Most theories of legislative behaviour explain the behaviour of MPs through electoral incentives. However, they fail to explain variation in parliamentary activity when individual electoral incentives are largely absent. This article studies MPs’ activity in such a parliament: the Dutch Tweede Kamer. It examines four clusters of incentives that may drive parliamentarians to be active. Party and committee environments provide the best explanation for the level of activity of individual MPs. Reselection and promotion prospects explain MPs’ behaviour, but only under more particular specifications. Re-election prospects were not found to affect activity levels.  相似文献

In this contribution we demonstrate how the usage of panel data offers possibilities for testing new hypotheses in a research tradition with a long history in political science. Focusing on citizens’ transitions in and out of voluntary associations, we tested four possible explanations for the well-documented correlation between civic engagement and political socialization. Two are due to self-selection effects (pools of democracy), and two are due to socialization effects (schools of democracy). Our analyses offer little support for the idea of voluntary associations playing a major role in political socialization processes: our latent growth curve models showed no or very little increase of political discussion, interest, efficacy, and action among those who became actively involved in voluntary associations. In contrast, we found convincing evidence for our pools-of-democracy hypotheses, and the self-selection turns out to be a double-edged sword: politically engaged citizens are more likely to join voluntary associations and less likely to leave them. These findings challenge the conclusions of many studies based on cross-sectional data.  相似文献

Are people willing to give up affordable healthcare and future years of their lives in exchange for having a voice in healthcare decision-making? Drawing upon research on the psychology of justice, we claim that the fairness of healthcare decision-making procedures, expressed by the availability of voice, can be more important than critical health-related outcomes. We examined this proposition using a forced-choice paradigm that required participants to choose between voice and better healthcare outcomes (affordable healthcare and greater life expectancy). Findings from three studies revealed that people maintain a strong preference for voice even at the expense of tangible healthcare outcomes. In study 1, participants preferred a healthcare plan that offered them a voice when it was $3,000–$12,000 more costly than a plan that did not offer such voice privileges. In study 2, participants preferred a voice plan to a no-voice plan when the no-voice plan was 5–20 years greater in its average life expectancy compared with the voice plan. In study 3, which used a more demographically diverse, non-student sample, the preference for the voice plan persisted across all conditions, even when the no-voice plan was 25 years greater in its life expectancy, and even when participants’ expected to personally live longer under the no-voice plan. These results are explained by participants’ expectation to enjoy better personal healthcare outcomes and greater autonomy when afforded voice. These findings demonstrate the importance of voice in hypothetical decision-making relevant to policy-making.  相似文献

There is hardly anybody in Belgium who publicly defends the continued deployment of US tactical nuclear weapons on Belgian territory. The longer these weapons stay, the more the existing nuclear weapons policy and by extension North Atlantic Treaty Organization itself will be regarded as illegitimate. While one should not expect massive demonstrations similar to that at the beginning of the 1980s, the pressure to protest increases. By describing the different societal and political actors in Belgium and their respective views on the possible withdrawal of US tactical nuclear weapons, this article tries to explain the gap between policymakers and citizens on this issue. The main explanatory variables are a low-profile diplomatic culture and the lack of a strong link between the anti-nuclear movement and the political parties in power, resulting in the absence of political leaders at the governmental level, who clearly speak out in favor of withdrawal.  相似文献

The theme in this article is managerial or administrative changes in municipalities seen from the perceptions of citizens. It is asked what characterize these changes, whether they are showing an interrelated and hybrid pattern, and whether the perceptions are varying depending on individual demographic characteristics or contextual factors related to their communities and the country they are living in. The data used are from surveys in Japan and Norway in 2015–2016. The main results indicate that the change or reform measures are indeed interrelated and hybrid. They do not vary much related to individual characteristics, except for political attitudes but more so related to the size of their municipalities, year of local residency, and local political activities. Japan and Norway have also marked different profiles regarding the main perceptions of the citizens, reflecting major structural and cultural differences.  相似文献

In Sweden, unmarried women and widows had a long historical tradition of involvement in the retail trades and in handicrafts. They supervised enterprises between the death of their husbands and another male heir, and poor women had the right to become hawkers or innkeepers. During the second half of the nineteenth century, the number of unmarried women increased, and the authorities wanted to open new trades in which women could earn their own living and not become an economic burden on local government. Given these new possibilities, women developed several different strategies, which can be seen in the three Swedish towns of Sundsvall, Härnösand, and Umeå when their business history of the later part of the nineteenth century is examined. Women's business involvements exhibit the older patterns of family survival, but now add motives having to do with status maintenance and emancipation.  相似文献
