With the growing importance of public engagement in science policy making and declining levels of public trust in food production, the European Food Safety Authority (EFSA) has attempted to embed “good governance” approaches to strengthen scientific independence and open up risk decision making, which include the use of public consultations. However, “opening up” of risk assessment policies reveals some tensions; namely, balancing the goals of scientific excellence and transparency, protecting science from interests, addressing value judgments, and limited opportunities to debate ethical and social issues. EFSA's development of risk assessment policy for genetically modified animals is used as a case study to analyze these tensions. This analysis suggests that in order to fulfill good governance commitments and maintain trust in risk governance, closer cooperation between EFSA and the European Commission is required to provide “space” for debating the broader risk management issues. This publically accessible space may be needed alongside rather than instead of EFSA's consultation.  相似文献

Since 11 September 2001, Europe has suffered multiple jihadi attacks but the United States has not. This “American exceptionalism” has been attributed to the special qualities of U.S. Muslims, who are seen as politically better integrated and less sympathetic toward radical politics than other Muslims. This article tests the exceptionalism hypothesis by comparing results from a 2007 Pew poll of U.S. Muslims with results from 2006–2007 START polls of Muslims in Morocco, Egypt, Pakistan, and Indonesia. On questions about religious identity, attitude toward Al Qaeda, U.S. intentions in the War on Terrorism, and suicide terrorism, U.S. Muslims differed only slightly from comparison Muslims.  相似文献

The controversy surrounding the 1975 Helsinki Final Act made it an enduring issue in the 1976 campaign, and the political backlash against President Gerald R. Ford damaged his electoral chances. Ford's signature of the agreement, his continuation of détente, and his foreign policy more broadly may not have been decisive issues in his contests with Ronald Reagan and then Jimmy Carter, but they certainly were prominent throughout the election. Examining the influence of the Final Act on Ford's election campaign illuminates the extent to which a number of candidates sought to use popular opposition to the agreement to their advantage. Furthermore, it reveals how the 1976 presidential candidates, and Ford in particular, struggled to address growing questions about détente, human rights, and morality in foreign policy. Ford's failure to defend his signature of the Final Act adequately raised concerns about his foreign policy and personal leadership with the electorate.  相似文献

Media coverage of the hijacking and diversion of to Beirut of TWA Flight 847 on 14 June 1985 by members of the Shi'ite Muslim Islamic Jihad was characterized by several unique aspects. For the first time during reporting of such an event, the hostages, their captors, and Middle Eastern political leaders were interviewed live on American television. The media were drawn directly into the negotiations to free the hostages when the hijackers and Amal mediators delivered a letter from the captives to President Reagan via the crew of reporters at Beirut Airport. The hijackers’ awareness of the importance of news coverage was indicated by their continuing use of the media to communicate their political views and demands to government officials and the public. This paper traces the efforts of the hijackers to make use of the media and details the coverage of the event by the three major U.S. networks and other major news organizations from the beginning of the crisis until the release of the hostages on 30 June.  相似文献

One determinant of the success or failure of political revolutions is whether there is a split among the ruling elites. Elite defections in a competitive authoritarian regime can tip the balance in favour of regime change and democratization. This article examines when and why elites defect through the case of Burkina Faso. In October 2014, President Blaise Compaoré of Burkina Faso was forced to step down after 27 years in power and multiple term limits contraventions. We propose a new theory linking growth in democratic attitudes at the grassroots to elite defection from hegemonic parties. We argue that a broad increase in popular democratic attitudes can both decrease the costs and increase the benefits of elite defection, creating conditions that enable elites to rescind their loyalty to the regime. We support this argument with interviews with ruling-party defectors in Burkina Faso and two rounds of Afrobarometer survey data. Our findings demonstrate that democratic attitudes can grow under competitive authoritarian regimes, and that these citizen attitudes can impact regime change by increasing the likelihood of elite defection.  相似文献

Shortly after 9/11 any kind of engagement, let alone reconciliation, with the Taliban was considered absurd. Recently, however, Afghan as well as Western elites have announced that they are now willing to talk to parts of the Taliban in an attempt to begin a reconciliation process in Afghanistan. This article focuses on the discourse theoretical framework developed by Ernesto Laclau and Chantal Mouffe and illustrates the merits of such an approach for explaining how such a shift became possible. It argues that the turn to reconciliation with the Taliban was enabled by a transformation of the discursive construction of the Taliban. The article focuses on the discursive dynamics of the (de)coupling and differentiation of signifiers as a central mechanism of meaning production. It argues that antagonistic identity constructions in the context of the global war on terror formed the discursive background against which the Taliban were first articulated as part of the terrorist “Other”, which made any engagement impossible. From 2009 onwards, however, it can be observed how the signifier “Taliban” was decoupled from the identity of the “terrorist”, how it transcended the antagonistic frontier and came to be seen as an entity worthy of engagement.  相似文献

Interdisciplinary science benefits from frameworks that bridge different perspectives and methodological approaches in order to understand and solve complex problems. This article applies the double exposure framework to analyse how economic and environmental change drives recent political instability and food crises in Niger and the resultant implications for the food security of pastoral populations. Findings illustrate how processes of global change are undermining the historic resilience of pastoral communities within the region. Community and regional responses to new and unfamiliar conditions have resulted in heighted political instability that limits pastoralists’ ability to cope with future shocks.  相似文献

In situations characterised by historical injustice in the distribution of economic resources, such as in many southern African ‘settler’ countries, there is a powerful intuitive case that ameliorative and palliative public policy is insufficient to significantly affect poverty reduction. This is because of the dulling effects on growth caused by significant structural inequality in the distribution of resources. However, the proposition that inequality is a problem for poverty reduction is contentious. This article reviews the neoclassical and structuralist literatures on the relationship between growth, inequality and poverty. It argues that the first is inconclusive and, furthermore, can only be so, while the second requires to be made more relevant to the discussions of how redistribution and inequality relate in legitimate policy and practice. The concept of property regimes can help here, within a more contextual understanding of development in practice as not necessarily involving growth and economic progress, but as being subject to periodic phases of ‘de‐development’, or well‐being retrogression. The paper concludes that state‐sponsored redistribution policy has an important role to play in changing underlying property regimes for the benefit of the poor in southern Africa. Inequality does matter, and a consideration of radical, redistributive social change is worth rehabilitating as an efficient means of reducing poverty, particularly in situations of low or fluctuating growth. This consideration, in turn, requires a political acceptance of the legitimacy of a broader role for economic public policy and state action.  相似文献
