Persson and Tabellini (The Economic Effects of Constitutions, The MIT Press, Cambridge, 2003) show that presidential regimes and majoritarian election systems have important economic effects. Here, the number of countries is expanded and more recent data is used. In replicating and extending their analyses, we find that the effect of presidential regimes vanishes almost entirely. With regard to electoral systems, the original results are largely confirmed: majoritarian (as opposed to proportional) electoral systems lead to lower government expenditure, lower levels of rent seeking but also lower output per worker. The institutional details, such as the proportion of candidates that are not elected on party lists and district size, are particularly important.  相似文献

Elevators are mechanical transportation devices used to move vertically between different levels of a building. When first developed, elevators lacked the safety features. When safety mechanisms were developed, elevators became a common feature of multistory buildings. Despite their well-regarded safety record, elevators are not without the potential for danger of injury or death. Persons at-risk for elevator-related death include maintenance and construction workers, other employees, and those who are prone to risky behavior. Deaths may be related to asphyxia, blunt force, avulsion injuries, and various forms of environmental trauma. In this review, we report on 48 elevator-related deaths that occurred in nine different medicolegal death investigation jurisdictions within the United States over an approximately 30-year period. The data represents a cross-section of the different types of elevator-related deaths that may be encountered. The review also presents an overview of preventive strategies for the purpose of avoiding future elevator-related fatalities.  相似文献

This paper presents an exploratory examination of a methodology deliberated to quantify empathetic modeling in Israeli schools. Approximately half a dozen disciples and 3-5 teachers in each of 102 elementary and high-schools from various regions of Israel, affiliated with different educational sectors, participated in the study, which was conducted by 40 well trained interviewers. Using sophisticated algorithms, integrative scores were extracted in order to represent each school's pupils-teachers fit in viewing the empathetic approach by the school's leading educational figures. The results are conceived as indicative of the viability of the to-be-evaluated assessment method and the construct of school-empathy. Applied implications are suggested and continued research deliberated to test the hypothesis of an inverse causal connection between school-empathy, and school-violence is proposed.  相似文献

New York State received $4.5 billion in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds after Superstorm Sandy. A major CDBG-DR requirement is to prioritize assistance to low- and moderate-income (LMI) populations. The state is spending two fifths of funds on community-wide (e.g., infrastructure) recovery activities. For these activities to be documented as LMI, a specified percentage of residents benefiting from them must be LMI. We explore the potential tension between addressing community recovery needs and prioritizing LMI assistance. Specifically, we develop a series of scenarios to estimate the likelihood that any community-wide activities will be documented as LMI in New York State. We find that documenting these activities as LMI is largely dependent on the underlying demographics of disaster-impacted areas. Additionally, as recovery activities increase in size, thereby impacting larger populations, they are less likely to be documented as LMI, potentially disincentivizing larger, more impactful investments. We recommend empirically based LMI targets for CDBG-DR grantees.  相似文献

Raymond Vernon, the founding editor of the Journal of Policy Analysis and Management, died on August 26, 1999, at the age of 85. He was Clarence Dillon Professor of International Affairs Emeritus at Harvard's Kennedy School of Government at the time of his death, having served on the faculties of various schools at Harvard since 1959. He will be remembered for his contributions to a number of public policy areas. For example, in the late 1950s he led a research team that produced a study of the future of the New York metropolitan area, regarded as a landmark in the field of urban planning. In the last two decades he wrote extensively on the phenomenon of multinational corporations. His last book appeared in 1998 and was awarded a prize in 1999 by the Academy of International Business.  相似文献

International relations scholars have traditionally focused on state-centered accounts of international legal norm development between nations while sociolegal scholars have focused on Weberian notions of occupational authority. This study advances a constructivist sociolegal approach emphasizing activist action as playing a unique role in shaping international norms. Specifically, this study investigates labor activists' intervention in U.S. bilateral and multilateral free trade agreements (FTAs) to examine why labor activists chose to initiate FTA disputes as a social movement tactic and how strategic interaction with international legal systems has helped them institutionalize and proliferate the International Labor Organizations' core labor standards. Through semi-structured interviews with legal, union, and government officials, alongside a content analysis of cases filed under the U.S. FTA system, this study shows the role activists played in advancing “globalized” standards in international law. This study finds that activists spread norms through a gradual mechanism of accretion, which focuses on the creation of standards and international legal standing over the individual outcomes of any given case.  相似文献

This article investigates how framing processes lead to polarization in the public debate on a large infrastructure project. Drawing on an analysis of newspaper articles about the “Oosterweel connection” in Antwerp (Belgium), it concludes that imaginative framing (appeals to emotions via symbolic language) and framing through evidence (appeals to rationality via factual language) mutually reinforce each other. Because of the mutual reinforcement, we talk of a spiralling motion. When evidence backs up appeals to the imagination, such as when facts back up metaphors, these appeals are endowed with authority and hence legitimacy. While this strengthens appeals that have been “proven” to be true, it also makes actors backing these appeals increasingly frustrated with other parties that still refuse to accept them. Because of their frustration, the former are spurred to launch new imaginative appeals conveying their anger and to seek new evidence to substantiate these new appeals. Going back and forth between imaginative appeals and appeals to evidence, all parties in a conflict develop their own vision of the contested issue and their own evidence base for the policy position. Over time, their tolerance for ambiguity decreases and the debate polarizes.  相似文献
