In this article, we examine the California South Coast Marine Life Protection Act Initiative stakeholder process, evaluate its shortcomings, and consider what could have been done differently. Our objective is to make recommendations to improve future multi‐stakeholder marine policy processes. In our view, while the South Coast stakeholder process had many positive outcomes, it failed to reach what we call here a “stable agreement.” Our analysis is based on two of the authors’ involvement (one as a facilitator and the other as a stakeholder representative) in the process and a post‐hoc survey of participants. We find that several ill‐advised process design and management choices significantly destabilized the negotiations, leading to an ultimately unstable agreement. We highlight four major problematic process design and management decisions, including the following: representation on the multi‐stakeholder group was imbalanced, the pre‐meeting caucuses were not paired with training in interest‐based negotiation, adequate incentives to negotiate toward a consensus agreement were not provided, and the use of straw voting at one point in the process was unclear and inconsistent. As a result of these and other process design and management flaws, many stakeholders believed that the process was biased and that their ends would be better achieved by anchoring negotiations and engaging in positional bargaining. Ultimately, this meant that near‐consensus on a single cross‐interest marine protected area proposal was not reached, the scientific guidelines put forth were not fully met, the process was not and is not viewed as fair by the stakeholders directly or indirectly involved, and the marine protected area regulations lack broad‐scale support. These pitfalls of the South Coast stakeholder process could have been avoided had the management and facilitation team consistently followed best practices in dispute resolution. We recommend that future marine planning processes learn from this example, particularly those occurring in highly complex, urban ocean environments.  相似文献

There exists a long history of debate among scholars in the humanities and social sciences regarding the potential of literature and popular culture to be socially transformative and to generate collective identities that empower a community. This transformative power of literature and popular culture, particularly in terms of the value granted to oppressed peoples seeking expression or catharsis, represents perhaps the truest value of cultural production. Its long-term contributions to the resilience of racially oppressed communities both in the USA and worldwide cannot be overstated. In Sophiatown and during the Harlem Renaissance, two periodicals, Drum and The Crisis, allowed black writers and readers alike to share in the formation of new modes of identity that spoke back in a firm voice to the long-standard stereotypes of blackness that permeated white-dominated popular culture. In both South Africa and Harlem, these publications gave voice to a distinctly black and urban culture, resisting notions of the “tribal” or “plantation” black subject. These movements were historically significant both within the study of black culture and literature and within the trajectory of socially transformative political movements.  相似文献

In 2006, unexpected discoveries of buried World Trade Center (WTC) debris and human remains were made at the World Trade Center mass disaster site. New York City's Office of Chief Medical Examiner (OCME) was given the task of systematically searching the site for any remaining victims' remains. The subsequent OCME assessment and archaeological excavation conducted from 2006 until 2013, resulted in the recovery of over 1,900 victims' remains. In addition, this operation demonstrated the essential skills archaeologists can provide in a mass disaster recovery operation. The OCME excavation data illustrates some of the challenges encountered during the original recovery effort of 2001/2002. It suggests that when understood within the larger site recovery context, certain fundamental components of the original recovery effort, such as operational priorities and activities in effect during the original recovery, directly or indirectly resulted in unsearched deposits that contained human remains.  相似文献

This study examined whether laboratory exposure to traumatic reminders potentiated the relationship between veterans’ posttraumatic stress disorder (PTSD) symptoms and intimate partner aggression (IPA) articulations elicited during an anger-induction task. The sample included 82 male Operation Iraqi Freedom/Operation Enduring Freedom veterans. The Articulated Thoughts in Simulated Situations (ATSS) procedure was used to assess physical IPA articulations (i.e., expressions of physically aggressive intentions toward the partner) and verbal IPA articulations (i.e., statements intended to insult or demean the partner) made during “relationship anger” provoking scenarios. Participants were administered versions of the ATSS both with and without trauma cue presentation. Results indicated that trauma cue exposure potentiated the relationship between veterans’ PTSD symptoms and physical IPA articulations, but did not strengthen the significant relationship between PTSD symptoms and verbal IPA articulations. Findings contribute to the literature on veterans’ PTSD symptoms and IPA perpetration by highlighting the influence of traumatic reminders.  相似文献

