Those who turn out in American primary elections are a small and unrepresentative subset of the population. Why do citizens forgo participation in nominating contests yet vote in general elections? We argue that limited contact lowers participation in primary elections. We present results from a randomized field experiment with near 150,000 letters in California’s 2014 primary. Each letter went to one of the four million Californians who had participated in recent general elections but not in primaries. We find that a single letter increased turnout by 0.5 points from a base rate of 9.3 percent. This increase is more than twice the average effect calculated in a recent meta-analysis and represents a proportional increase of 5.4 percent. Our experiment shows that registrants who typically abstain from primaries—and who are thus often ignored by campaigns—can be effectively mobilized.  相似文献

Concerns over the toxic by‐products produced by traditional ammunition have led to an increase in popularity of nontoxic ammunition. In this work, the chemical composition of six brands of nontoxic ammunition was investigated and compared to that of a road flare, which served as an environmental source with similar composition. Five rounds of each brand were fired while a further five were disassembled and the primer alone was fired. Particles collected from all samples, including the road flare, were analyzed by scanning electron microscopy with energy dispersive X‐ray analysis. Common elements among the different ammunition brands included aluminum, potassium, silicon, calcium, and strontium. Spectra were then subjected to principal components analysis in which association of the primer to the intact ammunition sample was generally possible, with distinction among brands and from the road flare sample. Further, PCA loadings plots indicated the elements responsible for the association and discrimination observed.  相似文献

Recent work on the ethics of war has struggled to simultaneously justify two central tenets of international law: the Permission to kill enemy combatants, and the Prohibition on targeting enemy noncombatants. Recently, just war theorists have turned to collectivist considerations as a way out of this problem. In this paper, I reject the argument that all and only unjust combatants are liable to be killed in virtue of their complicity in the wrongful war fought by their side, and that noncombatants are not permissible targets because they are not complicit. I then argue that just combatants have some reason to direct force against unjust combatants rather than unjust noncombatants, because they should respect the reasonable self-determining decisions of other political communities, when those communities settle on the distribution of a negative surplus of cost for which they are collectively but not individually responsible. These collectivist reasons will not fully justify the Permission and the Prohibition, but they can contribute to that justification.  相似文献

How do public administrators understand social equity toward lesbian, gay, and bisexual (LGB) individuals and communities? To better understand social equity, this study uses data on the views of public and nonprofit administrators in 33 countries in Africa on LGB people. Based on these responses, we gain a better understanding of homophobia in public administrators. Furthermore, this data helps public administrators to explore how social equity might look differently to public and nonprofit administrators in different countries. Building on this foundation, this study proposes understanding social equity from both a Micro (individual) and a Macro (cultural)-perspective. Bringing in this micro- and macro-perspective can help public administrators and researchers to discuss how individuals and organizations identify “vulnerable” populations and appropriate ways to support vulnerable groups.  相似文献

Public administration scholarship on race and gender is motivated by normative concerns about social equity, and dominated by work on bureaucracy and its representativeness. Despite decades of research on race and gender in public administration, there has been limited engagement with racializing and gendering processes. Relatedly, scant attention is paid to other disciplines that center on race and gender in theorizing. The purpose of this review is to explore public administration scholarship on race and gender in the context of allied social science disciplines, reveal limits of current approaches in public administration, and articulate strategies for enhancing understanding of race and gender in public administration scholarship. We use bibliometric and content analysis methods to map the intellectual structure of social science scholarship on race and gender, highlight public administration's place in this structure, and compare public administration scholarship on race and gender with other social science disciplines.  相似文献

An assessment of the determinants of corporate social performance (CSP) in emerging economies is still too fractured. This article contributes to general management literature by developing an empirical model based on the existing theoretical models rooted in neo-institutional theory (legitimacy approach), stakeholders management theory, agency theory, the resource-based view of the firm, slack resources argument, and managerial control theory. A robust, multidimensional, unweighted disclosure index was used to measure CSP. This article provides a methodologically and empirically more rigorous assessment of determinants of CSP compared to previous studies by performing panel data regression analysis on 307 firms for 10 years. The results reveal that the presence of a legal framework, board attributes (board size, board diversity, board interlocking), women on board, ownership pattern, financial performance, firm attributes (size, age, leverage), and industry characteristics affect CSP significantly. These findings provide very important clues to design pragmatic strategies to improve CSP.  相似文献

Citizens and victims perceive the criminal justice system to be protracted. Blame for lengthy delays has disproportionately fallen on detective work. To that end, these analyses explore how long it took 184 detectives to work index crimes. Data suggest that more serious crimes, cases with a known suspect, and offenses that did not result in an arrest are most likely to be investigated and worked more promptly by detectives. Detectives, however, continue to exercise a great deal of discretion in if and when cases are worked once they are assigned. These findings are discussed as they relate to police performance indicators, the allocation of departmental resources, issues of crime control, and citizen satisfaction with the police.  相似文献

A good deal of research has demonstrated how public service motivation (PSM) facilitates desirable organizational attitudes and behaviors such as job satisfaction, organizational commitment, and work effort. Other research has demonstrated that PSM predicts higher levels of social capital and altruistic behavior in society. Between these two strands of PSM research, there is a gap in knowledge about whether PSM matters to citizenship behavior internal to the organization. This article tests the direct and indirect relationship between individual levels of PSM and interpersonal citizenship behavior using a structural equation model. We also account for the effect of organizational environment by incorporating a measure of co-worker support. We find that PSM has a direct and positive effect on interpersonal citizenship behavior in public organizations, even when accounting for the significant role of co-worker support.  相似文献

We explore three trends in rural southern Mexico (Fair Trade coffee, migration, and conditional cash transfers) that could explain the rapid rise in education from 1995–2005 using survey data from 845 coffee farming households in Oaxaca and Chiapas, Mexico. Results from a household fixed-effects model show that household participation in a Fair Trade-organic cooperative contributed to about a 0.7 year increase in schooling for girls. US migration opportunities appear to have even stronger positive impacts on schooling for females. Although participation in Fair Trade-organic cooperatives appears also to have increased male schooling, increased migration opportunities have had an indeterminate effect for males.  相似文献
