Ten countries of Central and Eastern Europe and the Mediterranean region joined the European Union in 2004. Two more new members from southeast Europe (Bulgaria and Romania) joined in January 2007. Given the diverse range of political, economic, social, and cultural contexts of these nations, EU enlargement and integration processes have entered a new phase of complexity. In this article, I analyze the cultural policy developments in eight of the new EU member states (the Czech Republic, Estonia, Poland, Latvia, Lithuania, Hungary, Slovakia, and Slovenia), examine in detail state and nonstate cultural funding patterns, and assess the influence of EU policy—especially with regard to the Culture Program, Structural Funds, and European cultural cooperation initiatives—for its impact on cultural policy development in the new member states. Next, I discuss the new forms of pan-European cultural cooperation, focusing on the development of networks, foundation initiatives, and observatories. Finally, I explore issues in development of cultural policy in the new member states and conclude with recommendations for the future of the enlarged EU. 相似文献

SUMMARY The visual representation of meaning is an extremely complex activity in computer system design. Apart from a few simple guidelines for screen design, little attention is being paid to the visual construction of meaning by means of illustrations, diagrams, symbols, etc. Also no widely agreed set of icons or symbols exist for use by system designers. Nor are there any proven procedures to improve the effectiveness of screen designs. Current design practices fail to address the underlying problem of the structural analysis of images and the communication of meaning. This dissertation therefore investigates the nature of visual literacy in computer applications and offers a paradigmatic approach to the analysis and design of computer images as a method to increase the probability that the user will receive and interpret the intended message accurately. The floods of 2007, experienced across much of England, resulted in local authority organisations, including Fire and Rescue Services, mounting large-scale responses and incurring additional and unexpected expenditure. Although central government activated funding schemes, some local authorities fell below the thresholds set and had to absorb the additional costs. This raised a question of what alternative methods were available to allow these local authority organisations to finance such unexpected costs. Weather derivatives are widely used in certain sectors to manage the financial risk that arises from undesirable weather conditions and the objective of this research is to explore the reactions of an FRS towards the use of these financial instruments in managing additional costs, such as those arising from the 2007 floods. Our findings suggest that a combination of risk-aversion, lack of specific financial knowledge and comfort with the status quo seem set to stifle development of weather derivatives as an innovation in public sector risk financing. However, this exploratory study suggests that the method has some merit and is at least worthy of further examination. 相似文献

Norwegian local government has traditionally been strongly rooted in the consensus ideal. When the new Local Government Act of 1992 allowed the municipalities to introduce parliamentary models and abolished the statutory requirement of qualified majority decisions in the councils, this therefore implied a significant change in the local government ideal. Even though the municipalities have been reluctant to formally adopt a parliamentary model, this paper argues that in practice a majority system is replacing the traditional consensual model, with functional roles for a governing majority and an opposition. The empirical analysis employs data on local politicians from 1994 and 1998 to test the proposition that representatives of the governing parties exert more influence on local policies than members of the opposition. Two different indicators of political influence are used: (1) the councillors' budgetary influence measured as the distance between the councillors' ideal point and the actual decision outcome, and (2) the councillors' ability to have initiatives accepted in the various local political bodies. In addition to the variable representing membership of the governing majority or the opposition, the model also controls for factors such as the representatives' formal institutional affiliation, individual characteristics and community context. The proportion of votes cast before election day has risen steadily over the last two decades. Previous research asked how early voting has impacted voter participation. In this article, we ask how early voting has affected the flow of information to voters through the mass media. By increasing the number of days voters are able to vote, are we also increasing the number of days that candidates and campaigns continuously disseminate campaign-related information to the news media? Is news coverage of campaigns quantitatively and qualitatively different when opportunities to vote early are available and utilized? Our expectation is that early voting significantly influences the volume and nature of campaign news coverage. We study the effects of early voting on campaign news coverage of gubernatorial and Senate races in 2006 and 2008. Our findings reveal that the volume and content of campaign news coverage is significantly influenced by early voting. [Supplementary material is available for this article. In literature, cases of nutmeg abuse have been described repeatedly, but only one fatal case of poisoning was reported [1]. In the present case, myristicin (4 microg/ml) was detected for the first time in the postmortal serum of a 55-year-old woman. Identification was achieved with the aid of UV-VIS spectroscopy and TLC; for quantification, HPLC was used. Because also flunitrazepam (0.072 microg/ml) was found, death had probably been due to the combined toxic effect of both substances. From 1996 to 1998, in a series of cases, seven poisonings with nutmeg were recorded by the Erfurt Poison Information Centre. Even where higher doses (20-80 g of powder) had been ingested, a life-threatening situation was never observed. In one of these cases, a myristicin blood level of 2 microg/ml was measured 8h after ingestion of two to three tablespoonful of nutmeg powder (approx. 14-21 g, or 280-420 mg/kg). 相似文献

This contribution builds on the insights provided by the literature on sub-national mobilization in the European Union (EU) to assess whether the 2004–2007 rounds of enlargement have changed anything in this respect. Empirical analysis uses two types of data sources. The first is a survey of over a 100 regional offices in Brussels, and the second consists of 29 semi-structured interviews with Commission officials led in the aftermath of the 2004–2007 enlargements. These data are used to answer the following two research questions: (1) is there a ‘new’ versus ‘old’ cleavage at the territorial level in Brussels? (2) Is there anything like an ‘enlargement effect’ on sub-national mobilization? Analysis reveals that, while there is fading evidence of a ‘new’ versus ‘old’ cleavage in Brussels, enlargement has nevertheless had an impact on sub-national mobilization at the EU level, reinforcing older but also newer trends. 相似文献
