Abstract

This paper investigates questions surrounding a purported plan (believed to have been interrupted and not resumed after Stalin’s death in March 1953) for the mass deportation of 2 million Soviet Jews from the European part of the country to desolate areas of Siberia, Kazakhstan, and the Arctic North. More specifically, it asks: (1) Was there such a plan, orchestrated by Stalin? (2) Were preparations undertaken to implement the plan, particularly the compilation of lists of potential Jewish deportees, assembly of cattle car echelons for their transportation, and construction of barracks at destinations? The author begins by briefly tracing the history of Stalin’s anti-Semitic campaign after World War II, summarizing the liquidation of the Jewish Anti-Fascist Committee and the Doctors’ Plot in light of the mounting anti-Semitic campaign in the country, which reached alarming proportions during the “seven-week” period prior to Stalin’s last days. In addition to an in-depth review of Russian-language sources, the paper also is based on contacts with authors and observers with access to state archives and a private archival collection. The latter, still in a state of relative disorganization, could become a link to resolving the question of whether the plan and preparations for the anticipated mass deportation had taken place.  相似文献

In the last 25 years, many cities and counties, as well as a few states, have adopted policies that prohibit discrimination based on sexual orientation in private or public employment. These policies may increase earnings for gays and lesbians by decreasing discrimination in hiring, firing, promotion, or pay. This study uses data from the 1990 U.S. census to estimate the effects of these policies on individual earnings and household income. The results suggest that the policies have been adopted in places with higher earnings and that same-sex couples are more likely to live in areas that have adopted policies. However, after controlling for individual and location characteristics, the results show no evidence of a direct effect of antidiscrimination policies on average earnings or income for members of same-sex couples. Antidiscrimination policies may be more important both for a small number of individuals and as symbols of full citizenship and legitimacy for gays and lesbians.  相似文献

The existence of “tipping points” in human–environmental systems at multiple scales—such as abrupt negative changes in coral reef ecosystems, “runaway” climate change, and interacting nonlinear “planetary boundaries”—is often viewed as a substantial challenge for governance due to their inherent uncertainty, potential for rapid and large system change, and possible cascading effects on human well-being. Despite an increased scholarly and policy interest in the dynamics of these perceived “tipping points,” institutional and governance scholars have yet to make progress on how to analyze in which ways state and non-state actors attempt to anticipate, respond, and prevent the transgression of “tipping points” at large scales. In this article, we use three cases of global network responses to what we denote as global change-induced “tipping points”—ocean acidification, fisheries collapse, and infectious disease outbreaks. Based on the commonalities in several research streams, we develop four working propositions: information processing and early warning, multilevel and multinetwork responses, diversity in response capacity, and the balance between efficiency and legitimacy. We conclude by proposing a simple framework for the analysis of the interplay between perceived global change-induced “tipping points,” global networks, and international institutions.  相似文献

ABSTRACT

This paper criticizes Axel Honneth’s Idea of Socialism from a post-Marxist but nevertheless Marxian perspective. It focuses on the importance of particular political subjectivities for bringing about emancipatory transformations. Honneth’s decoupling of his revived conception of socialism from any kind of partisan subjectivity is not only overhasty. It also loses sight of the emergence of socialism as an idea in a proper Hegelian sense. Whilst Honneth contradictorily assumes that contemporary ethical life is already infused with a comprehensive normativity of social freedom that points towards its further realization, such a tendency of normative and social universality has been largely eliminated by the regressions of neoliberal hegemony. In this historical situation, the becoming-hegemonic of social freedom depends on the polemical initiative of those kinds of political subjectivities which are theoretically excluded from Honneth’s conception of socialism.  相似文献

This article examines contemporary uses of terrorism in Colombia. Combining an historical analysis with the most complete database available on political violence, we illustrate how terrorism in Colombia constitutes a specific strategy that can be distinguished from other manifestations of violence. We argue that Colombia's non-state armed groups have turned terrorism into a pivotal element of their repertoires of action. These parties have not only increased their reliance on this strategy and introduced more refined forms such as de-territorialized terrorism, but also have specialized in particular terrorist attacks that suit their general objectives. While paramilitary groups rely mostly on massacres and forced disappearance, guerrillas concentrate on agitational terrorism including kidnappings and indiscriminate bombings.  相似文献

This paper presents a theory that predicts under what circumstances self-interested politicians ‘bureaucratise’ their administrations, in the sense that they delegate the powers to hire, fire and promote public employees to autonomous bodies (like civil service commissions). The main testable proposition is that, in polities with a higher concentration of powers, politicians will bureaucratise their administrations to overcome time inconsistency problems in their relationships with public employees. This prediction is tested with data drawn from US municipalities, where two main types of local governments co-exist: mayor-council and council-manager. Results show that municipal governments with a higher concentration of powers (i.e. mayor-council) tend to have more bureaucratised administrations.  相似文献

The National Association of Medical Examiners accredits medical examiner and coroner offices. Approximately 60 offices were fully or provisionally accredited as of late 2011, and these offices serve one‐quarter of the U.S. population. The calculated average population served was 1.6M but ranged from 0.3 to 10.5M. The calculated mean death rate was 794 deaths/100K population, and the mean homicide rate was 7.2 homicides/100K population. The calculated mean budget was $4.35M, but budgets ranged from $0.67 to $26.8M. The calculated mean budget/capita was $3.02 but ranged from $0.62 to $10.22. The average size of the facility was under 30,000 sq. ft. The calculated average staffing was found to include five forensic pathologists, four and a half autopsy technicians, and nine investigators. The mean forensic pathologists/1M population was 3.7. Calculated workload indices included 222 autopsies/pathologist and an autopsy rate of 77.6/100K population. These results show that offices of every size can achieve accreditation.  相似文献
