Issue definition: the neglected foundation of effective issue management

Many issue management models proceed from issue scanning and identification directly to determining an objective, with insufficient attention to the important element of formally defining the issue. Proper definition is a vital foundation for effective issue management, and comprises a sound understanding of the issue itself, choosing exactly the right words to best position the issue and securing agreement on the definition. It also requires a full appreciation of the techniques used by other parties to try to redefine the issue to their competing agenda, and this paper identifies and categorises three such techniques. Selling Sustainable Development and Shortchanging Social Ecology in Costa Rican Forest Policy

Costa Ricans have worked hard to weave the norms and principles of sustainable development into their nation's environmental policies, especially with respect to natural renewable resources, such as the forest. As a result, the nation is known as a leader in innovative environmental initiatives. But sustainable development is a complex, evolving concept. This paper analyzes how the emphasis on biodiversity conservation during the 1990s and early 2000s has, rhetoric notwithstanding, neglected the social equality, or livelihood, component of sustainable development. This trend stands in sharp contrast to earlier periods, when decisionmakers crafted policies and institutions that supported social ecology. The article concludes with a few observations on building political will to revive the grassroots development component of sustainable development.

Integrative and Distributive Bargaining Situations in the European Union: What Difference Does It Make?

Despite the distinction made between integrative and distributive bargaining situations in European studies literature, few studies have focused specifically on how these two situations differ. This article attempts to close this gap by examining two key bargaining situations involving fisheries that led to the Europeanization of this policy field. The integrative bargaining situation dealt with the negotiations about the structural policy and common organization of the market for fish products. In contrast, the distributive bargaining case focused on the protracted negotiations over resource conservation and management policies. The article focuses primarily on how the unanimity decision rule may affect negotiation patterns in the European Union and on how the specific type of bargaining situation affects policy outcomes. The thesis is that different bargaining tools are used to reach an agreement.
