There are many situations in which deception may arise and understanding the behaviors associated with it are compounded by various contexts in which it may occur. This paper sets out a coding protocol for identifying cues to deception and reports on three studies, in which deception was studied in different contexts. The contexts involved manipulating risks (i.e., probability) of being detected and reconnaissance, both of which are related to terrorist activities. Two of the studies examined the impact of changing the risks of deception detection, whilst the third investigated increased cognitive demand of duplex deception tasks including reconnaissance and deception. In all three studies, cues to deception were analyzed in relation to observable body movements and subjective impressions given by participants. In general, the results indicate a pattern of hand movement reduction by deceivers, and suggest the notion that raising the risk of detection influences deceivers’ behaviors. Participants in the higher risk condition displayed increased negative affect (found in deceivers) and tension (found in both deceivers and truth-tellers) than those in lower risk conditions.  相似文献

ABSTRACT

Recent scientific research has advanced the measurement of the relative performance of organizations and the efficiency of public spending, based on analyzes of the services offered and results achieved. However, from the methodological point of view, there are several methods to analyze the performance and efficiency of spending in the private and public sectors. In this sense, the present study performs a systematic bibliometric review to analyze all scientific publications on the efficiency of public spending published in the last 20 years. The results show that most cost-efficiency analyzes have been limited to education and health expenditures and have used quantitative analysis, mainly through the application of data-involution analysis. The present review is a first step in mapping scientific publications on efficiency in public spending, which will support researchers and managers to make public spending more efficient.  相似文献

Abstract

The purpose of the present work was to investigate the effect two eyewitness factors, accent and ethnic background, have on the perceived favorability of eyewitness testimony and case disposition in criminal trials. Six variations of testimony were created and videotaped. The videotapes varied by accent and ethnic background of the eyewitness; the testimony text was identical. Four eyewitness favorability variables, (a) credibility, (b) judgment of accuracy, (c) deceptiveness, and (d) prestige, as well as their relationship to case disposition, were measured. One hundred and seventy-four undergraduate participants viewed one of the six videotapes. Results indicate that there was a significant main effect of accent for the four eyewitness favorability variables. Accent by ethnic background interactions also yielded significant findings for the four variables as well as for the defendant's degree of guilt. Results were interpreted using the Elaboration Likelihood Model. The potential importance of these results for judicial settings is discussed.  相似文献

This study analyzes the attempts of Colombia's Constitutional Court to control the abuse of presidential emergency powers in the last decade. After describing the dilemmas that governmental emergency powers pose to constitutional regimes and explaining some particularities of Colombia as a democracy under permanent emergency, the account focuses on the efforts of the Constitutional Court to exercise a ‘material’ control of the declaration of a state of emergency by the President. According to this legal doctrine, it is the duty of the court to analyze if the facts invoked by the government constitute a crisis severe enough to justify the use of emergency powers. The analysis shows that the court has exercised this material control in a quite strict way and has nullified several declarations of a state of emergency by different presidents. The study goes on to show how this form of judicial review has been possible in a country like Colombia, with a precarious democracy and a cruel armed conflict. It describes also the impact of this form of judicial control in Colombian politics and offers some more general conclusions based on Colombian experience.  相似文献

This article assesses the effect of changes in the lawmaking process on the success of the president’s legislative agenda, distinguishing between within-term success (bills that passed during the term) and overall success (including bills that passed after the president left office). With the 2064 presidential bills introduced in seven terms (1990–2018) in Chile’s presidential system, we assess the impact of changes in lawmaking rules on within-term (59.9%) and overall success (70.6%). Changes that decrease attributions of the president and create more opportunities for executive-legislative bargaining—including concurrent elections—increase the chances of success of presidential bills. The use of presidential urgency motions, an agenda-setting tool, makes bills more likely to pass, but the issuance of many urgency motions undermines the bill’s chances to succeed. Presidential bills introduced early in the term and those on issues where there is more policy convergence are more likely to pass.  相似文献

According to some terrorist fighters and academicians the constituencies of Muslim extremists are vital to the persistence of the jihad. Interviews and public information were used to examine the accuracy of this claim. The analysis demonstrates that sympathizers are indispensable to some preparative terrorist activities, yet not to others. Extremists depend less on sympathizers for making foreign journeys, generating revenues, and communication than they do for recruiting and sponsoring. So, sympathizers may be important for the persistence of the jihad, yet their role is not self-evident. This implies that receding of sympathy for the jihad will not automatically reduce it.  相似文献

This paper analyses the impact of economic conditions on Portuguese municipal electoral outcomes. We use two extensive datasets to estimate an economic voting model which accounts for the possibility that different levels of government have different levels of responsibility for economic outcomes and for clarity of government responsibility. The empirical results indicate that the performance of the national economy is important especially if local governments are of the same party as the central government. The municipal situation is also relevant particularly in scenarios of greater clarity of national and sub-national government responsibility.  相似文献
