Sodium, potassium, magnesium and calcium salts of gamma-hydroxybutyrate have been synthesised from gamma-butyrolactone and the corresponding group 1 or 2 hydroxide. Although the group 2 salts are non-hygroscopic, FT-IR spectroscopy and elemental analysis revealed them to be hydrated. X-ray powder diffraction was found to be a quick, non-destructive method of discriminating between the four salts. The Smith and the chlorophenol red/modified Schweppes reagent presumptive colour tests gave positive results regardless of the salt tested. Microcrystalline tests for NaGHB were in accordance with previous literature reports, but results for the other three salts were not reliable.  相似文献

To many scholars, the Bush administration's ability to convince a majority of the public to favor war with Iraq represents a dangerous failure of the marketplace of ideas. A healthy marketplace, they argue, would have produced a more robust debate over the administration's justifications for war, revealing their weakness. In this paper I argue that these scholars have based their arguments on a poorly specified model of the marketplace of ideas and that Iraq does not represent a failure of the marketplace. Contrary to conventional wisdom, the strength of the marketplace lies not in its ability to move the nation toward truth via debate and deliberation, but in its tendency to divide the public into countervailing factions based on competing sets of values and competing frames of the issues at hand. I develop this argument first by elaborating a model of the “marketplace of values” and redefining threat inflation as a process of efforts to frame security issues for the public. I test my model first against public opinion data regarding American threat perceptions and then use it to explain the Bush administration's successes and failures in building and maintaining public support for the war in Iraq.  相似文献

Federal health-care funding has long been a source of policy debate in this country, a situation exacerbated recently by the COVID-19 pandemic and the premiers' calls for a large expansion of the Canada Health Transfer. In this article, we explore four potential pathways policy-makers might consider in order to improve federal health-care funding. These potential pathways should allow policy-makers to consider how to adapt to changing circumstances while addressing citizens' concerns and the demands of provincial/territorial governments. We do not support one or another of these policy pathways. Instead, we explain what they are and what impact they could have.  相似文献

Defendants accused of inflicting fatal abdominal injuries to children occasionally raise the defense that the injuries were caused by cardiopulmonary resuscitation (CPR). The purpose of this study is to answer the question: Does closed chest CPR result in fatal blunt abdominal injuries that can be mistaken for homicidal assault? To that end, a retrospective study was conducted of all homicidal blunt abdominal injuries in children 10 years and younger from the Dade, Broward, and Palm Beach Medical Examiner's Offices from 1981 through 1997. These were compared to cases of children who died of natural causes during the same time period in Broward County who had CPR (control group 1) and to children who died of nonvehicular accidental blunt abdominal trauma (control group 2). Children with life-threatening head injuries were excluded. Medical examiner records, autopsy reports, documenting photographs, and clinical records were reviewed. The data analyzed included subject demographics, whether CPR was performed and by whom, and autopsy findings. Thirty-three child homicides with fatal abdominal injuries were reviewed. Twenty-four (73%) of the homicides received CPR. There was no difference in the nature and severity of injuries between the 24 children who received CPR and the 9 who did not. Three hundred and twenty-four cases of pediatric natural deaths were reviewed, all of which had CPR. No traumatic abdominal injuries were found in any of the children who died of natural causes. Only four children who died of natural causes had evidence of extraabdominal trauma related to CPR. No cases of nonvehicular accidental blunt abdominal trauma were identified during the 17-year period, although there were nonvehicular accidental fatalities due to extraabdominal injuries. The likelihood of CPR-related primary abdominal trauma in child homicides is very low.  相似文献

Conclusion The data-gathering and crime analysis part of the Task Force programme (while not yet completed) has generated some useful information about burglary in Cambridge which might inform a crime prevention strategy. The research has shown that residential burglary is not evenly distributed across Cambridge, but tends to be clustered in the northwest of the City. It has also shown that even in these high-burglary areas there are hot spots and cold spots of crime. These hot spots account for a relatively large proportion of all burglary.One factor contributing to the high burglary counts in the hot spot area is the high number of repeat burglaries, with as many as 35 percent of all burglaries recorded in the area being one of a repeat series of burglaries. Another factor which might have contributed to the high burglary counts was the abundance of access and escape routes of the kind identified in the environmental survey. Perhaps the most important factor which explains the high number of burglaries was the closeness of the area to the place of residence of known offenders. The hot spot site thus provides a local source of easy and rewarding opportunities for offenders who live in these areas.In the second stage of its work, the Cambridge Burglary Task Force will collate the information that has been collected in the first stage and devise appropriate intervention strategies. We aim to continue to monitor crime and criminals in the area and to evaluate the effectiveness the programmes implemented.  相似文献
