Abstract: This study examines the issue of local government autonomy through the study of municipal policy-making. After a brief review of the debate over local autonomy, local government policies are grouped into four categories — developmental, allocative, redistributive and constitutional. The evidence examined derives from Ontario during the period from 1968 to 1988. Some increase in autonomy is found in the last three categories but not in that of developmental policy. The fundamental sources of municipal autonomy are found in the politicization of issues at the local level and in the behaviour of the provincial government, which may or may not see benefits to be derived from changes in local autonomy. Sommaire: Cet article étudie la question de l'autonomie des gouvernements locaux à travers leur processus d'élaboration des politiques. Après un bref aperqu du débat entourant l'autonomie locale, les politiques des gouvernements locaux sont groupées en quatre grandes catégories — développement, attribution, redistribution et constitution. Les données utilisées sont tirées de l'expérience de l'Ontario de 1968 à 1988. Elles permettent de constater une amélioration de l'autonomie dans les trois dernières catégories, mais pas dans celle de la politique de développement. To test the proposition that attorneys in divorce may be classified into distinctive types, 46 members of the Family Law Section of the New Jersey State Bar Association completed a 61 item Lawyer Role Questionnaire (LRQ). The LRQ assessed attitudes regarding goals of and obstacles to a constructive settlement, sources of professional satisfaction, usefulness of mental health professionals, and general attitudes towards divorce and divorce clients. The modal responses on the LRQ portrayed the attorney as a fair, but tough-minded professional, primarily concerned with the welfare of children and ensuring equity. Factor analysis identified four principal attitudinal components of the LRQ: aPsychological factor, anAdvocacy factor, aSocial Work factor, and aClient as Problem factor. Hierachial cluster analysis utilizing the mean factor scores yielded two highly distinguishable attorney subgroups:Counselors (n=24), oriented to psychological and interpersonal issues and disinclined towards the use of adversarial tactics, andAdvocates (n=22), with the reverse orientation. Two subclusters of these main groups were also identified:Gladiators (n=4), with a strongly combatative stance and a highly negative attitude toward the client, andJourneymen (n=10), best characterized by their lack of enthusiasm for any of the dimensions popular with the other types. The results correspond well to the previous, but scanty, literature on lawyer dispositions. The movement toward democratic political systems in many nations in the 1980s has renewed interest in measurement of political
democracy. This paper calls attention to the problems that surround both the definition and measurement of political democracy.
The main conceptual problems are the failure to develop an adequate theoretical definition of this concept, the confounding
of the concept with others, and treating democracy as a binary rather than a continuous concept. Four problems of measurement
are: invalid indicators, subjective indicators, ordinal or dichotomous measures, and the failure to test reliability or validity.
The paper offers several suggestions to improve measurement as well as a warning about the danger of repeating past errors.
