global epidemic of lethal violence.  相似文献

Traditional pollen preparation techniques provide clear residues for pollen identification; however, such methods are time-consuming, requiring repeated centrifugation, heating, and digestion with high-concentration hazardous chemicals. Tobacco leaves can effectively trap environmental pollen due to hairy surface and terpene-rich exudates. A new tobacco sample processing method was developed by using different extraction chemistry with surfactant. Marlboro Gold cigarettes were employed as model samples for method development. Parameters critical for pollen extraction, which include number of cigarette sticks used, extraction solution, and extraction temperature, were optimized. By using 1% dishwashing detergent to treat three cigarettes at room temperature, the improved method was able to recover sufficient pollen for microscopic analysis in three repeated centrifuge-washing steps and omit hazardous chemicals involved in traditional methods. We focused on the pollen of common ragweed (Ambrosia artemisiifolia), a plant native to North America, as an indicator to differentiate genuine and counterfeit U.S. brand cigarettes. Results from analyzing randomly purchased genuine (authenticated by forensic examination) and known counterfeit Marlboro Gold provided by law enforcement revealed that a significant amount (39%) of Ambrosia were consistently present in all genuine samples, while counterfeit contained none or only trace count. Similar results were found in other counterfeit U.S. brand cigarettes (all seized in the U.S.) involved in this study as well. Lack of Ambrosia in cigarette strongly indicates the product was not originated in the United States.  相似文献
