I demonstrate the constitutive effects of discursive strategies and explore the discursive conditions in which changing ideas generate these effects. I perform an extensive analysis of the discursive strategies generated by three key actors in the Asian financial crisis. I argue that all three, U.S. Treasury, the International Monetary Fund, and the Kim Dae-jung South Korean administration, represented key practices associated with the Asian model as "cronyism" and as "corruption," thereby normatively delegitimating these practices, thereby effecting the demise of the Asian model of development in Korea. I argue that these discursive practices generate narrative structures that have a constitutive effect on the subsequent discursive and economic practices of actors. The manner in which the narratives represent "causes" of the crisis constitute and reconstitute the social meanings by which past and current social and economic practices are legitimated or de-legitimated. The structures constituted by these social meanings re-create and reconstitute the present and future conditions for strategic action. I conclude with a demonstration of how these narratives institutionalize the discourses they construct through changes in Korean state and commercial institutions.  相似文献

Duncan Black originally suggested that ‘the later any motion enters the voting, the greater its chance of adoption.’ We formalize this reasoning as a theorem, which we prove. We then specify the implications of this theorem for agenda control. If the social preference is known and there is no majority winner, one is best off choosing a specific voting order, which may or may not have one's most preferred alternative last. If the social preference is unknown, the optimal agenda is one in which voting is in reverse order of one's preferences.  相似文献

Although the Congress of the United States has a major influenceon American federalism, there has been little systematic attentiongiven to what factors influence congressional voting on federalismissues. This article is an initial effort to address this question.Drawing on previous literature which has attempted to explainvoting decisions of congressmen, senators' "federalism" votingin the 96th and 97th Congresses is considered. The analysisindicates that ideology and party, especially the former, arethe major influences on senators' votes. Moreover, the variablesfound to be most important to senators' federalism votes appearsomewhat distinct from those that influence other domestic policies.Some suggestions for further research are also offered.  相似文献

This article considers assisted housing policies during theReagan administration relative to four dimensions of what DeilS. Wright has called a "restoration" strategy: decongestion,devolution, decrementalism, and deregulation. General evidencesuggests that decrementalism has been the major thrust in assistedhousing policy, and evidence from Colorado seems to underscorethat general evidence. Questionnaire and interview data fromColorado housing authority directors do not indicate perceptionsof increased decongestion, devolution, and deregulation duringthe Reagan years. Decrementalism, the only dimension that housingauthority directors perceive to have come about, is not perceivedto have lessened regulation or to have brought about greaterlocal decisionmaking responsibility.  相似文献

Most of the analysis of costs associated with the introduction of risky prospects has concerned contingent costs amenable to insurance programs. An important missing element is the current cost associated with changes in uncertainty. These costs are not amenable to insurance plans and require compensation in order to prevent transfers. In a novel approach, this paper develops an application of prospect theory to such questions, in an intergenerational context. The importance of such an application is demonstrated in a case study of the high-level nuclear waste repository (HNWR) siting decision. As a case study, the costliness of obtaining some elements of the analysis leads to a simulation approach, comparing prospect costs at the three sites that were under consideration by the U.S. Department of Energy. Finding that such costs can be large, we argue for a reassessment of current risk analysis approaches. On a policy note, on the basis of the prospect cost analysis here, the choice of the Yucca Mountain, Nevada, HNWR site seems ill-advised.  相似文献

While environmental incidents tend to occur infrequently, they are often serious enough to disrupt the operations of the entities that experience releases of hazardous materials. The consequences of such events may include third-party claims for bodily injury and property damage, orders to clean up contamination, and regulatory actions against responsible parties. Fortunately, environmental insurance is available to provide protection against the financial consequences of a wide variety of pollution events. This article looks at the role of the broker in assisting clients to identify, analyze, and insure against environmental liability. With properly drafted policies and active participation in the claims management process, the broker can play a significant role in assuring that an environmental insurance policy responds as anticipated when an unexpected incident threatens a client's operations.  相似文献
