This article introduces a conflict resolution framework to address the Kashmir 1 1. Henceforth in this article, ‘Kashmir’ refers both to the independent territory under Dogra dominion since 1846 to 1947 and to the territory that nowadays encompasses ‘Jammu and Kashmir’ (JK), under Indian control, and ‘Pakistan Administrated Kashmir’ (PAK), under Pakistan. Throughout the article the term ‘Pakistan Administrated Kashmir’ encompasses both Azad Kashmir and the Federally Administered Northern Areas. View all notes conflict. Firstly, Kashmir is mapped out as a multi-dimensional dispute between various parties: besides the interstate dispute between India and Pakistan, Kashmir is also an armed conflict both between India and the Kashmiris over the right of self-determination and between India and the religious militants who are waging a jihad to create a theocratic state. Secondly, in order to understand the complexity of Kashmir, I introduce an original framework based upon six levels of sovereignty that helps us in underscoring the implications of the bargaining process between India, Pakistan and Kashmir. Based on this, I propose a roadmap for peace, which comprises three successive steps: confidence-building measures, restoration of the asymmetric original status of Jammu and Kashmir and, finally, shared sovereignty (partial or total condominium) between India and Pakistan.  相似文献

This paper explores the influence of economic variables in Chilean presidential elections. We use a panel where the dependent variable corresponds to the share of the vote obtained by the incumbent at a municipal level in the presidential elections of 1989, 1993 and 1999. We focus on the unemployment rate and the output gap and find that both have a significant influence on the vote. We also find that if the mayor is from the same coalition as the incumbent, people will further punish the incumbent when regional unemployment is above national unemployment.  相似文献

Deception research regarding insurance claims is rare but relevant given the financial loss in terms of fraud. In Study 1, a field study in a large multinational insurance fraud detection company, truth telling mock claimants (= 19) and lying mock claimants (= 21) were interviewed by insurance company telephone operators. These operators classified correctly only 50% of these truthful and lying claimants, but their task was particularly challenging: Claimants said little, and truthful and deceptive statements did not differ in quality (measured with Criteria‐Based Content Analysis [CBCA]) or plausibility. In Study 2, a laboratory experiment, participants in the experimental condition (= 43) were exposed to an audiotaped truthful and detailed account of an event that was unrelated to insurance claims (a day at the motor races). The number of words, quality of the statement (measured with CBCA), and plausibility of the participants' accounts were compared with participants who were not given a model statement (= 40). The participants who had listened to the model statement provided longer statements than control participants, truth tellers obtained higher CBCA scores than liars, and only in the model statement condition did truth tellers sound more plausible than liars. Providing participants with a model statement is thus an innovative and successful tool to elicit cues to deception. Providing such a model has the potential to enhance performance in insurance call interviews, and, as we argue, in many other interview settings.  相似文献

This article deals with the demographic consequences of the end of Chile's nitrate boom following the 1929 crisis. The traditional economic historiography has maintained that this crisis impacted heavily on nitrate production, and that in turn the crisis triggered a permanent exodus from the nitrate districts to other geographical zones. Contrary to this widely held belief, we have shown in this article that: there was no substantial fall in production; there was indeed a fall in nitrate population, but this was limited; this took place in some nitrate areas only; overall, the decline in nitrate population was a short term phenomenon only. The population making a living from nitrate production (or activities directly related to it) did not emigrate in as large numbers as previously thought, since production remained high up to the 1960s.  相似文献

Over the last twenty years, Brazil has staked successive claims to regional leadership, with varying explicitness and unclear success. What factors explain the acceptance or rejection of such claims by South American countries? This article summarises the literature on regional powers and frames regional powerhood as arising from geographical belonging, resources, and will to lead; and leadership/followership as stemming from exclusivity, hierarchy/influence, consensus, and provision. By analysing panel data on Brazil and South America from 1995 to 2015, the study concludes that Brasilia enjoyed higher followership in situations characterised by high exclusivity and consensus, and low hierarchy and provision. These conditions were present in South America in the 1990s, thus rendering that decade more receptive to Brazilian leadership.  相似文献

Transplantation is generally the treatment of choice for those suffering from kidney failure. Not only does transplantation offer improved quality of life and increased longevity relative to dialysis, it also reduces end-stage renal disease program expenditures, providing savings to Medicare. Unfortunately, the waiting list for kidney transplants is long, growing, and unlikely to be substantially reduced by increases in the recovery of cadaveric kidneys. Another approach is to obtain more kidneys through payment to living "donors," or vendors. Such direct commodification, in which a price is placed on kidneys, has generally been opposed by medical ethicists. Much of the ethical debate, however, has been in terms of commodification through market exchange. Recognizing that there are different ethical concerns associated with the purchase of kidneys and their allocation, it is possible to design a variety of institutional arrangements for the commodification of kidneys that pose different sets of ethical concerns. We specify three such alternatives in detail sufficient to allow an assessment of their likely consequences and we compare these alternatives to current policy in terms of the desirable goals of promoting human dignity, equity, efficiency, and fiscal advantage. This policy analysis leads us to recommend that kidneys be purchased at administered prices by a nonprofit organization and allocated to the transplant centers that can organize the longest chains of transplants involving willing-but-incompatible donor-patient dyads.  相似文献
