This article serves as a tool to set the scene in this special issue on the manner in which the European Union (EU) engages transnational policy networks (TPNs). It paints a canvas of the main themes to be treated in articles that span a variety of thematic areas. Six main lines of inquiry are developed to better feed into the various themes covered by the specific articles. The lines of inquiry used include modalities or ways in which the EU influences TPNs around the world, TPNs’ influence of policy and decision-making within the EU, conditions under which engagement between the EU and TPNs can be considered successful, the identity and location of the TPNs, and the utility or otherwise of an EU strategy to weaken or strengthen engagement with TPNs. 相似文献

‘Neighbourhood’ is a long standing concept in local governance which was re-energised as part of the post-1997 New Labour policy paradigm. This paper builds on the work of Lowndes and Sullivan which identified four distinct rationales for neighbourhood working – civic, social, political and economic. The utility of the framework is explored through primary research in Manchester, UK. The research shows that different rationales are held by actors at different locations within the complex system of multi-level governance within which neighbourhood policy is made and implemented. Neighbourhood approaches to urban regeneration exist within a congested governance environment. In Manchester, regeneration has been strongly driven by the self-styled ‘Team Manchester’ who have provided an urban entrepreneurial vision for change in the city. Significantly, however, interventions at the neighbourhood level have shown potential for creating opportunities for citizen and community dissent and empowerment not subsumed with the narrative of the entrepreneurial city. Lowndes and Sullivan's framework provides important analytical building blocks and illuminating tools for understanding neighbourhood approaches. Abstract Gang affiliation, aggression, and violent offending were examined in case files of 390 youth offenders aged between 16 and 18 years. Results indicated that youth offenders who were gang members and those who were not gang members but exposed to friends in gangs had a significantly higher likelihood of violent offending compared with a reference group of youth offenders who had neither gang affiliation nor friends in gangs. Additionally, youth offenders who had friends in gangs but were themselves not gang members had a lower likelihood of violent offending than youth offenders who were gang members. Finally, results showed that a history of aggressive behavior was significantly associated with violent offending. Implications such as the need to address the influence of delinquent peers and need to address the management of anger and aggression in youths will be discussed. This article analyses the impact of widowhood upon women in early modern urban society in Holland. Widows were able to maintain their households and to minimize the discontinuity with their lives when married. A remarkably egalitarian inheritance and marital property law, access to a broad range of occupations, a privileged status, an extended poor relief system, institutionalised mutual assistance and new forms of financial provisions for widows enabled widows to survive after the loss of an adult male breadwinner. However, legal rights, social provisions and economic opportunities available to women in the Dutch Golden Age and thereafter, could not prevent social polarization after women lost their spouse. 相似文献

The lack of an articulated model of parenting competence and the limited use of empirically based assessment procedures is a weakness of current parenting capacity assessment protocols. The current article attempts to address this issue through the application of attachment theory and research in assessing one of the most critical components of parenting capacity assessments: the parent–child relationship. In contrasting UN with EU democracy promotion discourses, the article contributes to the debate on the substance of EU democracy promotion by approaching the question of ‘democratic substance’ from the vantage point of sovereignty. For its analytical framing, it draws on relevant aspects of Foucault's work on power. The article suggests that, due to their diverging obligations to sovereignty, the substance of democracy promotion in UN discourses revolves around an institutional-centric understanding, whereas in EU discourses we see a significant reconceptualization of democracy as a norms-based concept. The latter does not aim at the government of society but the ethical self-governance of socially embedded individuals. It is argued that, with the decreasing purchase of democracy as a universal political project and the growing concern with local contexts, the EU's norms-based conception emerges as better equipped to adapt to contemporary challenges of governing. The article concludes with raising some doubts about the democratic promise and potential of the democratic rationality underpinning EU discourses. Democracy, participation and political change are no longer conceived in terms of shaping and influencing public agenda but refer to socially shaping and influencing subjective perceptions and behaviours. 相似文献
