Progress in American Policing? Reviewing the National Reviews

This essay uses three publications—the 1967 President's Crime Commission report on police , The Challenge of Crime in a Free Society; the National Research Council's review of research on policing , Fairness and Effectiveness in Policing: The Evidence; and David Weisburd and Anthony A. Braga's edited collection , Police Innovation: Contrasting Perspectives —as reference points for reflecting on the extent to which the American police institution has moved toward a progressive and professional ideal over the past forty years. I argue that unless the scope and complexity of the policing function is more fully taken into account, and unless the causes of crime and disorder and the police role in controlling and preventing them are reconsidered, the ideals of police reform will remain elusive.     

Patronage and empowerment in the central Amazon

The shift from modern to post‐modern politics in the Central Amazon is critically evaluated. While considerable empowerment of previously marginalised. Amerindians, rubber tapers and frontier peasants has occurred, patronage networks remain top down in their decision‐making process, significant horizontal political mobilisation between different social actors has not emerged and grassroots political organisation has been stymied by authoritarian politics at the state level. Consequently, as empowerment is supposed to lie at the heart of building sustainable livelihoods in the Amazon, by this line of logic, the future of the region would seem to be seriously compromised.     

Reinterpreting the Right to an Open Future: From Autonomy to Authenticity

This paper reinterprets a child’s right to an open future as justified by authenticity rather than autonomy. It argues that authenticity can be recognized as valuable by people whose conceptions of the good do not value autonomy. As a running example, the paper considers ultra-Orthodox Jews who lead separatist lives and who deny their sons secular education beyond an elementary school level. If their adult sons want to have careers and participate in life outside the religious enclave, they cannot easily do so. The parents see no reason to protect their child’s autonomy (which they do not value) or to prepare their child for a life that conflicts with their values. This paper provides one response to their concerns. Following a political-liberal project of seeking overlapping consensus, it tries to base demands that children be prepared for varied futures on values that reasonable religious people can embrace.     

PCBs in Construction Materials: Old Chemical,New Context

U.S. regulations have historically focused on control of liquid polychlorinated biphenyls (PCBs). Nonliquid PCBs present as plasticizers in some construction materials were generally viewed as immobile and not of public health or environmental concern. By the 2000s, nonliquid PCBs began receiving significant regulatory attention, particularly in schools. More recently, PCB-containing construction materials at commercial and industrial facilities are also receiving increased attention. This article highlights the drivers that have led to the increased focus on nonliquid PCBs in construction materials and why this trend is likely to continue, and highlights some of the complexities that can arise for stakeholders.
