The use of drugs in torture and human rights abuses

The forced administration of drugs, usually by injection, may accompany physical torture. In the extrajudicial environment in which torture occurs, documentation of the types of drugs used is difficult. In violation of all codes of professional ethics, physician participation appears to be ubiquitous. In the Soviet Union, human rights abuses have become institutionalized within the mental health care system. Therapeutic drugs are used, often at toxic levels, to punish political and/or religious dissidents.     

NARCOTIC ADDICTION AND CRIME

Arrest rates and self-reported criminal behavior are examined as a function of frequency of narcatic use during the addiction careers first daily narcatic use to last daily use) of a sample of 690 admissions to the California Civil Addict Program. Thirty-five percent of the addiction career non-incarcerated time involved less-than-daily or no narcatic use. During these periods. arrest rates for property crimes and self-reported criminal behavior were substantially lower than for periods of daily use. This approach to examining the relationship between crime and narcatic addiction avoids several of the methodological problems encountered in pre- and pastaddiction and pre- and pasttreatment studies.     

Uncertainty and political participation

The minimax regret model of decision making under uncertainty, which was proposed by Ferejohn and Fiorina (1974) as a model of the voting decision, is here generalized to encompass forms of political participation (such as contributing money or time to a campaign) in which the range of alternatives is continuous. A principal implication of the model is that aggregate campaign contributions may be substantially increased by limiting the amount that any one individual can contribute. The conditions under which the behavior of a minimax regret decision maker can be unambiguously distinguished from that of an expected utility maximizer are also specified.     

Technology transfer to developing nations

What’s a developing nation? For that matter, what’s technology transfer? When put in the context of exporting and importing technology, the answers are moot. Transfer still turns on how much someone — developed, developing or undeveloped — is willing to pay for the technology, and whether there is an identifiable need that it can satisfy with a minimum of sophistication. The simpler — and cheaper — the better. That may very well become the theme of a new worldwide movement called “appropriate technology”, which, among several other matters, is also discussed in this paper.     

Forensic archaeology.

This presentation attempts to demonstrate the value of the use of improved methods in the excavation of buried bodies involved in a criminal investigation. Care in the removal of the skeleton and proper recording will document the interrelationship of all objects found in and around the grave and can, to a certain extent, recreate the event. Carelessness will result in evidence being irretrievably lost. The crime scene investigator's problem, arachaeologically, includes the nature of the remains, dating the time of burial, and techniques of excavation. Archaeological recovery techniques should be adopted in homicide investigation involving buried bodies.
