Modern bureaucracy faces trade‐offs between public and congressional input and agency expertise. The U.S. Forest Service offers an opportunity to quantitatively analyze whether an agency that is required to be more open to the public and congressional input will be forced to ignore its technical expertise in managing resources. This study uses data on 83,000 hazardous fuels reduction activities conducted by the Forest Service from 2001 to 2011. Although the results show that managers are responsive to public and congressional considerations, this has not prevented them from utilizing their technical knowledge to restore lands most deviated from natural conditions. This suggests that managers can balance responsiveness to public and political principals with technically sound management.  相似文献

Evaluation of microRNA (miRNA) expression as a potential method for forensic body fluid identification has been the subject of investigation over the past several years. Because of their size and encapsulation within proteins and lipids, miRNAs are inherently less susceptible to degradation than other RNAs. In this work, blood, urine, semen, and saliva were exposed to environmental and chemical conditions mimicking sample compromise at the crime scene. For many treated samples, including 100% of blood samples, miRNAs remained detectable, comparable to the untreated control. Sample degradation varied by body fluid and treatment, with blood remarkably resistant, while semen and saliva are more susceptible to environmental insult. Body fluid identification using relative miRNA expression of blood and semen of the exposed samples was 100% and 94%, respectively. Given the overall robust results herein, the case is strengthened for the use of miRNAs as a molecular method for body fluid identification.  相似文献

Housing support policy for persons with disabilities who require access to 24‐hour formal or informal support is changing throughout Australia. This is consistent with international trends including: independent living in generic housing; facilitating choices about where and with whom people live; individualised home‐based support; and community integration. Are these trends leading to policies that are effective in the Australian context? This article presents a framework for analysing the effectiveness of new approaches to housing support using a rights perspective. The framework consists of four domains: client outcomes; administrative systems; service viability; and coordination between formal and informal carers. Applying the framework to six case studies found that they all aim to foster independence, while providing effective individualised, holistic housing support.  相似文献

As saliency of the tax burden increases, the preference for a lower burden increases, but most counties are restricted by the state from adopting new taxes or changing the existing rates. Some states allow counties to adopt a charter, freeing them from state control. Using a panel of Florida counties from 1980 to 2017, we explore whether citizens act to reduce their property tax once a charter is passed. Citizens act against their preferences not by lowering burden but rather by increasing it in the case of debt service, suggesting citizens are maximizing their optimal tax burden in exchange for services.  相似文献

Forensic examiners must determine whether both latent fingerprint development and DNA profiling can be performed on the same area of an evidence item and, if only one is possible, which examination offers the best chance for identification. Latent fingerprints can be enhanced by targeting different components of fingerprint residues with sequential chemical treatments. This study investigated the effects of single-reagent and sequential latent fingerprint development processes on downstream DNA analysis to determine the point at which latent fingerprint development should be stopped to allow for DNA recovery. Latent fingerprints deposited on copy paper by one donor were developed using three sequential processes: 1,8-diazafluoren-9-one (DFO) → ninhydrin → physical developer (PD); 1,2-indanedione-zinc (IND-Zn) → ninhydrin → PD; and IND-Zn → ninhydrin → Oil Red O (ORO) → PD. Samples were examined after the addition of each chemical treatment. DNA was collected with cotton swabs, extracted, quantified, and amplified. DNA yields, peak heights, number of alleles obtained, and percentage of DNA profiles eligible for CODIS upload were examined. DNA profiles were obtained with varying degrees of success, depending on the number and type of treatments used for latent fingerprint development. The treatments that were found to be the least harmful to downstream DNA analysis were IND-Zn and IND-Zn/laser, and the most detrimental treatments were DFO, DFO/laser, and PD. In general, as the number of treatments increase, the opportunities for DNA loss or damage also increase, and it is preferable to use fewer treatments when developing latent fingerprints prior to downstream DNA processing.  相似文献

Social impact bonds, known as pay‐for‐success (PFS) initiatives in the United States, have attracted attention as a novel strategy for financing and providing preventive services to the most vulnerable populations. This article provides an exploratory qualitative analysis of the Preschool PFS Feasibility Pilot grant applications and projects initiated by the U.S. Department of Education to encourage state and local exploration of PFS for implementing high‐quality preschool programs. Drawing on the public administration evidence base that informs PFS design, the authors examine the feasibility pilots’ features and investigate why grant applicants saw PFS as a promising strategy for achieving their preschool program goals. The challenges encountered, lessons learned, and perceived viability of fully executed PFS preschool programs are also discussed. Findings show that few projects are advancing toward formal PFS arrangements, with many struggling to overcome constrained capacities, structural and political barriers, and inherent incentives to minimize risk and loss.  相似文献

Abstract: Few techniques offer “in situ” methods of friction ridge skin mark development. “In situ” development reduces mark transportation, degradation, and often cost. The effectiveness of cyanoacrylate fuming using the SUPERfume® and dusting with aluminum powder for latent fingermark development on several nonporous surfaces, stored in various temperature environments for time periods up to 52 weeks, was investigated. Five thousand and four hundred latent fingermarks were deposited under controlled conditions and graded. The results suggested that cyanoacrylate fuming (SUPERfume®, Foster and Freeman, U.K.) was more effective at developing latent fingermarks on textured and smooth plastic surfaces and for marks stored in temperatures of 37°C, whereas aluminum powder was more effective on glass, enameled metal paint, and varnished wood, and for storage temperatures below 20°C. There were no significant benefits to using either technique for marks older than 24 h, but it was possible to develop fingermarks following 52 weeks of storage using both techniques.  相似文献

Little is known about the decomposition of remains in aquatic environments of varying pH, and even less is known about the specific effects of these environments on bone. Bovine bones were placed in solutions of pH 1, 4, 7, 10, and 14 and observed over a period of 1 year. All solutions eventually removed or dissolved the soft tissues from the external surface of the bone. The pH 7 and pH 10 solutions had little effect on the bone, but the other solutions affected the bone to varying degrees. Extreme pH levels were the most destructive, while more moderate pH levels had lesser but significant and interesting effects. Empirical data on postmortem aquatic changes may be extremely useful in forensic contexts for both improving time since death estimates and also for providing better information to underwater recovery experts thereby potentially increasing the quantity and quality of remains recovery.  相似文献
