Since the 1990s, emerging economies such as Brazil, India, and China have adopted transparency-enhancing public procurement regulations in line with international norms. Yet they have hesitated to join the World Trade Organization's legally binding Government Procurement Agreement (GPA). Based on the Special Issue framework, this article scrutinizes the underlying domestic and international determinants, and how they influence emerging countries’ positions in two overlapping international procurement regimes. In particular, reform-oriented state actors, societal pressure, and lesson-drawing from international templates have induced a strengthening of domestic procurement institutions and turned emerging countries into “promoters” of the international transparency regime. Conversely, the rising powers have remained, to varying degrees, reluctant “spoilers” of the GPA-based market access regime in order to keep policy space and use procurement for domestic development objectives. The article suggests that this regulatory-developmental layering of rule-based governance and interventionist ambitions characterizes the variegated regulatory state in emerging countries.  相似文献

ABSTRACT

This article examines Western Balkans/EU bordering and debordering practices through a borderscape method in the context of the geopolitical positionality and (de)institutionalization of migrant housing in Serbia. From this perspective, a new ‘border variation’ can be seen emerging after the securitarian turn, transforming the external borderscape of the EU into a space of circular movement. The article sheds light on discourses, practices and places that constitute these spaces of circular movement within the EU external borderscape. In particular, the Western Balkans borderscape is investigated with reference to Serbian migrant housingscapes emerging at the intersection of state-run camps and migrant collective self-organized squatted housing. The focus on migrant housingscapes points to the interconnectedness of camps and squats in the process of facilitating circular movement by the state, the production of mobile commons as a debordering practice, and the production of visual representations of the external border as stabilized ‘scape’ for the EU.  相似文献

Two main myths constitute the founding basis of popular Polish ethnic nationalism: first, that Poland-Lithuania was an early Poland, and second, that the partitioning powers at all times unwaveringly pursued policies of Germanization and Russification. In the former case, the myth appropriates a common past today shared by Belarus, Latvia, Lithuania, Poland, and Ukraine. In the latter case, Polonization is written out of the picture entirely, as also are variations and changes in the polices of Germanization and Russification. Taken together, the two myths to a large degree obscure (and even falsify) the past, making comprehension of it difficult, if not impossible. This article seeks to disentangle the knots of anachronisms that underlie the Polish national master narrative, in order to present a clearer picture of the interplay between the policies of Germanization, Polonization, and Russification as they unfolded in the lands of the partitioned Poland-Lithuania during the long nineteenth century.  相似文献

A political scientist and an anthropologist combine methodologies and perspectives from their respective fields to re-examine the relationship between refugee populations and support for radical political options in the Republic of Serbia. The results of their research challenge the stereotype of a homogeneously radicalised refugee electorate and instead suggest that the Serbian Radical Party garners support only in those areas where highly concentrated populations of refugees from Croatia have created an ideal mix of socio-culture characteristics and alienation from the domicile population to raise support for the Radicals from voters in the refugee and domicile populations.  相似文献

The principle of self-government is essentially a new phenomena in the Czech Republic. Under the previous regime, almost everything was ruled by the central government. At the present time, the major constraint to local budget reform is primarily from the local authorities’ lack of experience. While on one hand, this gives the Czech Republic a challenge to avoid some of the mistakes made in several developed countries, it is, on the other hand, difficult to make estimates of the possible responses to any change. Next to the lack of experience, there is a strong feeling both at the local and the central levels of government that the self-government bodies should have almost no regulation from the central government. The current opinion is that their control should be left only to the respective electorate. There is also the belief that self-government units should become increasing financed by tax revenues derived from within their own area. An additional complication is the lack of common non-governmental institutions (different associations and others) which usually smooth the the relationship between local and central governments. The changes in the Czech Republic are not yet complete. After the changes in the legal framework, the complete reform of the tax and social systems were to follow. While the essentials of tax reform were introduced in January 1993, the changes in the social systems are still under consideration. In spite of the relatively short history of having true local authorities functioning in the Czech Republic, the establishment of an additional level of government is being proposed. This issue is reopening some already closed matters and will bring a change to the whole system. As in many other countries, the division of responsibilities between different levels of government will probably continue to be discussed until the end of time.  相似文献

