Exploring differences in affective polarization between the Nordic countries

After a period in which affective polarization—defined here as the difference between positive feelings toward in-parties and negative out-party animus—has mostly focused on the single US case, there has recently been an increase in large-N comparative analyses and single case studies in other countries, including in the Nordic region. This study adds to this by studying and comparing affective polarization in the Nordic countries. In line with what previous comparative and single case studies have already indicated, the results show that affective polarization has tended to be higher in Sweden and Denmark than in Norway, Iceland, and Finland. The article also tracks time trends for the association between ideological distance from parties and affective party evaluations. As expected, placing parties further from oneself on the left-right scale has been more strongly associated with party affect in Denmark and Sweden. Furthermore, the results show that there are some variations between the countries in terms of how distance from parties on other ideological dimensions than left-right placement is associated with out-party affect.     

Managing resource transposition in the face of extreme events: Fieldwork at two public networks in Germany and the US

As administrations increasingly rely on interorganizational networks to organize public service provision, this article inspects the role resourcing plays in the way managers working in networks cope in the face of extreme events. Using comparative analyses of fieldwork in the context of two emergency service networks in two major cities in Germany and the US, we introduce the concept of resource transposition. This concept holds the potential to explain why and how networks might perform well in situations that drain its central participants' resources. We highlight the relevance of four practices: resource (re)production; resource administration through integration; resource administration through centralization; resource support. We derive a set of propositions underlining the usefulness of the concept of resource transposition.

The duty on employers to provide reasonable accommodation is a well-established component of disability discrimination legislation, yet it continues to generate litigation in many jurisdictions. This article examines a recent decision of the Irish Supreme Court concerning the extent of the employer's obligations where, after having acquired an impairment, a worker is no longer able to perform all of the functions of her original job. The case also addressed the question of what procedures should be followed by an employer when considering the provision of reasonable accommodation, as well as the need for courts to justify awards of compensation. The issues in Irish law were intertwined with obligations arising from EU and international law instruments. Therefore, the decision is pertinent for other jurisdictions confronting similar challenges.
