This article examines the reasons for the dismal state of social planning in Britain today. Several different explanations for this situation are discussed including its poor track-record, official reluctance to contemplate the future, the circumscribed and narrowly conceived way it is approached, and the ill coordinated and fragmented structure of the social services. While all these are seen to offer part of the answer, it is argued that the main obstacle to social planning lies in the subordination of social goals to economic objectives; a fact itself rooted in the persistence of the 'public burden model' of social expenditure. Finally, the implications of this analysis for social policy research are discussed.  相似文献

As is well known, New Labour is often presented as an alternative to the conventional preferences of the left and right in British politics. Less commented upon is Gordon Brown's self‐conscious appeal to the thought of Adam Smith in doing so. Brown claims to have rescued Smith from those on the right that interpret his ‘invisible hand’ metaphor from The Wealth of Nations to represent dogmatic advocacy of free markets. Rather than interrogate this view, Brown attempts to complement it with the ‘helping hand’ that Smith supposedly proffers in The Theory of Moral Sentiments, in order to stress New Labour's resolution of ‘enterprise and fairness.’ I argue that Brown instead reiterates the academically discredited Adam Smith Problem, in which the moral ‘Smith’ is deemed subordinate to the economic ‘Smith,’ and that his use of these erroneous characterisations highlights his commitment to a set of preferences usually associated with the right.  相似文献

Where some researchers have seen only a limited impact of Europeanisation on national party politics, others have added a separate European Union dimension to the pre‐existing economic left‐right dimension to model the national political space. This article examines the effects of the European crisis on the national political space across the EU utilising data from the 2014 European Election Survey. It analyses the effect of a country's economic development on the coherence between attitudes towards the EU and economic issues using multilevel regression. Strong evidence is found that in the Southern European debtor states economic and European issues are merging as a result of strong European interference in their economic policy. In the Northern European creditor states a second relevant dimension focuses on cultural issues. These results offer the next step in theorising Europeanisation.  相似文献

Many countries use state‐owned, for‐profit, and third sector organizations to provide public services, generating ‘hybrid’ organizational forms. This article examines how the hybridization of organizations in the public sector is influenced by interaction between regulatory change and professional communities. It presents qualitative data on three areas of the UK public sector that have undergone marketization: healthcare, broadcasting, and postal services. Implementation of market‐based reform in public sector organizations is shaped by sector‐specific differences in professional communities, as these groups interact with reform processes. Sectoral differences in communities include their power to influence reform, their persistence despite reform, and their alignment with the direction of change or innovation. Equally, the dynamics of professional communities can be affected by reform. Policymakers need to take account of the ways that implementation of hybrid forms interacts with professional communities, including risk of disrupting existing relationships based on communities that contribute to learning.  相似文献

Beginning around 1999, a growing number of scholars have claimed that validation studies for forensic fingerprint identification do not exist. This article revisits that claim by reviewing literature produced by proponents of fingerprint identification in response to that charge. It shows that fingerprint proponents employ rhetorical tricks in which they claim to address the validity question, but then subtly shift the question to ones that are easier to address. The article explores several different rhetorical strategies fingerprint proponents use to appear to be demonstrating validity, while in fact demonstrating other things. These include "the fingerprint examiner's fallacy" and "the casework fallacy." The inability of fingerprint proponents to refute the charge that validity studies are lacking is further evidence that the charge is, in fact, correct.  相似文献

This article examines the link between personality traits, political attitudes and the propensity to vote in elections, using an Internet panel survey conducted in two Canadian provinces at the time of the 2008 federal election and the subsequent provincial elections. It first establishes that the two most proximate attitudes that shape one's propensity to vote are political interest and sense of civic duty. The article then look at specific personality traits (altruism, shyness, efficacy and conflict avoidance) that could affect level of political interest, civic duty and the propensity to vote in elections. In the last part of the analysis, a model is proposed and tested, according to which the impact of personality traits is indirect, being mediated by interest and duty. The article shows that the data are consistent with such an interpretation.  相似文献

The decision of the Conservative‐dominated coalition to ring‐fence international development spending has been, given the economic environment, one of most intriguing decisions of the new government. Recognising the relative neglect of academic work on Conservative policy towards international development, the article seeks to provide an explanation for its new‐found prioritisation. In doing so, the article suggests that it can be attributed to four possible influences: that it can be tied to the process of modernisation and brand decontamination of the Conservatives; that it is a consequence of the personal commitment of key elites such as David Cameron, George Osborne and Andrew Mitchell; that it is by‐product of the perceived success of the Department for International Development under New Labour, which made subsuming it within the Foreign and Commonwealth Office a non‐viable (and expensive) option; and that protecting the international aid budget was actually in the British national interest.  相似文献