National Youth Survey Family Study (NYSFS) respondents were examined to identify the characteristics of individuals and their sociological environments, that would make them more likely to have consistency between self reported and officially recorded records of arrest. Somewhat surprisingly, it was found that those most likely to be at risk of arrest (males, high exposure to delinquent friends, higher level of substance use) are more likely to have consistency between officially recorded and self-reported arrests. Findings will be helpful in both producing more accurate information on arrests and in increasing sensitivity to the possibility of bias in arrest records that may be based on sociodemographic or behavioral characteristics of the individual.  相似文献

The current study examined the association between perceived injustice (assessed by the Injustice Experiences Questionnaire) and intent to litigate in a sample of individuals who had recently suffered a spinal cord injury and were currently on an inpatient rehabilitation unit. Higher perception of injustice was associated with reported interest in litigation. In logistic regression analyses, perceived injustice uniquely differentiated between individuals who foresaw involvement in litigation versus those who did not, with the blame/unfairness factor of the Injustice Experiences Questionnaire emerging as more significant than the severity/irreparability of loss factor. Both anticipated litigation and higher perception of injustice were associated with greater attribution of responsibility for injury to other person(s) and reduced forgiveness across a number of domains. Finally, a receiver operating characteristic (ROC) curve analysis was conducted to identify IEQ score most associated with anticipated litigation. This study is the first to examine perception of injustice in a spinal cord injury sample or the association between perceived injustice and litigation intent. Results support the possibility that psychological appraisals of injury may have significant legal ramifications.  相似文献

This study characterized the specific offenses for which homeless individuals are arrested and incarcerated. Data were gathered from 581 homeless adults across 6 Oklahoma City shelters. Participants were asked to self-report incarceration history, nights spent in jails and prisons, and the offenses for which they were arrested. Overall, 76% of the sample had ever been arrested. Fifty-seven percent of the sample had been to jail more than 3 times in their lifetime and 13% had ever intentionally been arrested. The most prevalent type of arrest was drug possession (35%), followed by driving under the influence (31%) and disorderly conduct or public drunkenness (28%). Violent arrests, such as assault, robbery, domestic violence, murder, and rape, were the least prevalent type of arrest. In summary, offenses were largely drug and status offenses. These offenses may be prevented through increased substance use treatment accessibility and availability of housing. Policies to increase employment and housing for homeless adults regardless of criminal history should be expanded to reduce the occurrence of justice involvement.  相似文献

Policing has been the subject of intense public scrutiny for the better part of two years after several high-profile police killings of unarmed African Americans across the United States. The scrutiny has been so extreme that some contend there is currently a “war on cops”—whereby citizens are emboldened by protests and negative media coverage of the police, and are lashing out by assaulting police officers more frequently. In response, it is argued that officers are de-policing (i.e. avoiding proactive stops). We surveyed command-level police officers from a southeastern state about their attitudes concerning the war on cops and de-policing. The majority of our sample believed there has been a war on cops over the last two years. Moreover, officers who felt strongly about the existence of a war on cops were more likely to believe that de-policing is common among officers in today’s world of law enforcement.  相似文献

Despite calls for research on the similarities and differences between violent extremist groups and criminal street gangs, there have been few empirical comparisons. We develop a comparative model that emphasizes explicit, spurious, and indirect linkages between the two groups and use national sources of data on domestic extremists and gang members—the Profiles of Individual Radicalization in the United States (PIRUS) and the National Longitudinal Survey of Youth 1997 (NLSY97)—to compare them across group involvement, demographic, family, religion, and socioeconomic status characteristics. Six percent of domestic extremists in PIRUS have a history of gang ties, which constitutes a minimal proportion of domestic extremists and is likely the rare exception among the population of gang members. Gang extremists more closely resemble non-gang extremists in PIRUS than they do gang members in the NLSY97. While these groups have some similarities, one of the major differences is that gang members are younger than domestic extremists. This likely contributes to many of the other differences between the groups across the life course, including marriage, parenthood, unemployment, and education. Given that the evidence is most consistent with the independence model, further comparative testing is needed before generalizing gang-related policies and programs to domestic extremism.  相似文献
