加强和改进党政干部教育培训的若干思考

党政干部教育培训是我国教育事业的重要组成部分。宁夏党政干部教育培训工作在培训主体、培训客体和管理环节方面都不同程度地存在着问题,需要树立和实践"大教育、大培训"的新理念,建立健全党政干部教育法规、制度和机制,通过整合教育资源、建设教育培训的主渠道等途径来加以解决。     

Public satisfaction with the police in domestic violence cases: The importance of arrest,expectations, and involuntary contact

This study examines the importance of victims’ expectations of the police, the decision to arrest, and voluntary contact on satisfaction ratings of the police in domestic violence cases. Based on results from past research and modern police policy, several hypotheses are tested including: fulfilled expectations, offender arrests, and voluntary contacts resulting in positive satisfaction ratings of the police. To investigate these predictions further, the present study utilizes data from a national study on violence against women in the United States. Logistic regression analyses indicate that fulfilled expectations and the arrest decision are important to positive satisfaction ratings. Findings also indicate that involuntary, not voluntary, contact with the police leads to higher satisfaction ratings.     

The evaluation of the extent of transporting or "tracking" an identifiable ignitable liquid (gasoline) throughout fire scenes during the investigative process

Tests have determined that boots or shoes of individuals at a fire scene do not transport sufficient contaminants ("tracking") through the fire scene to produce a positive laboratory result for the presence of gasoline in a fire scene that was not present at the time of the fire. Questions about the validity of forensic laboratory results have been raised on the basis that low-level gasoline residues detected in the laboratory samples could have been the result of transporting the residue by footwear contaminated from the fire scene ("tracking"). The data collected in this study establish that "tracking" does not lead to false-positive laboratory results. Canines trained and experienced in the detection of trace ignitable liquid residues were also utilized in this study. The canine results confirmed that properly trained canines show a higher sensitivity than do standard ASTM laboratory techniques for fire debris analysis. In a few cases, canines responded to contamination, but laboratory testing (which is the definitive indicator) did not produce positive results.

在中国体制转轨过程中,市场的发育和非公有制经济的成长同时经历了由小到大、由不规范到比较规范、由不成熟到逐步成熟的过程.非公有制经济的健康发展和壮大越来越需要规范有序的市场环境.非公经济和市场秩序之间有着相互制约、相互推动的互动关系,如何使二者有机结合,非公经济发展较早的乐清"柳市现象"给我们提供了很好的实践.     

对"重典治乱"提高广州市打击刑事犯罪效率和质量的对策思路

当前影响我市打击犯罪质量与效率的因素是转型期社会经济发展和城市建设加快,各种诱发和产生犯罪的负面因素增多,打击犯罪的难度增大;法制工作各有关环节均存在不适应形势要求的情况,影响打击犯罪的力度;公安机关执法整体水平不高、治安控制整体实力不强."重典治乱"是当前社会治安形势的客观要求;提高打击犯罪效率与质量是其关键环节.当前的主要工作思路主动进攻,形成持续"严打"社会声威;快侦快破,提高打击破案时效;最大限度地把警力安排到街面,提高发现抓获现行犯罪的能力.     

Government Hedging: Motivation, Implementation, and Evaluation

This article examines option hedging strategies that enable politicians to manage budgetary risk. While the theoretical risk management arguments are general, the simulation analysis considers the example of oil revenue risk in Texas, and estimates the costs and benefits of an option hedging program. To evaluate government option hedging strategies, the study develops a hedge quotient measure that compares the future value of realized revenues plus net option proceeds to the future value of expected revenue. The average hedge quotient is found to be lower for the option hedging strategy than for the unhedged position, illustrating the cost of an option hedging program. Nevertheless, option hedging effectively manages extreme downside risk and stops large budget deficits from occurring. Politicians may also like option hedging because it preserves the potential of realizing budget surpluses.     

吸收科学发展新理念打造党外干部培训品牌——广西社会主义学院举办党外中青年干部培训班的主要做法和基本经验

广西社会主义学院举办的党外中青年干部培训班以学制长、规格高、学历规范、培训效果好等特点，逐渐成为“党外干部培训品牌”。课题组对党外中青班的培训理念、培训内容、培训机制、培训方式、培训管理、培训经验进行介绍和总结，并针对广西党外中青年干部队伍的现状，提出了科学推进党外中青年干部教育培训工作发展的新思路、新举措，为探索创新党外中青年干部培训的路子提供借鉴。     

中关村科技园区石景山园非公企业党建工作的调查与思考

当前随着非公有制经济迅速发展,非公企业党建工作变得更加重要.为了解相关情况,推进非公经济的党建工作,本课题组对中关村科技园区石景山园进行了专题调研.调研显示,在园区党工委的努力下,园内非公企业党建工作取得了一定成效,但离党组织全面覆盖非公企业、党的活动成为企业不可或缺的组成部分的目标还比较远.课题组提出要从求真务实的原则出发,寻找党建与非公企业共赢的切入点,适时转变工作方式,促进非公企业党建工作的顺利展开.     

Clinically Significant Trauma Symptoms and Behavioral Problems in a Community-based Sample of Children Exposed to Domestic Violence

This study assessed the associations of characteristics of domestic violence incidents with clinically significant levels of traumatic symptoms and behavioral problems in a socio-economically and ethnically mixed sample of 687 children participating in a community-service program for children witnessing violence. Study predictors included child/family demographic characteristics, type and chronicity of exposure, and child’s perceptions of control over the event and threat to personal safety. Outcomes consisted of traumatic symptoms and behavior problems. Results showed that perceived threat and control were associated with greater odds of clinically significant levels of several trauma symptoms (and behavior problems in the case of perceived threat) after adjusting for effects of demographic factors and violence characteristics. Child co-victimization increased odds of reaching clinically significant levels of traumatic symptoms compared to children who witnessed the event but were not victimized. Female sex and White ethnicity increased odds of specific trauma symptoms and behavior problems. Increasing age reduced odds of some trauma symptoms. Associations between predictors and one outcome measure did not generalize across the other outcome measure. Implications of study findings, and directions for future research are discussed.
