Federal Aid and Economic Development in Nonmetropolitan Communities: The UDAG Program

In 1977 Congress enacted the Urban Development Action Grant(UDAG) program to help distressed communities develop economically.This article draws from case studies of ten nonmetropolitancommunities with Action Grants. It focuses on the factors thataffect the completion and benefits of projects, particularlyrelations with private developers and local management capacity.The studies show that the UDAG program has been flexible inaccommodating differences in economic development needs as perceivedlocally. However, many of the projects have not produced thenumbers of jobs originally proposed. Several communities encounteredproblems with private developers who either abandoned the projectsor failed to produce expected results. Smaller communities inthe sample tended to lack grantsmanship, management, and legalresources.

Quantifying and Ranking Quality for Acquired Recordings on Digital Video Recorders

As the closed-circuit television (CCTV) security industry transitioned from analog media to digital video recorders (DVRs) with digital storage, the law enforcement community struggled with the means with which to collect the recordings. New guidelines needed to be established to determine the collection method which would be efficient as well as provide the best quality evidence from live DVRs. A test design was developed to measure, quantify, and rank the quality of acquisition methods used on live systems from DVRs typically used in digital CCTV systems. The purpose was to determine guidelines for acquiring the best quality video for investigative purposes. A test pattern which provided multiple quantifiable metrics for comparison between the methods of acquisition was used. The methods of acquisition included direct data download of the proprietary file and open file format as well as recording the video playback from the DVR via the available display monitor connections including the composite video, Video Graphics Array (VGA), and high-definition multimedia interface (HDMI). While some acquisition methods may provide the best quality evidence, other methods of acquisition are not to be discounted depending on the situation and need for efficiency. As an investigator that needs to retrieve video evidence from live digital CCTV systems, the proprietary file format, overall, provides the best quality evidence. However, depending on the circumstance and as recording technology continues to evolve, options other than the proprietary file format may provide quality that is equal to or greater than the proprietary file format.     

The Role of Goal Representations,Cultural Identity,and Dispositional Optimism in the Depressive Experiences of American Indian Youth from a Northern Plains Tribe

American Indian researchers and scholars have emphasized the importance of identifying variables that promote resilience and protect against the development of psychopathology in American Indian youth. The present study examined the role of self-regulation, specifically goal characteristics (i.e., goal self-efficacy, goal specificity, intrinsic vs. extrinsic motivation, and goal conflict) and dispositional optimism, as well as cultural identity and self-reported academic grades in the depressive experiences of American Indian youth from a North American plains tribe. One hundred and sixty-four participants (53 % female) completed measures of goal representations, cultural identity, dispositional optimism, academic performance, and depressive symptoms. Results supported a model in which higher goal self-efficacy, American Indian cultural identity, grade point average, and dispositional optimism each significantly predicted fewer depressive symptoms. Moreover, grade point average and goal self-efficacy had both direct and indirect (through dispositional optimism) relationships with depressive symptoms. Our findings underscore the importance of cognitive self-regulatory processes and cultural identity in the depressive experiences for these American Indian youth and may have implications for youth interventions attempting to increase resiliency and decrease risk for depressive symptoms.     

Coase and Bertrand on lighthouses

Coase (Journal of Low and Economics 17(2):185–213, 1974) failed to appreciate that the construction and maintenance of nineteenth-century lighthouses were in part financed by British taxpayers. Bertrand (Cambridge Journal of Economics 30:389–402, 2006) rightly calls him to account. While agreeing with Bertrand’s conclusion, we dispute her reasoning and argue that lighthouses nevertheless could have been supplied by the private sector.     

Jewish Theology in Germany: The co-Existence of Secular and Religious Discourse

How often do secular and religious discourses communicate and interrelate at points where they intersect in society? When the Science of Judaism (Wissenschaft des Judentums) evolved at the beginning of the nineteenth century, it intended, through both theological and secular studies, to demonstrate the general value of Jewish culture and civilization. Although denied a place in the public university system until after the Shoah, Jewish Studies departments have since been established at various German universities, and, in 2013, the School of Jewish Theology of the University of Potsdam was opened as the first Jewish divinity school in the history of the German university system. With this, what was once a utopian dream became a reality, and both branches of the Science of Judaism, religious and secular, became undisputed parts of the German academic scene, using similar tools for differing aims. Two prime examples of the intersection of the secular and religious in Germany today are the proliferation of divinity schools at state universities, on the one hand, and the development of military chaplaincy in the armed forces, on the other. Both of these, through contractual agreements, aim to regulate and facilitate religious pluralism within a secular state. While the one has already begun to take place, the other is currently under discussion.

State Socialism in Australian Political Thought: A Reconsideration

In understanding the origins of conventional tenets in political thought, we should attend to cross‐spectrum analysis of usage. Taking state socialism as an instance, this paper argues that the practice of treating it historically either as an element within a radical tradition (by Labour historians) or as a discredited part of a socialist agenda (by liberals) ignores the ways in which it was it was deployed across the political spectrum. Outsiders (such as the Webbs and Métin) skewed the record, describing the pragmatic accommodations they saw as “socialism without doctrines”, unconscious of the debates amongst Australian political elites. We need to explore anew where ideas came from, how they were taken up and adapted in the Australian context (by all sides) and the circumstances that determined their duration within everyday discourse.
