Soqotra: South Arabia's Strategic Gateway and Symbolic Playground

This article undertakes a critical retrospective of the symbolic appropriation process through which Soqotra was constituted as an imaginative geography, embodying the strategic desiderata of states as well as the ideational fantasies of men over millennia. The island's location on the threshold of continents (Africa and Arabia), and on a cardinal node on the sea-lanes linking the Indian Ocean to the Red Sea and beyond, subjected its internal dynamics to the maelstrom of events in the larger world. Moreover, its physical isolation endowed it with an endemic biodiversity that has spurred reveries about the lost Garden of Eden, and made it a coveted haven for a mosaic of human aspirations. The article examines the strategic interests pursued, and the appropriating discourses deployed, by the European powers vying for political and economic hegemony at the different historical periods surveyed here: Antiquity, Portuguese, British, Soviet and the recent adoption of a United Nations-brokered environmental regime for Soqotra. Finally, it draws out the ramifications of this strategic entanglement and symbolic appropriation process on Soqotra's estimated 50,000 inhabitants at the present historical conjuncture.     

The effect of electrostatic fingerprint visualization on integrated ballistic identification systems

Visualization of fingerprint corrosion on spent brass cartridge cases by the application of a high electrical potential and conducting carbon powder is becoming an accepted method of fingerprint enhancement. However, to date, no examination has been made of any effect this technique has on ballistic identification. To resolve this, images of the breech face and firing pin marks were captured on six plated nickel and six brass primer cup spent cartridge cases. Three nickel and three brass cases were then subjected to the application of a potential of +2500 V for a period of 1 min. The remaining cases were additionally subjected to the application of carbon powder. These latter cases were then washed to remove all traces of powder. Each case was recaptured with the same ballistic identification apparatus and imaging procedure. None of the twelve cases showed any visual difference after the application of the potential or conducting powder.     

Dancing on coke: smuggling cocaine dispersed in polyvinyl alcohol

Recent trends suggest that cocaine smugglers have become more and more inventive to avoid seizures of large amounts of cocaine transported between countries. We report a case of a mail parcel containing a dance pad which was seized at the Customs Department of Brussels Airport, Belgium. After investigation, the inside of the dance pad was found to contain a thick polymer, which tested positive for cocaine. Analysis was performed using a routine colorimetric swipe test, gas chromatography coupled with mass spectrometry and nuclear magnetic resonance spectroscopy. The polymer was identified as polyvinyl alcohol (PVA) and contained 18% cocaine, corresponding to a street value of € 20,000. Laboratory experiments showed that cocaine could be easily extracted from the PVA matrix. This case report reveals a new smuggling technique for the transportation of large amounts of cocaine from one country to another.     

Addressing the Affordable Housing Crisis for Vulnerable Renters: Insights From Broward County on an Affordable Housing Acquisition Tool

South Florida is experiencing an affordable rental crisis that is especially burdensome on those most vulnerable in society, low-income households. Rapid urbanization has resulted in inequitable land-use patterns that are a barrier to housing for the poor. As a solution to the crisis, local housing agencies seek to expand their affordable housing stock for vulnerable renters in opportunity-rich neighborhoods, but there is no standard framework for identifying properties for acquisition. Broward County serves as a case study to develop a housing acquisition tool. Using a combination of spatial statistics and principal components analysis, neighborhoods in which housing agencies may consider acquiring property are identified through the creation of an affordability surface in ArcGIS. Affordability is overlain by an opportunity surface derived from neighborhood quality and accessibility rankings. The results identify neighborhoods in Broward County that are both affordable and opportunity-rich, to better serve the county's most vulnerable renters.     

Understanding the psychological aspects of the radicalisation process:a sociocognitive approach

Understanding the psychological dimensions underlying the radicalisation process is a considerable challenge in the context of the legal judicial treatment of perpetrators of acts of radical violence. This clinical and qualitative study is based on an analysis of legal expert interviews of people at different stages of the radicalisation process. It highlights common psychological characteristics in personality, mechanisms of moral neutralisation and sociocognitive and interpretive treatment during radicalisation. These observations suggest the applicability of a model of cognitive–emotional transformation of self and meaning-building in radical violent engagement.     

Sorting out smart surveillance

Surveillance is becoming ubiquitous in our society. We can also see the emergence of “smart” surveillance technologies and the assemblages (or combinations) of such technologies, supposedly to combat crime and terrorism, but in fact used for a variety of purposes, many of which are intrusive upon the privacy of law-abiding citizens. Following the dark days of 9/11, security and surveillance became paramount. More recently, in Europe, there has been a policy commitment to restore privacy to centre stage. This paper examines the legal tools available to ensure that privacy and personal data protection are respected in attempts to ensure the security of our society, and finds that improvements are needed in our legal and regulatory framework if privacy is indeed to be respected by law enforcement authorities and intelligence agencies. It then goes on to argue that privacy impact assessments should be used to sort out the necessity and proportionality of security and surveillance programmes and policies vis-à-vis privacy.     

Cervical Arterial Injury After Strangulation—Different Types of Arterial Lesions

After strangulation, cervical arterial injuries (CAI) are uncommon. We report three unusual cases where strangulation induced immediate stroke. CAI were examined using brain CT scan and Doppler ultrasonography in the three cases and then by autopsy in one of the victims. One of the two victims who survived the attempted strangulation had a unilateral carotid dissection, whereas in the other victim, no arterial dissection or thrombosis was observed. As regards the deceased victim, the autopsy confirmed the bilateral dissection showed on CT scan and Doppler ultrasonic examination and revealed that both carotid arteries were dilated up to two times the normal diameter. Microscopic examination showed a major bilateral hemorrhagic dissection of the media with obliterating fibrous endarteritis lesions associated with inflammatory damage. CT scan with arteriography does not demonstrate all the different types of arterial injury, particularly atheromatous embolism, direct compression, or prolonged spasm. Thus, traditional autopsy remains an essential forensic tool after strangulation to show the type of CAI.
