Indexing civil commitment in psychiatric emergency rooms.

A reliable prototype index, Three Ratings of Involuntary Admissibility (TRIAD), was developed to reflect the way psychiatric emergency room clinicians apply legal criteria for involuntary commitment. The interrater reliability coefficients--Pearson's r--of the TRIAD system for rating patients are 0.94, danger-to-self score; 0.89, danger-to-other score; 0.77, grave-disability score; and 0.89, total-admissibility score. TRIAD scores accounted for 82 percent of 89 disposition decisions in two metropolitan county hospital psychiatric emergency rooms. Study results indicate that (1) psychiatric emergency room clinicians shared constructs of danger to self, danger to others, and grave disability; (2) these constructs are reliably applied in actual cases; (3) TRIAD is a valid reflection of these constructs; and (4) case disposition is predictable from the severity of the patient's status with regard to these criteria.

Political Culture, Political System Characteristics, and Public Policies Among the American States

Daniel Elazar's typology of political culture is updated forall states for 1980 using religious affiliation data. On average,the political culture indices do not vary much from simitarmeasures constructed for 1906–1936. The effects of politicalculture on state politics and policy are tested in two ways:(1) by calculating partial correlation coefficients for tendependent variables holding four environmental variables constant(affluence, industrialization, fertility, and liberal politicalideology), and (2) by estimating regression equations withintwo categories of political culture (individualistic and traditionalistic)to gauge the indirect or contextual effects of culture. Thepartial correlation analysis yields the expected outcome—moralisticstates have more interparty competition, higher voter turnout,more policy-relevant parties, and more liberal and innovativepolicies; traditionalistic states show the opposite result.The attempt to assess the contextual effects of political cultureproves less satisfactory. No such effects appear for about halfthe dependent variables, and the contextual effects that arefound correspond only in part to expectations.     

Procurement policy: The missing element in financial management education

This study emphasizes the need to include purchasing, or procurement, as a topic in the graduate-level public administration curriculum. It notes the absence of purchasing research in mainstream public administration journals and in leading public financial management textbooks. The study also reports the results of a survey mailed to the purchasing directors of the 46 largest U.S. counties outside Florida. The survey was designed to familiarize academians and practitioners with various administrative, legal, structural, and procedural dimensions of county procurement policies. Areas of greatest deficiency are those dealing with protest and appeals procedures and contract monitoring, and to a lesser extent procedures for declaring an emergency, entering into intergovernmental purchasing agreements, and contracting with minority businesses. The most comprehensively-covered elements are those delineating award authority, small purchase authority, methods of soliciting bids, definitions of emergencies and professional services, and procedures for contracting professional services.     

Does victimization reduce self-control? A longitudinal analysis

Purpose

To examine the effect of victimization on self-control.

Method

Five waves of data from the GREAT survey are analyzed; the effect of prior victimization on subsequent self-control is estimated using the dynamic panel generalized-method of moments.

Results

Victimization reduces subsequent self-control in the near term.

Conclusions

The findings point to another source of low self-control, help to explain why prior victimization is linked to subsequent victimization, and provide support for general strain theory - which predicts that strains such as victimization will reduce self-control.     

Homeland Security Preparedness: The Rebirth of Regionalism

The homeland security mission has placed many new demands onthe U.S. system of federalism. The successful implementationof homeland security policy requires cooperation among all levelsof government—federal, state, and local. Regionalism offersa powerful tool for encouraging greater intergovernmental cooperationand improved homeland security preparedness. We assess the impactof regionalism on intergovernmental cooperation and the implementationof the homeland security mission in Florida, an early proponentof the regional approach. From a regional perspective, we evaluatehow intergovernmental complexity, the quality and quantity ofintergovernmental networks, and security vulnerabilities contributeto perceived improvements in intergovernmental cooperation andhomeland security preparedness. The results of a 2004 mail surveyof city and county officials suggest that regional organizationalstructures are most effective in promoting intergovernmentalcooperation and preparedness where the intergovernmental landscapeis the most complex and where security vulnerabilities are themost intense.
