Housing Choice Vouchers and Crime in Charlotte,NC

Recent media attention and research have focused on the effect of housing vouchers on crime, with different conclusions. The purpose of this study is to bring further evidence to the voucher–crime debate, using annual data from 2000 to 2009 for Charlotte-Mecklenburg County. We study the relationship between crime counts and housing vouchers with quantile regression models with year and census tract fixed effects. We found that voucher households are associated with increased crime, controlling for past crime levels. Estimates vary, however, with the concentration of vouchers in the neighborhood, with little impact in areas with low concentrations. Estimates also vary with the neighborhood crime level. We extend the literature by examining the effect of different voucher family types, finding no evidence that elderly households or nonelderly households without disabilities and without children are associated with more crime. However, we found a very significant positive association for nonelderly households without disabilities with children. Our results indicate that significant crime reductions could be accomplished by focusing U.S. Department of Housing and Urban Development, local housing agency, and criminal justice resources on the types of places and voucher families most at risk for crime problems when a family uses a voucher to move into a new neighborhood.     

Fantasy machine: philanthrocapitalism as an ideological formation

Philanthrocapitalism is promoted as a form of development funding that infuses philanthropy with the dynamism and innovation of capitalist enterprise. Millennium Promise is a philanthrocapitalist organisation based in New York, which finances the Millennium Villages Project (mvp) across 10 countries in sub-Saharan Africa. At the level of its discursive articulation Millennium Promise appears as a Foucauldian ‘anti-politics machine’: a mechanism of transnational governmentality devoted to the biopolitical production of entrepreneurial subjects organised in self-disciplining communities. Drawing on psychoanalytic theory and field research conducted in Uganda, I argue that philanthrocapitalism is better understood as an ideological formation, which mobilises a disavowed enjoyment of global inequality. In the case of Millennium Promise this enjoyment is structured by specific social fantasies: cause-related marketing campaigns invite Western consumers to enjoy their imagined distance from ‘African’ suffering; the mvp functions as a narcissistic mirror, which offers a reflection of capitalist society cleansed of its class antagonism; and, through the staging of messianic rituals, the mvp mobilises a shared enjoyment of pseudo-colonial relations of domination. I conclude that philanthrocapitalism is not an anti-politics machine but a fantasy machine, which demonstrates the limitations of Foucauldian critique, and forces us to confront our own relations to enjoyment.

This article disputes the assertions of the new Reagan literature. Drawing upon radio broadcasts, speeches, correspondences, and documents from his presidential library, as well as recently published diaries from his White House years, it argues that Ronald Reagan had no grand strategy in the years 1976–1984. Indeed, throughout this period, he possessed two less-than-grand strategies I label “peace through strength” and “a crusade for freedom.” Each of these contained its own respective set of goals and employed its own corresponding set of tactics. Yet there was no grand strategy for ending the Cold War.     

Contested or established? A comparison of legislative powers across regimes

In research on authoritarian institutions, legislatures are portrayed as capable of resolving dilemmas between the leader and opposition members. Nevertheless, repeated interactions between a leader and their ruling coalition can lead to both contested dictatorships, in which institutions constrain the leader, and established dictatorships, in which the leader exercises near-complete control. To date, however, no one has examined the patterns by which powers vary across legislatures in different settings and over time. Using data from the Varieties of Democracy Project on legislative powers between 1900 and 2017, we conceptualize changes in the powers afforded to the national congress to characterize the development of regimes in either direction. The study expounds on the content of legislatures across regimes and the ways in which they change, encouraging scholars to further consider the relationship between regime dynamics and legislative institutionalization.     

Legal,Technical, and Interpretational Considerations in the Forensic Analysis of Viruses

The forensic evaluation of viruses presents new challenges to the forensic science community. Although many criminal cases have been adjudicated involving the deliberate transmission of viruses, especially HIV, this review provides a general approach to viral forensics, especially in light of significant biodefense challenges. Newly emerging techniques of nucleic acid sequencing are discussed in a forensic context. Human mitochondrial DNA analysis, wherein mixed profiles are routinely assessed in a forensic context, provides the groundwork for an interpretational approach to the issue of mixed DNA sequences. The importance of phylogenetic classification is discussed as both providing an integrated graphical depiction of the structure of viral nucleic acid variation as well as offering a tool that can be used to assess the relatedness of complex populations of nucleic acids.     

Cue utilization in the product authentication process: a framework and research agenda for product counterfeit prevention

Scholars suggest that consumers rely on heuristics to evaluate products. They employ both extrinsic and intrinsic cues to evaluate product quality and utilize the same cues to differentiate between counterfeit and genuine products. This has far-reaching public health, economic, product authentication, and even criminal justice policy implications due to the emerging ideas of criminalizing the purchase of counterfeit goods. In order to predict the viability and the possible effects of such a policy, a thorough understanding of consumer attitudes toward counterfeits, purchase motivation, and behavior, as well as of their ability to distinguish between genuine and counterfeit goods, is imperative. Building on cue utilization theory, this article develops a framework for understanding how consumers develop and utilize heuristics for product authentication in the context of intellectual property infringements and outlines a research agenda. Additionally, it helps to inform the development of prevention and enforcement efforts, in consumer education and enforcement agent training, as well as a basis for policy decisions.

This news article summarises recent developments that are considered important for practitioners, students and academics in a wide range of information technology, e-commerce, telecommunications and intellectual property areas. The endorsement of cognitive distortions: comparing child pornography offenders and contact sex offenders

This study examined the endorsement of cognitive distortions in child pornography offenders (CPOs), using an established assessment tool, the Abel and Becker Cognition Scale. The scale was expanded to include cognitions specific to child pornography offending, extracted from Howitt and Sheldon's Children and Sexual Activities Inventory (C&SA). Three samples of CPOs, child sex offenders and offenders with both offence types responded to the cognition items. An exploratory Principal Component Analysis suggested six main components of the scale. CPOs were significantly less likely to endorse these statements in general, and this was more pronounced on items that project blame onto the child or other people, describe a need for power and consider children as sexually active. The statements extracted from C&SA did not differentiate between the groups. These findings are discussed under consideration of the relationship between cognitive distortions and contact sex offending, and in reference to the general criticism concerning the definition and appropriate measurement of cognitive distortions.     

Improved detection of semen by use of direct acid phosphatase testing

Acid phosphatase (AP) reagent (Fast Black) is used as a presumptive test for the presence of seminal fluid on exhibits submitted in allegations of sexual assault. Research was carried out to determine whether the direct application of AP reagent to exhibits is a viable alternative to the traditional indirect (blot) testing method used routinely in the laboratory. The relative sensitivity of the indirect and direct testing methods was investigated as was the effect of AP reagent on histological staining of spermatozoa, the incidence of false positives from vaginal material and saliva, and the effect of AP reagent on subsequent DNA testing. Also included are the results of specificity studies from validations of the direct AP testing method. The results of this research show that, provided the incidence of false positives is borne in mind, direct AP testing can be especially useful when screening exhibits which are difficult to indirectly (blot) AP test or when it is problematic to relocate an AP positive stain. Direct application of AP reagent can also be beneficial for locating dilute semen stains. Three case examples are given which illustrate the use of direct AP testing in laboratory casework.
