A Midwestern state’s child welfare agency contracted with a university to evaluate a 5-year Title IV-E Waiver Demonstration Project. As part of the process study, evaluators employed case study analysis to investigate Waiver knowledge and effects as reported by Regional and Executive Managers across 4 years of the demonstration period. Data from 78 interviews reveal enhanced levels of manager–evaluator rapport and integrated Waiver knowledge across years of data collection. This study highlights the value of middle managers as rich data sources, studying process through qualitative methods in child welfare evaluation, and how consistent relationships can support partnerships over time.  相似文献

This research examined the skills and abilities required of officers to effectively manage situations where the use of force may be required. The research also considered the nature of training required to facilitate the development of these skills/abilities. Seventy Western Australia Police officers participated in focus groups. Identified skills/abilities fell into seven categories: Aware, Assess, Approach, Act, Automatic, Appraise and Adapt. With regard to developing proficiency in these skills, officers emphasised the importance of relevant, applied and dynamic training, debriefing and the use of scenarios/role plays. The research highlights the need to change the scope of annual refresher training from the appropriate and effective application of force to the effective management of situations in which the use of force may be required, in their entirety. Findings also highlight the need to change the focus of training from performance and assessment to continued skill development (i.e. practice and learning).  相似文献

Chinese family enterprises in the United Kingdom have penetrated many different sectors of the economy, including restaurants, wholesaling, retailing, trading, manufacturing, property development, computer services and investment holding. Among the companies in these sectors, those involved in different segments of the food industry, as manufacturers, retailers and wholesalers, reputedly feature characteristics of Chinese culture. A majority of these enterprises, for example, function as family firms. This study explores the assertion that, among companies owned by ethnic minorities, culture strongly influences form of business development. This argument will be assessed through a focus on Chinese food-based enterprises in the UK. Two family-controlled companies, Seven Seas (Frozen Food) Ltd and Dayat Foods Packaging Ltd, were selected as case studies as they are involved in key business components of the Chinese food chain industry. Through an in-depth comparative study of the history and development of these two firms, we consider the argument that Chinese businesses have evolved well because of family ties and their inclusion in mutually-beneficial ethnically-constructed networks. Through these case studies, we provide an alternative perspective to diasporic Chinese business development which brings into question the extensive use of the concept of ethnic enterprise.

Edmund Terence Gomez   is Associate Professor of Political Economy at the Faculty of Economics & Administration, University of Malaya. He has held appointments at the University of Leeds (UK) and Murdoch University (Australia) and served as Visiting Professor at Kobe University, Japan. Between 2005 and 2008, he served as Research Coordinator at the United Nations Research Institute for Social Development (UNRISD), in Geneva, Switzerland. His most recent publications are Politics in Malaysia: The Malay Dimension (Routledge 2007), The State, Development and Identity in Multi-ethnic Countries: Ethnicity, Equity and the Nation (Routledge 2008) and The Chinese in Britain, 1800-Present: Economy, Transnationalism and Identity (Palgrave-Macmillan 2008). Gordon C. K. Cheung   is Lecturer in International Relations of China and Deputy Director of the Centre for Contemporary Chinese Studies at Durham University, United Kingdom. He previously taught at The Chinese University of Hong Kong, and served as Secretary of the Overseas Chinese Studies Foundation, Hong Kong. His research focuses are Chinese international political economy, Chinese business and development and Chinese diaspora. He held various visiting positions at the National University of Singapore, Renmin University in China, University of Oxford and Academic Sinica, Taiwan. He has authored four books and published many articles in leading academic journals. His recent books are China Factors: Political Perspectives and Economic Interactions (New Brunswick, N. Most emerging or re‐emerging infections are vector‐borne or zoonotic and can be disseminated worldwide by infected humans or animals. They are a major public health problem and cause a great impact on economy. Zoonotic outbreaks began to be characterized in the 90s, after the creation of Europol and the FBI. Such investigations are carried by forensic pathologists and other specialists to determine whether an outbreak is natural or deliberate. This review will discuss ten zoonotic outbreaks nonrelated to wars focusing on forensic management. In conclusion, some points should be highlighted in the management of a zoonotic outbreak: (i) its diagnosis and detection by forensic pathologists and the coordination of efforts between other specialists are key factors; (ii) communication guidelines and an efficient healthcare system are crucial for any emergency response; (iii) biosafety of all specialists involved must be guaranteed.  相似文献

ABSTRACT

School climate is increasingly intertwined with efforts to create safe schools and improve social-emotional learning and academic outcomes. While current definitions of school climate implicate the decisions and actions of school staff members, the majority of school climate research focuses on the perspectives of students. This study presents an adapted model of school climate that focuses on the experiences of school staff members, and is one of the first empirical studies to explore a statewide data set of responses from staff members in California public schools. Results suggest that there are meaningful differences in the experiences of school climate for different staff members and that these differences should guide the assessments of school climate and changes to policies and procedures that may influence climate.  相似文献

A pilot Family Justice Observatory for England and Wales is being launched in Spring 2019. Its overarching aim is to address concerns about the limited and uncertain place of empirical evidence in the family justice system. The Observatory will focus on providing intelligence about how the system is working, especially through the accelerated use of electronic population level data on family justice cases. Drawing on collaborative relationships between data providers and users, as well as policy and practice colleagues, the Observatory will improve collective understanding of the needs of children and families and how they are met by the family justice system.  相似文献

Hundreds of violent incidents of anti‐immigrant hate crimes have been recorded in South Africa over the past two decades. Understanding how the public views this issue helps us better understand how it can be resolved. The paper identifies determinants of public attitudes towards anti‐xenophobia strategies. Data from the South African Social Attitudes Survey for the period 2015–2018 were used for this study. Using these data, the link between anti‐immigrant sentiment and lay attributes of anti‐immigrant violence can be mapped. The results show that most citizens externalise the causes of this kind of hate crime and blame the victims (i.e., foreigners) for the conflict. What people believe about the etiology of an intergroup conflict was found to influence their desire for conflict resolution as well as the type of solutions preferred. Victim blaming was found to predict the adoption of prejudicial solutions to anti‐immigrant hate crime (such as the mass expulsion of foreign nationals). If an individual attributed the violence to the internal attributes (e.g., emotional factors or beliefs about foreign nationals) of the perpetrators, they were more likely to adopt progressive solutions (such as education and awareness campaigns).  相似文献
