Spectrofluorimetric and Spectrophotometric Analysis of Two Analgesic Drugs in Pharmaceutical Formulations and Biological Fluids

Simple, reliable, sensitive, and accurate spectrofluorimetric and spectrophotometric methods were proposed for the determination of two selected analgesic drugs, namely tramadol and morphine, in pharmaceuticals and biological fluids. The proposed methods were based on the oxidation of the studied drugs by Cerium (Ce)IV in an acidic medium. The spectrofluorimetric method is based on measuring the relative fluorescence intensity of Ce(III) arising from Ce(IV) at 350 nm with an excitation wavelength at 250 nm. The spectrophotometric method involves on addition of a known excess of Ce(IV) to the studied drugs in an acid medium, followed by the determination of residual Ce(IV) by reacting with a fixed amount of methyl orange and measuring the absorbance at 510 nm. Different variables affecting the reaction conditions, such as the concentrations of Ce(IV), type and concentration of the acid medium, reaction time, temperature, and the diluting solvents, were carefully studied and optimized.     

Reforming war's administrative rubble in Lebanon

After 17 years of civil strife in Lebanon, an Office of Minister of State for Administrative Reform (OMSAR) was established in 1993 to plan for short‐term rehabilitation and long‐term institutional development within the public sector. Since external technical assistance to public administration was delivered through OMSAR, its role as a host agency for international aid donors' efforts in reform policy‐making and implementation is critical. The article discusses OMSAR's approach to channelling foreign aid for administrative development in post‐war Lebanon. Lessons from the Lebanese experience in post‐war institutional development may interest countries emerging from conflicts and trying to rebuild administrative infrastructure. Data for Y-chromosome haplotypes defined by 17 STRs (AmpFLSTR Yfiler) in two Tunisian Berber communities

The 17 Y-chromosomal short tandem repeats (STRs) included in the AmpFLSTR Yfiler PCR Amplification Kit (AB Applied Biosystems) (DYS19, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS385, DYS437, DYS438, DYS439, DYS448, DYS456, DYS458, DYS635 and GATA H4) were typed in two Berber communities, a small village (Takrouna) and a town (Sejenane), from North Tunisia. As expected, diversity was higher in the town, even when compared with a pool of three small Berber communities, probably due to the combination of different founder effects and genetic drifts operating in the small villages.     

Critical Thoughts on Article 59(2) of the ICC Statute

The International Criminal Court (ICC) has already issued itsfirst arrest warrants. Hence, the question of the custodialstate arresting a person in response to a request issued bythe Court and his or her appearance before competent judicialauthorities (per Article 59(2) ICCSt.), becomes compelling.Several pertinent questions arise in relation to the applicationof this provision. The article addresses, in particular, issuessuch as: (i) the rationale for Article 59; (ii) the implicationsof paragraph 2; (iii) the consequences of non compliance withthis provision; (iv) the impact of human rights decisions onits application and (v) the question of self-referrals in relationto paragraph 2.
