The idea that the city belongs to all individuals inhabiting the urban space is grounded in the Universal Declaration of Human Rights and the New Urban Agenda, and it is referred to as “right to the city” or “rights in the city.” This article discusses how human rights relate to the city and its inhabitants, examines the meaning of the right to the city and human rights in the city in today’s urban environment, and deliberates how to transform cities into spaces that reflect fundamental human rights principles. By looking at the situation of marginalized groups in cities, the article focuses on the questions of how to build inclusive, fair, and accessible cities and how to eliminate inequalities seen in urban communities. Because technology is often cited as one way to foster integration of marginalized communities, special attention will be given to the smart city and the opportunities and challenges presented by information and communication technologies (ICTs) for human rights, accessibility, and inclusion. Using the case of persons with disabilities as an illustration, the article argues that urban development needs to be fundamentally transformed to live up to human rights standards. Only a multi-stakeholder urban design process will produce truly inclusive urban spaces that fulfill the right to the city.  相似文献

ABSTRACT

Over recent decades, the institutions of political leadership have been criticised for being caught up in outdated designs that are not adapting to societal changes. In many western countries, this diagnosis has spurred design reforms aimed at strengthening political leadership at the local level. Based on a study of reforms in Norwegian and Danish municipalities, this article first develops a typology of reforms aimed at strengthening local political leadership. Leadership reforms are categorised into four types aimed at strengthening Executive, Collective, Collaborative, or Distributive political leadership. The typology is used to map the prevalence of the different types of reforms in the two countries. The results show that design reforms as such are more widespread in Danish than in Norwegian municipalities. In particular, reforms aimed at strengthening Distributive political leadership are used more extensively in Denmark than in Norway. The article discusses the contextual differences that may explain this variation.  相似文献

This article argues that global trends are creating unprecedented opportunities for civic action at local, national and international levels. Three interconnected trends are identified: economic and cultural globalization, and the inequality and insecurity they breed; the increasing complexity of humanitarian action in response to ethnic conflict and intrastate violence; and the reform of international co‐operation to deal with the problems these trends create. In response, new forms of solidarity are emerging between citizens and authorities at different levels of the world system. It is these new relationships—expressed through partnerships, alliances and other forms of co‐operation—that provide the framework for NGO interventions, but they also require major changes in NGOs themselves. Chief among these changes are a move from ‘development‐as‐delivery’ to ‘development‐as‐leverage’; new relationships with corporations, elements of states, the military, international institutions and other groups in civil society; and new skills and capacities to mediate these linkages. A workshop was convened in February 2008 to identify the role of civil-society organisations (CSOs) in the post-Paris Declaration aid agenda, prior to the High-Level Forum to review progress towards achieving aid harmonisation that was held in Accra in September 2008. The article presents concerns about the focus on the mechanisms rather than the purpose or impacts of aid; the ways in which donors force through their own agendas; and the continuing gap between rhetoric and practice on issues such as gender equity and local ownership.  相似文献

This article begins via an exploration of Jean Baudrillard's provocative claim that we dreamed of the ‘events of 9/11’ prior to their occurrence. Baudrillard's particular quote is introduced to raise questions about the politics of knowing and un-knowing in International Relations, with specific reference to risk and the “war on terror”. Building on postcolonial scholarship, this article points to the limits of contemporary approaches to risk and offers an alternative methodological approach – one it argues better identifies the power relations that structure the daily forms of knowing and un-knowing that give meaning to and invigorate articulations of risk.  相似文献
