In their critique, Garfinkel, McLanahan, and Wallerstein raise concerns about the representativeness of the authors' sample, benchmark approach methodology, and historical review of guidelines, all of which lead them to discount the evidence presented opposing the cliff-model assumption of father expenditures on children, and to laud instead child support guidelines that give little monetary credit or adjustment for visitation. This article presents evidence that (a) this sample is at most little biased, and remains trustworthy for the main implications presented; (b) although only a beginning, the benchmark approach is highly useful and most of the concerns raised about it are ill founded or implausible; and (c) the historical review suggesting that current guidelines assume zero visitation expenses is indeed accurate for the vast majority of states, according to the foremost authority. Thus, notwithstanding the critique, these findings have merit and importance and should be considered by policy makers. The authors also comment on the additional arguments against continuous and generous adjustments for visitation, finding them based on a weak foundation of evidence and reasoning.  相似文献

The National Oceanic and Atmospheric Administration instituted a Planning, Programming, Budgeting, and Execution System (PPBES) in 2002. As supplemented by matrix management, PPBES was appealing as an effort to rationalize the performance of an agency with an especially high degree of functional overlap among its component parts. Although PPBES has had some salutary effects, the agency's experience to date consistent with accounts of the difficulties that led to the abandonment of program budgeting by the civilian bureaucracy almost 40 years ago. As such, it speaks to the limits of performance assessment as a means of reallocating resources and responsibilities across organizational boundaries.  相似文献

This article investigates whether and under what conditions Public Accounts Committees (PACs) are able to scrutinize government accounts. In doing so, we analyze survey data from 51 Commonwealth countries collected by the World Bank Institute in 2002. We find that the relationship between the formal powers of the PACs and their successful performance is conditional. Specifically, we argue that the success of PACs depend on the behavior of committee members, on the availability of independent sources of information, and on the media’s interest in scrutinizing government accounts.  相似文献

A recent review of restructuring efforts at the Federal Bureau of Investigation published by the National Academy of Public Administration examines several studies that precipitated the reorganization and discusses the current state of counterterrorism, intelligence, and internal security functions within the agency. However, the report fails to seriously engage the benefits of restructuring federal agencies to separate criminal investigation from antiterrorism or to address the financial implications of the current reorganization. Analogizing the U.S. Department of Homeland Security to a corporate conglomerate consisting of multiple, formerly independent operating units with little in common and even less history of cooperation, this response to Professor Charles Wise prescribes the \"bitter medicine\" of interoperable communications.