This paper addresses the question of whether microfinance and conditional cash transfers can be effective in alleviating poverty in the Latin American region, and provides a comprehensive assessment of each of these programmes using data and evaluation reports from 19 countries in the Latin American region, analysed in the context of six operational and impact criteria. The research shows that microfinance may be better suited for those living on US$2 per day or higher, while conditional cash transfers may be more beneficial for those living in extreme poverty. Neither programme offers a ‘magic bullet’ solution for poverty eradication, but they can provide positive outcomes when prescribed in combination.

Une analyse comparative du microfinancement et des transferts conditionnels d'argent en Amérique latine

Ce document se penche sur la question de savoir si le microfinancement et les transferts conditionnels d'argent peuvent être efficaces au moment d'atténuer la pauvreté et il fournit une évaluation complète de chaque programme, en utilisant des données et des rapports d'évaluation provenant de dix-neuf pays de la région, analysés dans le contexte de six critères opérationnels et relatifs à l'impact. D'après les résultats des recherches, il est possible que le microfinancement convienne mieux à ceux qui vivent avec 2 dollars EU par jour ou plus, tandis que les transferts conditionnels d'argent pourraient profiter davantage à ceux qui vivent dans des conditions de pauvreté extrême. Aucun de ces deux types de programmes ne fournit une solution « balle magique » pour l'éradication de la pauvreté, mais ils peuvent donner des résultats positifs lorsqu'ils sont prescrits en tandem.

Uma análise comparativa de microfinanças e transferências condicionais de dinheiro na América Latina

Este artigo busca examinar se as microfinanças e as transferências condicionais de dinheiro podem ser eficientes para aliviar a pobreza e oferece uma avaliação abrangente de cada programa utilizando dados e relatórios de avaliação de dezenove países da região, analisados no contexto de seis critérios operacionais e de impacto. A pesquisa mostra que a microfinança pode ser mais adequada para aqueles que vivem com US$2 por dia ou mais, enquanto que as transferências condicionais de dinheiro podem ser mais benéficas para aqueles que estão vivendo em condições de pobreza extrema. Nenhum programa oferece uma solução “mágica” para a erradicação da pobreza, mas eles podem oferecer resultados positivos quando prescritos em conjunto.

Un análisis comparativo de las microfinanzas y las transferencias de efectivo condicionadas en América Latina

Este ensayo analiza si las microfinanzas y las transferencias de efectivo condicionadas pueden contribuir a la reducción de la pobreza y ofrece una evaluación completa de las dos modalidades. Utiliza para ello datos e informes de evaluación de 19 países de la región y analiza los resultados a la luz de seis criterios operativos y de impacto. La investigación demostró que las microfinanzas pueden funcionar mejor para las personas que sobreviven con US$2 o más por día, mientras que las transferencias de efectivo pueden beneficiar más a las que viven en extrema pobreza. Ninguna modalidad es por sí misma una solución para erradicar la pobreza pero pueden producir resultados positivos si se les da un uso combinado.  相似文献

Abstract: Planned complex suicides are committed by using two or more previously planned methods simultaneously to make sure that death will occur even if one method fails. Herein, we presented a case of occupation‐related planned complex suicide, committed by captive‐bolt gunshot and hanging. A 29‐year‐old man, who worked as a butcher, was found dead in the stable, hanging by the neck with a captive‐bolt gun embedded in the forehead region of his head. The hanging was complete. Along the bolt canal were bone fragments, and at the end of the path was the punched‐out fragment of the skin and soft tissue. There were no fractures of the hyoid bone and laryngeal cartilages, and a superficial hemorrhage was present in the right sternocleidomastoid muscle. Our case underlines the utility of forensic autopsy and death scene investigation in reconstructing the mechanism of death, as well as the dynamics of the event.  相似文献
