Whitfield's essay seeks to identify and explain a tendency that emerged in the United States in the 1940s and extended through the 1950s. It was then that a notion became commonplace, especially among liberals, that the victims of prejudice were interchangeable and that bigotry was undifferentiated. Before the 1940s, the problem of prejudice was not widely believed to be urgent; but the war against the Third Reich heightened awareness of the price of an irrational hostility to minorities. American liberals in particular came to the understanding that bigotry was indivisible; and, for its objects, the cards of identity could easily be shuffled. Whether the victims were Jews or Negroes or homosexuals, the hatred that they elicited appeared to be formed without making any distinctions among them. Evidence can be found in the culture of those two decades, in novels, plays and films. The unitary view of the character of prejudice had some support in social science, including in the authoritative volume The Authoritarian Personality. The theory would also be reflected in a major shift in the agenda of Jewish civil rights organizations, which redefined their mission as promoting the democratic rights of all minorities rather than the particular interests of American Jews. This distinctive tendency vanished in the 1960s, however. One reason for the change was a fuller appreciation of the hostility that minorities could harbour towards other minorities. The realization also deepened of the singular vulnerability of black Americans under the pressure of racism, which demonstrated a tenacity as well as a proclivity for violence that had been largely absent from other forms of bigotry. Finally, a broader legitimation of difference itself emerged in the 1960s to bury the notion that minorities were fungible.  相似文献

Extending data reported by Mohammed Hafez in 2007, we compiled a database of 1,779 suicide bombers who attempted or completed attacks in Iraq from 2003 through 2010. From 2003 through 2006, monthly totals of suicide bombers show a pattern different from the pattern of non-suicide insurgent attacks, but from 2007 through 2010 the two patterns were similar. This biphasic pattern indicates that suicide attacks sometimes warrant separate analysis but sometimes are just one tactic in a larger envelope of insurgent violence. We also show that only 13 percent of suicide bombers targeted coalition forces and international civilians, primarily during the early years of the conflict, whereas 83 percent of suicide bombers targeted Iraqis (civilians, members of the Anbar Awakening Movement, Iraqi security forces, and government entities) in attacks that extended throughout the duration of the insurgency. These results challenge the idea that suicide attacks are primarily a nationalist response to foreign occupation, and caution that “smart bombs” may be more often sent against soft targets than hard targets. More generally, our results indicate that suicide attacks must be disaggregated by target in order to understand these attacks as the expression of different insurgent priorities at different times.  相似文献

Stalking is a complex behavioral phenomenon that is unique in that it necessarily involves a prolonged dyadic relationship between both a perpetrator and a victim. Since criminalization of stalking behavior in the 1990s, different conceptual typologies have attempted to classify this behavior to assess risk and aid in management decisions. The authors reviewed the current literature regarding the most recent and accepted stalking classification systems. The three predominant stalker typologies currently in use include Zona's stalker–victim types, Mullen's stalker typology, and the RECON stalker typology. Of these, the RECON classification system alone was developed in an attempt to separate stalkers into groups based on previously known risk factors for behaviorally based phenomenon such as propensity for violence. Understanding and simplifying these classification systems may enhance the potential that new research will lead to evidence‐based management and treatment strategies in the stalking situation.  相似文献

The discussion of “error” has gained momentum in forensic science in the wake of the Daubert guidelines and has intensified with the National Academy of Sciences' Report. Error has many different meanings, and too often, forensic practitioners themselves as well as the courts misunderstand scientific error and statistical error rates, often confusing them with practitioner error (or mistakes). Here, we present an overview of these concepts as they pertain to forensic science applications, discussing the difference between practitioner error (including mistakes), instrument error, statistical error, and method error. We urge forensic practitioners to ensure that potential sources of error and method limitations are understood and clearly communicated and advocate that the legal community be informed regarding the differences between interobserver errors, uncertainty, variation, and mistakes.  相似文献

Two primary mechanisms for managing competitive interstate claims to maritime areas are evaluated: the creation of private ownership of maritime zones in the form of Exclusive Economic Zones (EEZs) and the creation of a global institution, the United Nations Convention on the Law of the Sea (UNCLOS), to establish standards for maritime claims and dispute resolution procedures. Analyses of maritime claims in the Western Hemisphere and Europe from 1900 to 2001 show that declared EEZs help states reach agreements over maritime conflicts in bilateral negotiations, while membership in UNCLOS prevents the outbreak of new maritime claims and promotes third-party management efforts of maritime conflicts. Neither mechanism influences the probability of militarized conflicts over maritime areas.  相似文献

This examination of the revenue patterns of local governments in New Mexico finds that communities with the greatest social needs for public services-- small population rural areas, less affluent communities, and rapidly growing districts-- are precisely those that have the weakest revenue bases. Moreover, none of these types of disadvantaged jurisdictions receives above-average redistributive assistance from the federal government.Variations in revenue effort, especially among municipalities, exacerbate this problem because certain communities gain huge revenue windfalls which bear little relationship to either their social needs or taxing efforts but stem, rather, from fortuitous geographic positions. This advantage works its way through the entire revenue system, directly because state transfers are linked to place of collection and indirectly because of the overwhelming effect of revenue effort on revenue sharing allocations in the state. The local revenue system in New Mexico, therefore, works against the communities that have the greatest need for government services. Most of these inequities, however, do not appear to be the explicit goal of economic or political policy. Instead, they are the unintended consequences of a supposedly “neutral” allocation formula. This state of affairs certainly argues for policymakers paying more attention to the actual results of their policies.  相似文献

Many commentators view the political management reforms of English local government with some scepticism, raising concerns about the desirability of stronger leadership and the efficacy of institutional reform in encouraging stronger leadership. Using data from a five-year evaluation of the impact of the Local Government Act 2000, this paper reports evidence suggesting that institutional variation does influence the way that organisations operate and can have a positive impact on their performance, though the results are mixed with the internal decision-making elements showing most difference, whilst there is less evidence of effects in relation to partnership working and engagement with the public. In hung and balanced authorities an internal focus on managing coalitions and party competitors is judged to impede the role of leaders in partnership working. In the concluding section, the paper develops the concept of facilitative leadership, which will continue to influence reform of local government and the practice of political leadership in local government. Policy-makers, by giving leaders the right mix of resources and incentives, can improve the effectiveness of urban political leadership and encourage the trend towards facilitative leadership.  相似文献

This paper reviews briefly the emergence of holistic governance at the strategic and very local levels in rural England before reporting a programme of action research designed to address the need to develop an effective ‘bridge’ between planning activity at those two levels. Attention is focused particularly upon the recent wave of parish and market town plans on the one hand and local strategic partnerships and community strategies on the other. Taking cognisance of relevant contextual literature relating to representative and participative democracy and to top-down and bottom-up planning, it draws conclusions about the challenge of developing a synergistic relationship between strategic and very local planning and about the prospects for reconciling some of the tensions pointed up in those theoretical debates.  相似文献
