Subregional economic zones,politics and development: The Philippine involvement in the East ASEAN Growth Area (EAGA)

In Southeast and East Asia there has been a recent trend towards setting up subregional economic zones often known as ‘growth triangles’. This article examines the concept of subregional economic zones and then focuses on the history of the recently established East ASEAN Growth Area (EAGA) locating it in the wider Philippine policy context. The article also assesses the likely contribution of EAGA to Mindanao's future development, paying particular attention to the political issues which could impinge on the attainment of economic prosperity.     

Interdependent and Domestic Foundations of Policy Change: The Diffusion of Pension Privatization Around the World

In the last two decades, striking correlations in the location and timing of structural pension reforms have raised important questions about the kind of information used by policy makers in their decisions to adopt such measures. This study tests the hypothesis that the adoption of pension privatization is shaped systematically by an interdependent logic, wherein the decision to privatize pensions in one country is systematically linked to corresponding decisions made by governments in relevant peer nations. Duration analysis with time-varying covariates of data from 59 countries between 1980 and 1999 reveals that the decision to adopt a private pension reform in one country increases systematically as the proportion of peer nations that have adopted corresponding measures rises. Importantly, the effect of this peer dynamic varies across groups of nations, with the most powerful impact of peer decisions being found among Eastern European and Central Asian nations. Peer dynamics likewise contribute powerfully to the adoption of private pension reforms in Latin America, but do not significantly shape the hazard of privatization among the Organization for Economic Cooperation and Development member nations. Even controlling for diffusion mechanisms, the analysis shows that pension reform decisions remain subject to domestic political and economic considerations, including demographic pressures, financial costs and incentives to reform, and constraints delimited by the political institutions in each nation.     

A comparison of bail amounts for hispanics, whites, and african americans: A single county analysis

Using 1996 data on defendants accused of felony offenses derived from a district court in a Midwestern jurisdiction, the authors employ bivariate and multivariate analyses to examine for significant differences between Hispanics and other racial and ethnic groups in the dependent variable, bail amount set by judge. To predict differences in the bail amount set by judges for Hispanic and other defendants, the multiple regression controls for two independent “legal” variables, prior arrest and seriousness of the instant offense, and for the “extra-legal” variables of age, gender, type of attorney, residency, and race. Our research shows that Hispanics receive higher bail amounts than White or African Americans; leading the authors to cast doubt on the tenets of “legal theory” which has gained attention as a model for explaining why members of racial or ethnic minorities receive harsher treatment at various stages of the criminal and juvenile justice system.
