The landmark U.S. Budget and Accounting Act of 1921 (BAA) instituted a series of administrative reforms that proponents claimed would improve budgetary control, stability, and coherence. We maintain that the compatibility of governance structures between agency and system levels is critical for understanding why these administrative centralization efforts were successful in achieving these aims for some federal agencies but not others. The BAA reforms impact on budgetary outcomes is evaluated using panel data on major U.S. federal agencies between 1894 and 1940. Applying semiparametric heterogeneous treatment estimation techniques, we find compelling support that administrative centralization of the federal budgetary process enhanced budget stability and coherence for executive departments while resulting in a lower caliber of budgetary performance for independent agencies. These findings imply that system‐level administrative centralization efforts may be effective only when public agencies are structurally amenable to such reforms. 相似文献

Commonwealth‐enforced changes to the constitutional status of Norfolk Island through 2014–2016 have removed the island's autonomous identity as a self‐governing Australian territory. Its conversion to what is effectively a part of New South Wales, with the main instrument of governance titled ‘regional council’, is said to be based on a NSW local government model. However, it is difficult to view Norfolk Island as a region, and difficult also to trace the thinking that bestowed the form of the regional council on its governance. This article briefly summarizes the Norfolk changes. It then considers how the concept of the regional council has been used in NSW, and moves on to Queensland where the concept is better defined. It notes particularly how it has been applied in the case of the Torres Strait Islands, and asks whether that application might have relevance for Norfolk. It concludes with speculation about what might be a better approach in designing a system of governance suitable for Norfolk conditions. 相似文献

We examine bequest-sharing rules where sibling rivalry creates wasteful competition for intergenerational transfers. We show that equal division of bequests minimizes rent-seeking expenditures by siblings while primogeniture maximizes rent-seeking costs. Our results lend theoretical support to the empirical findings of equal bequests without appeal to complex models of the parent-child relationship. 相似文献

A total of 300 motorists were recruited at public places to answer a self-report questionnaire on a new community-based intervention to enhance road safety. The intervention consisted of a speed-displaying device that was mounted next to the road and was visible to both motorists and the public. The device gives feedback about the current speed of the motorist. The majority of motorists believed these devices influenced compliance with the speed limit. They indicated they approached locations with these devices more slowly than similar locations without such devices. Moreover, they slowed down if they were going faster than the speed limit. They also said that their reaction to the devices was not influenced by whether they were driving in a community where they had friends or in a community where nobody knew them. Technology transfer is one manifestation of a corporate culture of innovation at 3M that includes elements of reward and recognition, emphasis on communication and a toleration of mistakes as learning experiences, not occasions for punishment. Within this context, the company's microreplication technology offers an example of what can be accomplished. The technology involves making microscopic changes to the surface of materials, which influence their behavior. It was developed in the 1960s to produce the lightweight and inexpensive plastic fresnel lenses that made possible the first economical overhead projectors for classroom and business use. Since then, many additional applications have been discovered. These include brightness-enhancement films for laptop computer screens, brighter reflective materials for highway safety, super-abrasives for microfinishing of precision metal parts and even a mechanical fastener for disposable diapers.
