Leadership and the Transformation of a Major Institution: Charles Rossotti and the Internal Revenue Service

Charles Rossotti took the helm at the Internal Revenue Service in 1997 amid complaints of abuse of both IRS workers and taxpayers. Did he succeed at improving the agency’s image without sacrificing its principal mission to enforce the tax code fairly and effectively? This retrospective on Rossotti’s five‐year tenure suggests that he, his leadership team, and teams of IRS employees managed effective changes that substantially improved services to taxpayers and the administration of a beleaguered revenue‐collection system. His leadership offers valuable lessons and insights for administrators in all settings. Are there invaluable lessons that public administrators might learn from Rossotti’s management strategy?

THE IMPACT OF GLOBALIZATION ON SAUDI MALE MILLENNIALS’ IDENTITY NARRATIVES

The term globalization, encompassing politico-economic and socio-cultural aspects, is widely used to describe the results of rapid modernization on Saudi Arabia in an era of rapid societal transformation. Whilst the outward signs of increased globalization in the Kingdom are highly visible, the underlying effects particularly in terms of the politico-economic and socio-cultural less so. Indeed, globalization is often characterized as inevitable or unstoppable. Yet, in a ‘globalized’ Saudi Arabia the impact of globalization is not always perceived as being positive, in particular its impact on notions of individual, national or Islamic identities. Research conducted for this article demonstrates that young Saudi men identify clearly both positive and negative effects of globalization on identity narratives, whether individual, national or Islamic. Indeed, the issue of how young Saudi men negotiate their identity in light of increased globalization raises important questions regarding the consequences of increased globalization on young Saudi men's sense of their own identity, and by extension the government's promotion of an officially sanctioned Saudi national identity, in an era of rapid societal transformation.     

Transnational Radicalization,Diaspora Groups,and Within-group Sentiment Pools: Young Tamil and Somali Canadians on the LTTE and al Shabaab

ABSTRACT

In recent years, the Tamil and Somali diasporas have come under intense scrutiny by the media and national security agencies in Canada. This is due to concerns that members of both communities may hold political grievances associated with their respective homelands that could be acted upon by joining or supporting transnational terrorist groups. Drawing on 168 in-depth interviews with youth and young adults in Toronto’s Tamil and Somali diasporas, we provide a comparative analysis of the varying ways that existing sentiment pools can operate to mobilize broad-levels of support for, or vilification of, the framing strategies of the LTTE and al Shabaab, respectively. Our findings show that frames that portray the LTTE in a positive light resonate deeply with the young Tamil-Canadians we interviewed, characterizing a “narrative fidelity” between these frames and the existing sentiment pool. By contrast, there exists considerable disconnect between the framing strategies of al Shabaab, their supporters, and existing sentiment within the Somali diaspora – a divide that illustrates the notion of “framing failure”. We conclude with a discussion of the dynamic nature and inherent malleability of group-level sentiment pools, and highlight why this may be important from a national security standpoint.
