Political Efficacy und Wahlbeteiligung in Ost‐ und Westdeutschland

Es wird die Frage untersucht, ob in Ostdeutschland die Beteiligung an den Bundestagswahlen unter anderem deswegen geringer ist als in Westdeutschland, weil ostdeutsche Wähler weniger davon überzeugt sind, mittels der Beteiligung an politischen Wahlen persönlich die Politik beeinflussen zu können. Die empirischen Analysen erfolgen mit Querschnittdaten des ALLBUS 1998. Sie zeigen, dass sich die Einflusserwartungen in Ost und Westdeutschland nur zufällig voneinander unterscheiden. Daher können die Einflusserwartungen nicht das entscheidende Kriterium für die unterschiedlichen Wahlbeteiligungen sein. Von Bedeutung für die Stärke der Einflusserwartungen sind persönliche Überzeugungen über eigene politische Kompetenzen und Reaktivität des politischen Systems, deren Einflüsse bei den Ostdeutschen grösser sind als bei den Westdeutschen.     

Zur verfassungsrechtlichen Beurteilung des Vertrags über Stabilit?t, Koordinierung und Steuerung in der Wirtschafts- und W?hrungsunion ("Fiskalpakt")

Der Vertrag über Stabilit?t, Koordinierung und Steuerung in der Wirtschafts- und W?hrungsunion ("VSKS" - vulgo "Fiskalpakt") wurde dem ?sterreichischen Parlament als gesetz?ndernd bzw gesetzeserg?nzend zugeleitet. Er enth?lt jedoch einige verfassungs?ndernde Bestimmungen. Es sind dies Beschr?nkungen der Budgethoheit des Nationalrats, die übertragung von Hoheitsrechten auf Organe der EU, und eine neuartige Verpflichtung zur Normenkontrolle. Der VSKS bedürfte daher vor seiner Ratifikation der Erlassung eines Bundesverfassungsgesetzes. Dies deshalb, weil weder die Bestimmungen über die Ab?nderung von EU-Prim?rrecht (Art 50 Abs 1 Z 2 iVm Abs 4 B-VG) noch die Erm?chtigung zur übertragung von Hoheitsrechten (Art 9 Abs 2 B-VG), die derartige Verfassungs?nderungen decken k?nnten, auf den VSKS anwendbar sind.     

From the rule of law to the rule of rules: technocracy and the crisis of EU governance

This article focuses on two trends emerging through the eurozone crisis, both of which diminish the quality of democracy in the EU and its member states. Firstly, the crisis has led to an increased reliance on non-majoritarian institutions, such as the ECB, at the expense of democratic accountability. Secondly, the crisis has led to a new emphasis on coercive enforcement at the expense of the voluntary cooperation that previously characterised (and sustained) the EU as a community of law. Thus, the ECB’s (over-)empowerment is a synecdoche of a wider problem: The EU’s tendency to resort to technocratic governance in the face of challenges that require political contestation. In the absence of opportunities for democratic contestation, EU emergency governance – Integration through Crisis – oscillates between moments of heightened politicisation, in which ad hoc decisions are justified as necessary, and the (sometimes coercive) appeal to the depoliticised rule of rules.     

Does context matter – The impact of electoral systems,political parties and individual characteristics on voters' perceptions of party positions

This article aims to investigate under which circumstances policy representation can exist in terms of agreement in voters' perceptions of parties' left–right positions. The focal point in the study is on how voters' perceptions are affected not only by individual characteristics but also by various contextual factors related to the political parties and the political systems. With data from the CSES on individual voters and various system characteristics from election surveys in 32 countries, this article shows that what in earlier findings have appeared as national context effects rather are party effects when being decomposed. System related variables have only a small impact on voters' perceptions while the party- followed by the individually related variables exerted the greatest impact.     

欧洲现代史中的苏联史

苏联史就是现代史的同义语,只有把苏联包括在内才有可能书写20世纪的世界历史;苏联的存在对20世纪世界历史的事件序列和结构,对国际体系,对文化关系和微观环境(不只局限于苏联),对政治和社会话语,对有关政治、经济、社会理论的形成,都产生了决定性的作用;不能把苏联史错误地理解为苏联疆域内的历史,也不能理解为现代史部门内众多国别史中的一部,因为苏联史同时显示出欧洲和全球的维度,波及西欧和欧洲以外的社会乃至日常生活和生活环境。因此,本文在兼顾欧洲背景的情况下,试图突出苏联史的几个主要线索,如人口损失、暴政、非斯大林化、苏维埃社会国家、合法性基础的改变、社会的转变、帝国的形成等,并探讨了与苏联现代化和工业化有关的理论问题。     

Assaults in the elderly--a population-based study with victim and perpetrator characteristics

The aim of the present epidemiological study was to investigate characteristics of assaults in the elderly aged 65 years and above from the perspective of the victim and perpetrator. This population-based study included 23,142 assaults (according to §§ 224/226 StGB of German criminal law) that were recorded in Bavaria, Germany, from 1999 to 2005. The population-based ratio of serious crimes of battery for the elderly in comparison with the reference population was markedly lower (0.10; 95% CI: 0.09-0.11) in suspects aged more than 65 years and 0.08 (95% CI: 0.07-0.09) for the injured above 65 years. Elderly perpetrators differed significantly concerning the manner of the assault (p < 0.001). They committed less crimes in urban areas (56.1% vs. 68.8%) and were victimized significantly more in rural areas (p < 0.001; 41.2% vs. 30.2%). Violence in the elderly differs from that of the younger population. Further research is warranted to establish prevention measures.     

Recalled peritraumatic reactions, self-reported PTSD, and the impact of malingering and fantasy proneness in victims of interpersonal violence who have applied for state compensation

The present study explores the associations between three types of peritraumatic reactions (dissociation, distress, and tonic immobility) and posttraumatic stress disorder (PTSD) symptoms in a sample of 125 victims of interpersonal violence who had applied for compensation with the Dutch Victim Compensation Fund (DCVF). In addition, the confounding roles of malingering and fantasy proneness are examined. Results indicate that tonic immobility did not predict PTSD symptom levels when adjusting for other forms of peritraumatic reactions, whereas peritraumatic dissociation and distress did. However, after the effects of malingering and fantasy proneness had been controlled for, malingering is the only factor associated with increased PTSD symptomatology. Implications for policy practice as well as study strengths and limitations are discussed.     

Differential diagnostics of stomach contents showing blue discoloration

A 42-year-old man evidently had died from an intoxication. On the basis of the findings at scene it was primarily assumed that the man had ingested a larger quantity of an ethylene glycol-containing antifreeze for suicidal purposes. The man was said to have had an alcohol problem and did not only consume drinking alcohol, but also other alcoholic liquids. At autopsy, a bluish liquid with an aromatic smell was found in the oesophagus and stomach. However, toxicological analyses did not furnish evidence of ethylene glycol--as expected--but a potentially fatal concentration of ethanol (blood alcohol concentration 4.01 per mille). The blue colour (patent blue C.I.42051) came from a liquid used in the wind-screen washer system in winter, which now contains ethanol (denatured with 2-butanone) instead of ethylene glycol. The results of the toxicological findings including the analysis of congener alcohols and the differential diagnostics of blue-coloured stomach contents are discussed.
