This article poses the question of whether reform politicians' pursuit of institutional goods may, under certain circumstances, lead to the creation of inefficient political institutions. The theory of weakening political actors through the creation of inefficient political institutions, as elaborated by Terry M. Moe, is applied in a comparative analysis of two main elements in the recent Danish administrative reform: the consolidation of 270 municipalities into 98 larger ones, and the creation of five new macro regions with special responsibilities. In contrast to the coherent institutional structure of the municipalities, the level of coherence in the regional reform elements is inappropriate and inefficient. The article shows that the different institutions in the municipalities and the regions can be interpreted as an attempt by the (national) reform parties to prevent other political actors from gaining access to future substantial, as well as institutional, goods. 相似文献

Why do some of Afghanistan's provinces experience more deadly attacks on counterinsurgents than others? We argue that provinces with more militarily effective insurgents will be deadlier for the forces of the counterinsurgency. We posit that insurgent military effectiveness is an interactive function of the rebel group's size, the quality of its recruits, and the group's operational budget. More militarily effective insurgents should, in turn, produce more deadly violence against Coalition forces. We model this relationship at the provincial level in Afghanistan using negative binomial regressions. Ultimately, we find that in provinces where the insurgency is more militarily effective, deadly attacks against counterinsurgent forces occur more often. Based on this finding, we conclude with directions for future research and policy recommendations for both the current operations in Afghanistan and for future counterinsurgency campaigns. 相似文献

Abstract In recent years the European Union has taken a number of steps towards improving civil protection cooperation in Europe. European leaders regularly declare the importance of boosting cooperation to prepare for and respond to disasters and emergencies afflicting member states. Those declarations have been accompanied by a flourish of policy activity, the building of new structures, and even treaty changes. On the surface, this little-known area of European integration appears to be proceeding with great success. A closer look, however, reveals significant gaps between member states' general expressions of enthusiasm and problematic cooperation in practice. We draw upon public goods theory to explain why this might be the case; more specifically, we identify likely game-theoretic obstacles to cooperation in different areas of the civil protection field. We evaluate our theoretical propositions by examining the current state of cooperation in marine pollution response, chemical contamination management, and flood response. We find that cooperation success in practice corresponds generally, but not perfectly, with the predictions of public goods theory. Our findings offer a nuanced view of civil protection cooperation in Europe and illuminate options for improved cooperation in the future. 相似文献

We argue that the majority of intelligence definitions fail to recognize that the normative epistemic status of intelligence is knowledge and not an inferior alternative. We refute the counter-arguments that intelligence ought not to be seen as knowledge because of 1) its action-oriented scope and 2) its future-oriented content. We dismiss the traditional infallibilistic understanding of knowledge and follow David Lewis' argument, that knowledge is fallible and context-sensitive. Thus, we argue for the importance of developing a methodology by which the entitlement, justification and robustness of claims to intelligence-knowledge can be assessed. 相似文献

2,5,-Dimethoxy-4-bromoamphetamine (DOB) is of particular interest among the various \"ecstasy\" variants because there is an unusually long delay between consumption and effect, which dramatically increases the danger of accidental overdose in users. Screening for DOB in tablets is problematic because it is pharmacologically active at 0.2-3 mg, which is c. 50 times less than 3,4-methylenedioxy-N-methylamphetamine (MDMA) and makes it more difficult to detect in seized tablets using conventional spot tests. The normal Raman spectra of seized DOB tablets are dominated by the bands of the excipient with no evidence of the drug component. Here we report the first use of on-tablet surface-enhanced Raman spectroscopy (SERS) to enhance the signal from a low concentration drug. Raman studies (785-nm excitation) were carried on series of model DOB/lactose tablets (total mass c. 400 mg) containing between 1 mg and 15 microg of DOB and on seized DOB tablets. To generate surface-enhanced spectra, 5 microL of centrifuged silver colloid was dispensed onto the upper surface of the tablets, followed by 5 microL of 1.0 mol/dm(3) NaCl. The probe laser was directed onto the treated area and spectra accumulated for c. 20 sec (10 sec x 2). It was found that the enhancement of the DOB component in the model tablets containing 1 mg DOB/tablet and in the seized tablets tested was so large that their spectra were completely dominated by the vibrational bands of DOB with little or no contribution from the unenhanced lactose excipient. Indeed, the most intense DOB band was visible even in tablets containing just 15 microg of the drug. On-tablet surface-enhanced Raman spectroscopy is a simple method to distinguish between low dose DOB tablets and those with no active constituent. The fact that unique spectra are obtained allows identification of the drug while the lack of sample preparation and short signal accumulation times mean that the entire test can be carried out in <1 min. 相似文献
