The substituted benzylpiperazines, 3,4-methylenedioxybenzylpiperazine (3,4-MDBP), its regioisomer 2,3-methylenedioxybenzylpiperazine (2,3-MDBP) and four isobaric ring substituted methoxymethylbenzylpiperazines (MMBP) have almost identical mass spectra. Perfluoroacylation of the secondary amine nitrogen of these isomeric piperazines gave mass spectra with differences in relative abundance of some fragment ions. However, the spectra did not yield any unique fragments for specific identification of one isomer to the exclusion of the other compounds. Gas chromatography coupled with infrared detection (GC-IRD) provides direct confirmatory data for the structural differentiation between the six isomers. The mass spectra in combination with the vapor phase infrared spectra provide for specific confirmation of each of the isomeric piperazines. The underivatized and perfluoroacyl derivative forms of the ring substituted benzylpiperazines were resolved on the polar stationary phase Rtx-200.  相似文献

Why do interest groups lobby allied legislators if they already agree? One possibility is that allies are intermediaries who help persuade unconvinced legislators. To study the role and value of intermediaries, I develop a formal model of persuasive lobbying where interest groups use public cheap talk and provide verifiable information to a strategically selected coalition of legislators. Interest groups face a trade-off: Lobbying aligned legislators is advantageous as they are more willing to endorse the group's preferred policy, but those who are too aligned cannot persuade a majority of their peers. The model illustrates how intermediaries are especially valuable if interest groups cannot persuade a majority themselves. Counter to previous work, the results demonstrate how a legislature's ideological composition determines the use of intermediaries. Groups may lobby intermediaries even if access to legislators is free and unrestricted.  相似文献

The aim of this diagnostic analysis is to identify the weaknesses in the process of reforming policy in Jordan. This study will first present a diagnostic analysis of the characteristics of administrative reform in Jordan. Following this, weaknesses will be identified with a focus on policy roles in the policy‐making process. Administrative reform has long been an area of interest and development in Jordan since the early 1980s. Conferences were held, political and technical committees formed, and expertise and resources invested. The outcomes of these programs have been below expectations, with inadequate impact. This investigation paid attention on how Jordan can best invest its resources to maximize efficiency in the public sector, specifically the process of reforming policy. This study concludes that the primary factor impacting efficiency, accountability, and responsiveness is the degree of authority at both national and organizational level. Recent efforts in Jordan to tackle these issues could create more conflicts that threaten the Jordanian government's stability. Other resources have been dedicated to reviewing the rules and values that govern the relationship between state and society.  相似文献
